The operaton s due to close n February 00 as fundng was such that contnued assstance was possble. Overall, water, health and hygene support to refugees has been mplemented effectvely. Operatonal Developments: A severe drought currently coverng large areas of the Caucasus, South Asa and Central Asa had a partcularly sgnfcant mpact n Iran. To assst the Iranan Government to meet the challenges posed by the drought and to respond to the crtcal needs, on August 000 the Federaton launched a twelve month appeal, on behalf of the Red Crescent Socety of the Islamc Republc of Iran, to: ncrease water supply to Zahedan and Zabul camps, and, whenever possble and needed, ctes and surroundng areas; carry out a communty based santaton campagns n the Afghan refugee camps; and establsh a communty based preventve health care scheme and promote hygene The operaton, after ntal delays, ganed momentum and all the nvolved departments at IRCS (both centrally and locally) dd ther utmost to make up for tme lost. The quantty of water dstrbuted gradually ncreased as newly purchased and leased vehcles plus water-pumps were put nto operaton. Consderable savngs were made by producng all the water tanks (fxed and moble) n IRCS workshops, enablng more vehcles to be purchased and coverng the lease of vehcles to compensate for the late delvery of the trucks. Although the programme was

ntally planned to end n September 00, funds were suffcent to cover runnng costs for at least another sx months and donors were nformed of ths decson. More recently, n response to the latest humantaran crss n Afghanstan, the Red Crescent Socety of the Islamc Republc of Iran (IRCS) created nne camps along the Afghanstan border (on the Afghan sde). So far two camps are n operaton for almost 0,000 nternally dsplaced persons (IDPs) who are recevng shelter, food, water and medcal care. The Makak and Mle camps are both managed by the Sstan va Baluchstan Natonal Socety branch n Zahedan. Because of ths, several of the staff have moved closer to the operatonal area (Zabul). The actvtes of ths appeal are runnng well and all requred captal equpment has been bought for the project. Preventve health and hygene programme The IRCS, together wth the local health department (under the mnstry of health), has coordnated the mplementaton of preventve health and hygene promoton programmes n Zahedan and Zabul. A contract was sgned between the two partes for the health department to mplement the agreed programme usng ts own staff and IRCS volunteers when needed. Home vstors checked on selected famlles, gvng health and hygene nformaton and makng ntervews. A second home vst has been made n order to evaluate health and santaton mprovements, the results of whch can be observed n the table below. Durng home vsts t was planned that purchased soap bars as well as the hygenc/household tems should be dstrbuted. Unfortunately agreement could not be reached and these tems wll be dstrbuted separately. Water dstrbuton The IRCS has been responsble for the entre programme (plannng, procurement, transport and mplementaton of all needed captal tems). The Socety has cleaned, gravelled and constructed the foundatons for the fxed water tanks. The IRCS sgned agreements wth the well owners and set up a logstcal base to dstrbute fresh water to the most vulnerable populaton n the selected area. The number of famles beng supported n full or totally s estmated at over,000.

Every day, except Frdays, water s delvered to dstrbuton ponts n Zahedan and n Zabul - over 00.000 ltres durng Ramadan (.000 ltres n Zahedan plus 0.000 ltres n Zabul). Durng the summer, the average fgure was more than 00,000 ltres. The average consumpton per benefcary n Zahedan s consderably lower than n Zabul because n Zahedan some areas have access to the communty water system (only salty water). In Zabul, however, consumpton s hgher because the dtrbuted water s ther only source. All the new water trucks and 0 new tractors wth water tralers have been purchased for ths project. The entre fleet starts at am wth full water tanks, dstrbutng water accordng to the roster. The frst mornng trp takes between one and two hours dependng on the area. The next dstrbuton round normally starts between and. The reason for ths delay s the queue tme at the bore hole, whch can take - hours durng the summer. On top of ths, all the vehcles have to queue for petrol daly as t s ratoned due to the vcnty to Afghanstan, where the petrol prce s to 0 tmes hgher. Unfortunately the well owners have not permtted us to collect water more than once at each bore hole. Due to ths more vehcles have been added to the programme. The water prce has almost doubled durng the summer (from to IRR per ltre). However ths problem was solved by leasng trucks and tractors (capacty.000-0.000 ltres) to keep the dstrbuton of water at an acceptable level. The purchase of the water has been dffcult after the low water table caused the prce to rse. In the budget, the prce was estmated at two Rals per ltre, but has snce July 0 ncreased to Rals per ltre. Ths cost mght stll ncrease f ran does not ncrease durng wnter. Sold Waste dsposal programme The programme focused on selectng, equppng and employng workers and two drvers for tractors to collect garbage n Zahedan. The prortsed areas were chosen near to the planned and erected water dstrbuton stes. A specal area km south east of Zahedan was gven by the Zahedan muncpalty for dumpng waste. Constrants The entre staff for ths programme have been Afghan refugees lvng n the settlements n Zahedan. Snce then, a law has been passed n Iran preventng organsatons from employng Afghans, wthout a work permt. In Iran only.% of all the refugees have a vald work permt. IRCS was called to court twce but has managed to keep the entre team of workers n operaton. Dstrbuton of hygenc tems and household tems sets of hygenc/household tems have been purchased n order to dstrbute to famles dentfed durng the frst ntervew of the health programme. Each set contans: waste contaner, tolet water can, tubes of tooth paste, detergents, dsh washng lqud, nsect spray, shampoos, water contaners and tooth brushes. Dstrbuton of relef tems Accordng to IRCS, the orgnal plan was for home vstors to dstrbute the soap and the household/ hygenc tems. Unfortunately the health department n Zahedan and Zabul could not reach an agreement wth IRCS on ths. Dstrbuton took place wth IRCS and volunteers when 0,000 peces of soap were dstrbuted (under ECHO contract 00). However, the dstrbuton was dscontnued because benefcares harassed staff and even damaged the health post where the dstrbuton took place. A new dstrbuton was planned but dd not begn because both IRCS staff and volunteers are busy runnng two refugee camps close to the border on the Afghanstan sde. Telecommuncatons The Zahedan offce had to struggle for several months before a proper nternatonal telephone lne was nstalled. Consequently hgh expenses for usng the hotel telephone have been ncurred. Moble phones are used n the project but unfortunately huge areas n Sstan va Baluchstan are not covered. For local communcaton VHF s

frequently used and very relable. Snce late vember the offce has a satellte telephone, both local and nternatonal communcaton s now workng as well as can be expected (wth poor lnes and frequent cuts). Outstandng needs The drought appeal was covered and all needs dentfed n 000 have been met. The project has been extended, as well as MoU sgned between the Red Crescent Socety of the Islamc Republc of Iran, the Federaton, Netherlands Red Cross and Swedsh Red Cross.
