Railway infrastructure system Total length of 3,143km: 2,531km mainline; 612km branch road; The network consists of seven main lines: North - South (Hanoi - HCMC) Hanoi - Hai Phong; Hanoi - Dong Dang; Hanoi - Lao Cai; Hanoi - Quan Trieu; Kep - Luu Xa; Kep - Ha Long. Some branch lines: Bac Hong - Van Dien; Cau Giat - Nghia Dan; Da Lat - Trai Mat. Currently, the railway network only connects to ports in Hai Phong and Quang Ninh such as Vinatrans, Viconship and Cua Ong. Dinh Vu - Hai Phong railway has not been invested. The Bien Hoa-Vung Tau railway project was delayed due to unclear sources of investment capital. 14

Development viewpoints, Objectives Development viewpoints: Group 1 Group 2 To make the fullest use of natural conditions for the comprehensive development of the seaport system; To focus on development of ports for vessels of larger than 100,000 DWT; To synchronously develop transport infrastructure for connecting seaports, ICD, Distribution Center,...; To make sure sustainable development; Group 3 Objectives Group 6 Group 5 Group 4 Throughput: 2020: 640-680 M tons/year; 2030: 1,040-1,160 M tons/year; Giving the priority in building international gateway ports for vessels of larger than l00,000 tons (8,000 TEUs) in Ba Ria - Vung Tau, Hai Phong and the Central Key Economic Region (if possible); specialized ports of large scale; Comprehensively developing the navigation channel system. 16

Port Group No.1 Area: Quảng Ninh Hải Phòng Thái Bình Nam Định Ninh Bình. Planned capacity of ports: + 2020: 153-164 mil tons; + 2030: 260-295 mil tons; Mayor ports in the area: + Hai Phong port, National general port; International gateway (grade IA). + Hon Gai Quang Ninh: National general port, regional hub (grade I). + Other; Vessels size : + General vessels :100.000 DWT; + Dedicated vessels : 70.000DWT. The main road connecting: Highway 5, Highway 10, Highway 18,.. etc. 17

Port Group No.2 18 Area : Thanh Hóa Hà Tĩnh. Planned capacity of ports: + 2020: 101-106 mil tons; + 2030: 171-182 mil tons; Mayor ports in the area: + Nghi Sơn Thanh Hóa: National general port, a regional hub (grade I). + Nghệ An: National general port, a regional hub (grade I). + Sơn Dương, Vũng Áng Hà Tĩnh: National general port, a regional hub (grade I). Vessel size: + General vessel : 30.000 50.000 DWT; + Dedicated vessel: 200.000 300.000 DWT. The main road connecting the port Group 2: Highway 7, 8, 45, 46, 47, 48,..etc.

Port Group No.3 19 Area: Quang Binh Quang Tri Thua Thien Hue Da Nang Quang Nam Quang Ngai. Planned capacity of ports : + 2020: 56.5-70 mil tons; + 2030: 97.4-115 mil tons; Mayor ports in the area : + Đà Nẵng, Dung Quất: National general port, a regional hub (grade I). + National general port, a regional hub (grade I). + Quảng Bình; Quảng Trị; Thừa Thiên Huế; Kỳ Hà: Local general ports (grade II). Vessel size: + General vessel : 10.000 50.000 DWT; + Dedicated vessel: up to 350.000 DWT. The main road connecting the port Group 3: Highway 9, Highway 12A, Highway 14B.

Port Group No.4 20 Area: Binh Định Phú Yên Khánh Hòa Ninh Thuận Bình Thuận.
