Region C Water Planning Group (RCWPG) Public Notice of Possible Amendments of the 2001 Region C Water Plan DATE: May 22, 2003 PUBLIC NOTICE To All Interested Parties: Notice is hereby given that the Region C Water Planning Group (RCWPG) is considering amendments to the 2001 Region C Water Plan. The Region C Water Planning Group area includes all or part of the following counties: Collin, Cooke, Dallas, Denton, Ellis, Fannin Freestone, Grayson, Henderson, Jack, Kaufman, Navarro, Parker, Rockwall, Tarrant, and Wise. A public hearing will be held prior to taking action on the amendments. A public comment period will be included during the public hearing. The RCWPG will accept written and oral comments on the proposed amendments at the public hearing. Comments may be provided at the public hearing or may be provided to the RCWPG prior to the public hearing by sending the comments to the attention of Mr. Jim Parks North Texas Municipal Water District P.O. Box 2408 Wylie, TX 75098 All public written comments are due to the RCWPG at the time of the public hearing (1:30 p.m. on June 23, 2003).

The date, time, and location of the public hearing are as follows: Notice is given that a public hearing on the possible amendments will be held on June 23, 2003, at 1:30 p.m. at the North Texas Municipal Water District s board room at 505 E. Brown Street, Wylie, Texas 75098. A summary of the proposed action to be taken is as follows: The proposed action is to amend the 2001 Region C Water Plan by changing language and recommendations in the plan for the Cities of Anna and Athens. The proposed amendments being considered include: Supplying the City of Anna from a proposed pipeline bringing surface water from the City of Sherman (through Greater Texoma Utility Authority) Adding additional groundwater well(s) for the City of Anna as an alternative water management strategy Adding an additional water management strategy to the City of Melissa and Collin County-Other to participate in the pipeline project bringing Lake Texoma water from Sherman to the southern portion of Grayson County and northern portion of Collin County Adding reuse and the purchase of unused water in Forest Grove Reservoir to the water supply for the City of Athens (through the Athens Municipal Water Authority). Adjusting the firm yield of Lake Athens based on the Water Availability Model (WAM). Population and water demand projections will be adjusted with the proposed amendment for Anna. The water demand projections will be adjusted with the proposed amendment to account for Athens contract with the fish hatchery. The firm yield of Lake Athens will be adjusted with the proposed amendment. Notice of Public Hearing Proposed Amendments to the 2001 Region C Water Plan Proposed Amendment #1 On April 7, 2003, Greater Texoma Utility Authority requested that the Region C Water Planning Group (RCWPG) consider an amendment to the 2001 Region C Water Plan on behalf of the City of Anna. GTUA is securing funding to build a pipeline from the City of Sherman to Howe, Van Alstyne, Anna, and Melissa. Sherman has surface water supply in excess of its current needs from Lake Texoma. The GTUA project includes a pipeline from Sherman generally paralleling U.S. 75. GTUA has completed a feasibility study for this project, and the estimated total capital cost of the project is $11,232,333. The Texas Water Development Board (TWDB) has reviewed this project for consistency with the 2001 Region C Water Plan. The TWDB considers the GTUA pipeline from Sherman to be consistent with the 2001 plan for Howe and Van Alstyne since it is the first step in constructing the Grayson County Surface Water Supply System. The TWDB also found that allowing Melissa to participate in the GTUA pipeline project is consistent with the 2001 plan because their recommended water management strategy in the 2001 plan is to convert to surface water. However, the TWDB determined that Anna s participation in the GTUA pipeline was not consistent with the 2001 plan because Anna was assumed to stay on groundwater in the 2001 plan. The 2001 plan shows no recommended water management strategies for the City of Anna. Since the approval of the 2001 plan, Anna has experienced water supply and quality issues with their groundwater system. The City of Anna has also had considerable growth (with more growth expected in the near future) and higher water demands than projected in the 2001 plan. GTUA would like to add a dependable surface water supply for Anna. These needs cannot be met by water conservation and drought management measures. Anna s population projected in the 2001 plan was 1,168 for the year 2000 and 1,622 in the year 2050. The actual census population for the City of Anna in the year 2000 was 1,225. The TWDB-approved population projection for Anna for the current phase of planning is 32,000 in the year 2050. The 2001 plan projected the need for Anna by the year 2050 to be 182 acre-feet per year. Using the same per capita water needs projections as those used in the 2001 plan, the revised projected 2050 demand would be 3,587 acrefeet per year, representing a 3,405 difference. An alternative water management strategy for the City of Anna is to drill additional water well(s) until the pipeline from Sherman can be built In the discussion regarding water management strategies for Collin County in Section 5.6 (page 5.46) of the 2001 Region C Water Plan, the additional water supply for the City of Anna should be adjusted to include: Anna will add surface water to their existing water supply by participating in the GTUA pipeline that will bring surface water from Sherman. This will require an interbasin transfer from the Texas Commission on Environmental Quality

