VS Lignite Power Private Ltd. at vill.- Gurha, Teh.-Kolayat, Dist.-Bikaner (Rajasthan) Project Code : Raj-456/753/09 Clearance Letter No : J-11015/200/2006-IA.II (M), Dated: 07/03/2007 Period of the Compliance Report : April, 2017 to September, 2017 Sr. No. Conditions Compliance Status A. Specific Conditions:- i) Mining shall be carried out as per statuette at a safe distance from the seasonal nallah/stream flowing within the lease boundary. ii) iii) iv) An embankment of 3 m height shall be constructed along the bank of the stream/ nallah. The slope of the embankment shall be at least 2:1 towards the ML. The height of the embankment shall be at least 5 m higher than the HFL of the stream/ nallah. Top soil shall be stacked properly with proper slope at earmarked site(s) and should not be kept active and shall be used for reclamation and development of green belt. OB should be stacked at earmarked one external OB dumpsite within ML area only for the first 6 years of mining operation. Mining is being carried out keeping safe distance from seasonal nallah/ stream. Embankment has been constructed along the nallah so that no rain water enters into the mine. Photo has been provided in Annexure-I. Top soil stacked separately as per approved mining Plan. Photo has been provided in Annexure-I. Overburden (OB) is being stacked at earmarked external dump. OB dump shall be a maximum height of 40 m only and consist of four benches of 10 m each. The ultimate slope of the dump shall not exceed 28 deg. The OB dump shall be vegetatively reclaimed monitoring and management of reclaimed dump site should continue until vegetation becomes self-sustaining Height of Overburden dump will be maintained up to 40 m as suggested. Slope is being maintained. At present being active dump vegetative reclamation not applicable. Compliance status should be submitted to the MoEF and its regional office located at Lucknow on yearly basis. Half yearly compliance report is being sent regularly to MoEF, Lucknow and RSPCB, Jaipur and Bikaner. Half yearly report for the period of Oct., 2016 to March, 2017 was submitted to MoEF, Lucknow and RSPCB, Jaipur and Bikaner vide letter no. MOE&F, LKN/VJJN/1040124/ 232 dated 15.04.2017. vi) vii) viii) ix) should be constructed to arrest silt and sediments flow from soil, OB, and mineral dumps. The water so collected should be utilized for watering the mine area, roads, green belt development etc. The drains should be regularly desilted and maintained properly. Garland drains (size, gradient and length) and sump capacity should be designed keeping 50% safety margin over and above the peak sudden rainfall and maximum discharge in the area adjoining the mine site. Sump capacity should also provide adequate retention period to allow proper settling of silt material. Dimension of retaining wall at the toe of the dumps and OB benches within the mine to check the runoff and siltation should be based on the rainfall data. High efficiency bag filters/water sprinkling system should be provided to check fugitive emission from lignite handling Plant, crushing operations, conveyors system, haulage roads, transfer points etc. Mining shall not involve drilling and blasting operations. The total area brought under afforestion at the end of mine life (post mining land use) shall be not less than 1159.98 ha and shall include reclaimed external OB dump (104.69ha), reclaimed quarry area (336.10 ha), green belt including plantation along ML boundary (200 ha), roads (4 ha), dismantled and reclaimed infrastructure area (36ha) and vacant /undisturbed area (479.01 ha) by planting native species in consultation with the local DFO/ Agriculture Department. Density of the trees should be around 2000 plants /ha. x) Backfilling shall begin from 6 th years of mining operations. A progressive mine closure plan shall be implemented from the 6 th years of mining operations and the OB generated shall be concurrently backfilled covering a total area of 336.10 ha. Plantation shall be developed over the backfilled area and the balance of excavated area (void) covering an area of 98.70 ha shall be used as a water reservoir, the higher benches of which shall catch drains along the mining dump area has been created. The drains are being maintained properly. Retention wall has been created at toe of dump and Overburden (OB) benches to check run off and siltation. Water sprinkling is being done to control fugitive emissions from haulage roads. Fixed water sprinklers have been installed to check fugitive emission from crushing operations & conveyors belts & transfer points. Photo has been provided in Annexure-I. There is no drilling and blasting involved in the mining operations. Plantation has been carried out along the periphery of the Overburden, Clay and Top soil dumps and along both sides of the road. Since the climatic conditions (arid climate with very less rainfall) are not conducive for plantation. The greenbelt plantation in mine lease area is 93.7 hectare in which 79296 nos. (Trees: 39327 nos. & Shrubs: 39996 nos.) plantation has been carried out till 30.09.2017. However our mined out area is 180.5 hectare till 30.09.2017 hence the