Agenda Welcome and Introductions About NARC What Do We Want? How Can We Get There? Questions

About NARC National non-profit organization Represents multi-jurisdictional regional planning organizations large and small, urban and rural Formed by NACo and NLC; governed by local elected officials President Hon. Ron Morrison, Mayor, National City, CA Concentrate on four core areas: Transportation; Economic & Community Development; Homeland Security/Public Safety; Environment Provides advocacy, training and technical assistance Strongly supports building livable, sustainable communities through multi-jurisdictional, regional cooperation in urban, suburban and rural areas that are reflective of local elected decision-making and community choice.

Welcome & Introductions Erika Young, Transportation Director, National Association of Regional Councils Develop NARC s Transportation Program and Policy Staff contact for NARC s Transportation Committee & Subcommittees Liaise with external transportation stakeholders, US DOT, Congress, etc.

Federal Transportation Program 1950s Eisenhower s vision: Suburban development, Connecting communities, and National network of roads WI first highway segment, Waukesha Co. Americans knew what they were buying.

Federal Transportation Program Presently 60% of Republicans and Democrats believe the federal gas tax increases annually. 61% in the Northeast, 58% in the South, 54% in the Midwest and 67% in the West. Building America s Future, 2010

Federal Transportation Program 2005 Gravina Island Bridge Earmark

Federal Transportation Program 2007 MN I-35 Bridge Collapse

Federal Transportation Program Bottom Line: 65% of Americans do not believe we are on the right track overall.

Federal Transportation Program Don t Increase Taxes on Transportation July 2011 Rasmussen Poll found: 74% oppose increasing gas tax to meet new needs Gas tax increase (even if only dedicated to highways) 33% support 53% oppose 15% undecided Mileage Tax 15% favor 72% oppose 13% undecided

Federal Transportation Program Don t Balance the Budget on the Backs of Education or Roads Don t Cut Educ/ Roads $$

House Transportation & Infrastructure Committee Emphasizes performance measures and targets for all formula programs National Highway System (assets) Highway Safety Improvement Program (safety) Surface Transportation (?) CMAQ (?) Role of US DOT in establishing? Will these apply to MPOs?

Senate Environment and Public Works Committee MAP-21 focuses on key outcomes such as reducing fatalities, improving bridges, fixing roads, and reducing congestion States to set targets for improving safety, road and bridge condition, congestion, and freight movement. Will these apply to MPOs?

Commonalities: PMs House Senate Safety Safety Asset Management Asset Management CMAQ? Congestion STP? Freight

Role of MPOs Many MPOs voluntarily adopting PM systems More than safety and asset management Including quality of life *fuzzy* measures What will the role of MPOs be in a formula based, state DOT system MPO policy function Need flexibility to address on the ground factors Politically sensitive topics

I-PLACE 3 S Decision-Support Tool: What is Being Measured? Key Performance Measures Used for Scenario Planning Total jobs and dwelling units Density by land use type and mix of uses Change in vehicle mile traveled and vehicle trips Change in walk/bike and transit mode shares Mobile source air emissions Economic feasibility (Return on Investment) Rural landscape scenarios

Performance Measures for Prioritizing Major Regional Transportation Projects Part 1: SCREENING CRITERIA: Is the project compatible with the future Land Use Plan Map? Is widening appropriate for the corridor? (based on DVRPC s Congestion Management Process) Part 2: EVALUATION CRITERIA: Does the project serve Centers? (based on the 2035 Centers Map) Level of environmental impact? (based on the Environmental Screening Tool) Comparable cost to other projects? (Cost per Veh. Mile or Capital Cost per Passenger) Level of support/project status? Is it a High-Priority Corridor? (based on the CMP) Is there requisite density for transit service? (based on the Transit Score Tool) Does the project serve EJ Communities? (based on Degree of Disadvantage Analysis) Relative qualitative factors?

Role of MPOs How do talk about transparency and accountability without talking about MPOs and their local governments? Closest unit of government to the people Own majority of infrastructure in U.S. Navigate local political barriers to infrastructure
