What did we learn from the Survey, Comments & Feedback

What did we learn from the Survey, Comments & Feedback Responses: Response rate dropped to 849 compared to 1,355 in the first survey However, we mailed 87 paper surveys to our Senior and received 28 responses, which was a significant increase There continues to be tremendous support for an Aquatics/Recreation Center (82.7%) Indoor Pool 1 st Aquatics Choice followed by a Kid Pool as the 2 nd Choice Cardio/Strength 1 st Recreation Choice followed by Multi-Use Court Space as the 2 nd Choice

What did we learn from the Survey, Comments & Feedback Property Tax vs. Membership Fees: Most respondents (474) are willing to pay both (57.9%) RAP Tax Recreational, Arts and Parks Sales Tax A strong majority (632) are willing to pay a RAP Tax (78%) to offset operational costs $8.2M is an acceptable budget to the majority of respondents, which would cost the average* home owner $13.77/mo. (439 or 54.2%) * average is based upon the averaged assessed valley home value in Santaquin of $222,100

What did we learn from the Survey, Comments & Feedback Aesthetics vs. Functionality: While functionality is the highest priority, the majority (434) would like some affordable architectural elements included (53.7%) When should we begin? The majority would like this on the November 2018 Ballot (480 or 59.9%) However, there are a considerable number of reasons that it may be wise to wait an extra year (e.g. determine capital and operational budgets, seeking grants and donation, seeking participation from the school district, Utah County and neighboring communities and flesh-out the overall design).

In addition to the Surveys, the Recreation Committee toured neighboring facilities The Recreation Committee has begun the process of studying Aquatics/Recreation facilities from similar sized communities from throughout the State. Here are some pictures of five centers that were visited. City Staff is working to pull financial information from these centers with regard to construction costs as well as annual operational costs.

What have we learned since the Survey? People are excited about the proposed project. However, there are many questions that need to be answered and there is a great deal of research that needs to be conducted. While it is possible to put the proposal on the November 2018 Ballot, the City Council would prefer to wait until the next City Election in November 2019, so that we can create the best possible project to meet the city s needs, while answering all of the many questions that need to be answered before the voters formally consider the proposal. To fund the study of the proposal as well as conceptual design, the City Council and Recreation Committee will place the RAP Tax on the November 2018 Ballot.

What are the next steps? Place the RAP Tax on the 2018 Ballot Educate the residents about the RAP Tax Continue to research of aquatics/recreation centers throughout the State of Utah Seek the possible support of BYU to conduct a study and forecast of a possible center (similar to what they did for Mt. Pleasant) Seek Grants & Donations Seek participation from the County, School and Neighbors Continue to Survey our Residents to refine the possible features Create a conceptual design and projected budget (Capital & Operational)