percentage (%) of existing greenbelt is 51.9% w.r.t. mined out area. Photographs of the plantation are attached as Annexure-III. Back filling have started and other compliances will be complied as suggested and as per approved mine plan. xi) be gently sloped. The project authorities shall provide for grazing, if required in the reclaimed land /quarry area in the consultation with the local villagers. xii) No groundwater shall be used for mining operations. Prior approval of the competent authority such as the SGWB/CGWA shall be obtained for using ground water for the project. xiii) Regular monitoring of ground water level and quality should be carried out by establishing a network of existing wells and construction of new peizometers. The monitoring for quantity should be done four times a year in the pre-monsoon (May), Monsoon (August), Post monsoon (November) and winter (January) seasons and for quality in May. Data thus collected should be submitted to the MoEF and to the CPCB quarterly within one month of monitoring. Presently the mine is in operation stage and hence after reclamation provision for grazing will be made in consultation with local villagers. No Ground water is being used for mining operations. Water/ treated waste water from Power plant are being used. At present no groundwater has been intercepted as mining depth is 90 m only. The Ground water level is 100 m below ground level (bgl). Monitoring will be carried out after intercepting the groundwater in the Mine. Monitored groundwater quality report from nearby areas is attached as Annexure-IVA, IVB and IVC. xiv) xv) xvi) The company shall put up artificial ground water recharge measures for augmentation of ground water resource. The project authorities should meet water requirement of nearby village in case the village wells go dry due to dewatering of mine ETP should also be provided for workshop and CHP wastewater. Digital processing of entire lease area using remote sensing technique should be done regularly once 3 years for monitoring land use pattern and report submitted to MoEF and its regional office at Baseline ground water quality from nearby areas is saline in nature and also current ground water monitoring shows Total dissolved solids in the range of 2160-3570 mg/l and hardness (as CaCO3) is in the range of 320-880 mg/l respectively. Hence mining activity has not affected the ground water quality. Presently dewatering of mine in not being done and hence no effect on village wells. Existing wells present in mine lease area are being protected and maintained for ground water recharging. Treated waste water from power plant is sprayed through fixed sprinklers to control fugitive emission from different points in CHP. The mining machineries and vehicles deployed are new and under warranty. The same are being sent to Local dealer for maintenance purpose. There is no work shop for vehicles, hence ETP is not applicable. The report prepared by M/s. Indian Resources Information & Management Technologies Ltd., Hyderabad has been submitted to the MoEF, Lucknow vide Half-Yearly Compliance Report of Gurha (East) Lignite Mine Project (1 MTPA) of M/s VS Lignite Power Pvt. Lucknow. xvii) Besides carrying out regular periodic health checkup of the workers, 10% of the workers identified from work force engaged in active mining operations shall be subjected to health check up for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmedabad within a period of one year and the results reported to this ministry and to DGMS. xviii) xix) A final mine closure plan along with details of corpus of funds should be submitted to MoEF 5 years in advance of final mine closure for approval. Consent to operate shall be taken before starting mining operations. B. General Conditions:- i) No change in mining technology and scope of working should be made without prior approval of MoEF. ii) No change in the calendar plan including excavation, quantum of mineral and waste should be made. iii) Four AAQM stations should be established in the core zone as well as in the buffer zone for SPM, RPM, SO2 and NOx monitoring. Locations of the stations should be based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with State Pollution Control Board. iv) Data on ambient air quality (SPM, RPM, SO2 and NOx) should be regularly submitted to the MoEF including its regional office at Lucknow and to the letter No. MOE&F, LKN/VJKR/1040124/ 1113 dated 07.11.2015. Copy of the letter is attached as Annexure-V. Study has been carried out using satellite data of High resolution Resourcesat-2, LISS-4 FMX. The outcome clearly depict that degradation to the environment has been maintained at minimum level by developing green belt around mine dump area and establishing proper sprinkling system around active mining area. 24 persons from mine have been checked for occupational diseases and hearing impairment through M/s. Occupational and Environmental Health Services, Noida on 23.05.2011.The reports of all the persons checked were found to be normal. The report was sent attached along with half yearly compliance report vide letter no. MOEF, LKN/GS/1040101/932 dated 14.07.2011. Copy