(TCEQ). An alternative water management strategy for Anna is to drill additional well(s) to meet short-term demands. Melissa and County-Other may choose to participate in the GTUA pipeline bringing Lake Texoma water from Sherman. Proposed Amendment #2 On April 7, 2003, Athens Municipal Water Authority (AMWA) requested that the Region C Water Planning Group (RCWPG) consider an amendment to the 2001 Region C Water Plan on behalf of the City of Athens. The 2001 plan omitted AMWA s contractual commitment to supply an average of 3 million gallons per day (MGD) to the Texas Parks and Wildlife Department Fish Hatchery (Texas Freshwater Fisheries Center). Additionally, the year 2000 firm yield water supply for Lake Athens appears to be 4,179 acre-feet, not 6,262 as originally reported. To meet this contractual commitment, the

reduction in firm yield of Lake Athens, and expected growth, AMWA needs more water than can be supplied by its current sources. These needs cannot be met by water conservation and drought management measures. AMWA is currently pursuing available water in the unused Forest Grove Reservoir (including expansion of its current treatment facilities), as well as a reuse permit for Athens wastewater. AMWA would like to include both of these projects as recommended water management strategies in the Region C Water Plan. AMWA would also like to include the following alternative water management strategies: Construct Lake Athens II on Flat Creek downstream from the present Lake Athens Purchase water from Tarrant Regional Water District s Cedar Creek Reservoir through an Athens owned pipeline Purchase water from the Upper Neches River Municipal Water Authority s Lake Palestine through an Athens owned pipeline Purchase water from Lake Palestine through a Dallas owned pipeline Purchase water in the unused Forest Grove Reservoir and build a new treatment plant at Forest Grove In the discussion regarding water management strategies for Henderson County in Section 5.6 (page 5.71) of the 2001 Region C Water Plan, the last sentence should be adjusted to read The currently available supplies are sufficient to meet projected demands in the county except for Athens and Malakoff. Athens is planning to reuse their wastewater and obtain currently unused water in Forest Grove Reservoir. The estimated capital cost for Athens proposed projects is $25,413,000. Malakoff is planning to build a surface water supply system based on raw water from the Tarrant Regional Water District s Cedar Creek Reservoir. The estimated capital cost for Malakoff s new water supply system is $7,809,000. The following statement should also be added as a new paragraph following the statement above Alternative proposed water management strategies for the City of Athens include: Purchase water in the unused Forest Grove Reservoir and build a new treatment plant at Forest Grove Purchase water from Lake Palestine through a Dallas owned pipeline Purchase water from the Upper Neches River Municipal Water Authority s Lake Palestine through an Athens owned pipeline Purchase water from Tarrant Regional Water District s Cedar Creek Reservoir through an Athens owned pipeline Construct Lake Athens II on Flat Creek downstream from the present Lake Athens An interbasin transfer permit will be needed for any of Athens recommended and alternative strategies. Athens is split between Region C and Region I. Most of the City of Athens is located in the Trinity Basin in Region C, whereas Lake Athens and the Athens water treatment plant (WTP) are located in the Neches Basin and in Region I. All

Athens of Athens strategies involve moving raw water to Lake Athens and its WTP (Region I) and transporting treated potable water from the WTP into the City located in Region C.
