The Corporation of Delta COUNCIL REPORT Regular Meeting F.07 To: Mayor and Council From: Human Resources and Corporate Planning Department Date: May 25, 2015 Deltaport Intermodal Yard Reconfiguration The following report has been reviewed and endorsed by the Chief Administrative Officer. RECOMMENDATION: THAT this report be received for information. PURPOSE: The purpose of this report is to provide information on the Deltaport intermodal yard reconfiguration project. BACKGROUND: The Deltaport intermodal yard reconfiguration project is part of Port Metro Vancouver's larger Deltaport Terminal, Road and Rail Improvement Program (DTRRIP) aimed at increasing container capacity at Deltaport by improving the existing terminal facility and enhancing the supporting road and rail network to achieve efficiencies in the movement of goods. There are four key elements: 1. An overpass on the existing Roberts Bank causeway to separate road and rail traffic (complete). 2. Reconfiguration of existing rail track in the Deltaport container terminal (current application). 3. The placement of new rail track within the existing BCR railway corridor and a portion of the Option Lands (future works). 4. Road enhancements on Deltaport Way to improve the flow of truck traffic to and from the port include a truck turnaround, temporary truck staging, and a vehicle access control system gate (future works). 'I! The project is mostly within the existing terminal, road and rail footprint and does not involve any inwater works. In 2012, Port Metro Vancouver undertook a screening assessment in accordance with the Canadian Environmental Assessment Act. This was reported to Council at the May 28, 2012 Regular Meeting. Delta's comments on the Deltaport Terminal, Road and Rail Improvement Program are provided in Attachment 'A'.

there Deltaport Intermodal Yard Reconfiguration Page 2 of 3 May25, 25,201201 III DISCUSSION: Port Metro Vancouver is inviting comments on a recent application by Global Container Terminals Canada, the Deltaport terminal operator, for a permit to reconfigure the intermodal yard and construct a new rail maintenance facility building (Attachment B ). 'B'). The project includes: oiii the reconfiguration of 8 existing rail tracks within the terminal; oiii replacement of 7 manuallyoperated cranes with 8 railmounted cranes; 0III construction of a new 4,000 square metre rail maintenance building on the west side of the terminal, an area currently used for container storage. The height of the building is 15 metres which is the same height of the stacked containers; oiii construction of a truck portal building with two drivethrough lanes; 0III lighting upgrades; III passenger vehicle parking and truck parking areas. The proposal does not involve any new service connections (water, stormwater, sewer, electrical) and all modifications to existing services will take place inside the terminal. In terms of emergency vehicle access, the proponent has complied with Delta Fire & Emergency Services requirement for a 13 metre turning radius for emergency vehicles. The Deltaport Terminal, Road and Rail Improvement Program was approved in December 2012, subject to numerous environmental conditions and mitigation measures, as reported at the January 7, 2013 Regular Meeting. Staff has no further comments on the project provided that the proponent complies with those terms and conditions. Implications: Financial implications Implications there are no financial implications associated with this report. III CONCLUSION: The Deltaport intermodal yard reconfiguration project is the second phase of works relating to the Deltaport Terminal, Road and Rail lrnprovement Improvement Program which underwent an environmental assessment in 2012. Delta provided comments on the project at that time and has no further comments on the project provided that the work is undertaken in compliance with the terms and conditions of the environmental assessment certificate. Sangret Page. 2 May 14, 2015 The project will also improve workplace safety by optimizing internal traffic flow, thereby eliminating terminal tractor blockages with trains arriving and departing Deltaport terminal every hour of the current 24 hours per day, 7 days per week operation. The project design proposes environmental protection and mitigation measures to ensure that environmental impacts can be minimized. As part of the application process, GCT Canada is required to undertake community engagement for this application. Specifics of the proposed project include: 48 Proposed reconfiguration of eight (8) intermodal rail tracks within the terminal, the existing eight (8) rail tracks that are currently arranged in two (2) distinct sets of four (4) tracks are proposed to be combined into one set of eight (8) tracks; 48 Removal of seven (7) existing manua y operated manuallyoperated rail mounted container cranes in the intermodal yard; 48 Proposed installation of eight (8) modern wide span rail mounted container cranes;. 48 Proposed construction of a new 4000m2 2 (42,300 sq ft) rail maintenance building on the west side of terminal POD 3. The proposed rail maintenance building will be 15 m (48.0 ft) high to service container handling equipment and house GCT Canada workforce; 48 Construction of a truck portal building with two drive through lanes in the intermodal yard. The proposed truck portal building will be 8m (25.0 ft) high and will scan trucks entering the yard; Replacement of existing site lighting within the intermodal yard with energy efficient LED light fixtures. Two (2) existing high mast light poles would be relocated and four (4) existing low mast light poles having flood lamps would be replaced with high mast poles having LED light fixtures to provide greater uniformity of light at ground level within the intermodal yard and reduce light glare;., No new connections and utility services are proposed. A new train portal will be installed at the terminal for identification of rail cars arriving at the facility. As the proposal includes reconfiguring internal drive isles and vehicle access within the terminal, we understand the applicant has incorporated the Delta Fire Department's requirement for 13.0 metre turning radius for emergency vehicles into their proposed design. Should the project be approved, construction will take approximately 30 months to complete. Community Engagement Activities As part of the Project and Environmental Review Process, GCT is required to notify n'otify the Port Community Liaison Committee (PCLC) in Delta, and undertake a public consultation process for their proposal. GCT will be hosting a Public Information Session on Saturday, May 30, from 10 am until 2 pm, at the Delta Town and Country Inn. Inn, 6005 Highway 17a (at Hghway Highway 99) in Delta to provide project information to the community and solicit feedback on their proposed project. This project is an integral component of the Deltaport Terminal Road and Rail Improvement Program and promotes Port and Federal Objectives in many significant ways: I. By enhancing Port Metro Vancouver's intermodal capacity within Canada's AsiaPacific Gateway to continue to support Canadian trade growth. II. By expanding intermodal capacity at Deltaport in order to avoid constraining future rail growth. Total economic benefit is estimated to be between $500 and $900 million. III. By increasing the efficiency of the operational productivity at Deltaport to lower handling costs per twenty foot container which benefits the attractiveness for shippers to move more freight through the port. IV. By mitigating the effects of port growth on the surrounding communities within trucking distances from Roberts Bank by expanding rail capacity and reducing truck trips on local roadways. V. By creating jobs and economic benefits in local communities, throughout the Lower Mainland, and across the County. Total estimated jobs during construction and direct/indirect employment at capacity is between 5,000 and 5,500.