of the letter is attached as Annexure-VI. Final closure Plan prepared and submitted to Ministry of Coal for approval. Complied Obtained CFO from RSPCB and valid upto 30.11.2021. At present there is no change in mining technology and if any, prior approval from MoEF will be obtained. There will be no change in calendar Plan. A total of seven (7) ambient stations have been established covering both core and buffer zone with monitoring frequency being two days per week. Report attached as Annexure-IVA, IVB and IVC. PM10, PM2.5, SO2 and NO2 were found to be within prescribed limit. Half-yearly compliance report is being sent regularly to MoEF, Lucknow and RSPCB, Jaipur and Bikaner. Pollution Control Board and CPCB once in six months. v) Fugitive emission from all the sources should be controlled, regularly monitored and data recoded properly. Water spraying arrangement on haul roads, wagon loading, dump-trucks (loading and unloading) points should be provided and properly maintained. vi) vii) viii) ix) Adequate measures should be taken for control of noise levels below 85 dba in the work environment. Workers engaged in blasting and drilling operations, operation of HEMM, etc. should be provided with ear plug/muffs. Industrial wastewater (work shop and waste water from mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422(E) dated 19 th may 1993 and 31 st December 1993 or as amended from time to time before discharge.oil and grease trap should be installed before discharge of workshop effluents. Vehicular emission should be kept under control and regularly monitored. Vehicles used for transporting the mineral should be covered with tarpaulins and optimally loaded. Environmental laboratory should be established with adequate number and types of pollution monitoring and analysis equipments in consultation with SPCB. report for the period of Oct., 2016 to March, 2017 was submitted to MoEF, Lucknow and RSPCB, Jaipur and Bikaner vide letter no. MOE&F, LKN/VJJN/1040124/ 232 dated 15.04.2017. Copy of the letter is attached as Annexure-II. Fugitive dust from all the sources are regularly monitored and recorded properly. Treated waste water from power plant is being sprayed is on roads, loading and unloading points to control dust. Monitored ambient air quality parameters are well within the prescribed limits. Regular monitoring is in progress and noise level is within the prescribed limit. No drilling and blasting is involved. Noise monitoring reports are sent along with half yearly reports to MoEF. No waste water from mine is generated. The mining machineries and vehicles deployed are new and under warranty. The same are being sent to local dealer for maintenance purpose. Vehicular emission is kept under control and monitored every six months. The vehicle is optimally loaded. Environmental laboratory is equipped with (i) analytical balance-2 nos. (ii) Spectrophotometer-2 nos. (iii) ph meter-1no. (iv) Conductivity meter-1 no. (v) COD apparatus-1set (vi) BOD measurer-1no. (vii) BOD culture cabinet-1 no. (viii) Oil measurer-1 no. (ix) Sound level meter-1 no. (x) Refrigerator-1 no. (xi) Continuous ambient air quality monitoring system-3 no. x) Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects. xi) A separate environment management cell with suitable qualified personnel should be set up under the control of a senior executive, who will report directly to the Head of the company. xii) xiii) xiv) xv) The funds earmarked for environmental protection measures should be kept in a separate account and should not be diverted for other purposes. Year wise expenditure should be reported to this ministry and its regional office at Lucknow. A copy of this will be marked to concerned panchayat/local NGO, if any, from whom any suggestion/ representation has been received while processing the proposal. State pollution control board should display a copy of the clearance letter at the Regional office, District industry centre and collector s office /Tehsildar office for 30 days. The project authorities should advertise at least in two local news papers widely circulated around the project, one of which shall be in the vernacular language of the locality concerned within seven days of the clearance letter informing that the project has been accorded environmental clearance and a copy of the clearance letter is available with the state pollution control board and may also be seen at the web site of the MoEF at http://envfor.nic.in monitoring device-1 no. (xiii) Weather station (wind vane, anemometer, thermometer, hygrometer, evaporimeter, rainfall gauge). Also, environmental monitoring is being carried out by a reputed and authorized agency. Proper care is being taken and adequate training and information on safety and health aspects are being given. An environment management cell consisting of Mining Engineers, Geologists, Sr. Manager-Environment, Senior Executive- Environment and Astt. Manager-Chemist has been set up. Fund is earmarked and the same is utilized only for environmental protection measures. The total expenditure incurred on environmental protection measures during year 2016-2017 was Rs. 109.75 lakhs.
