Description of Work This project will reconstruct Exit 47 on I-75 to provide the four missing access movements which were not completed when I-75 was originally constructed in the early 1960 s.the movements are: 1) an entrance to north bound I-75 from west bound Central Avenue; 2) an entrance to southbound I-75 from eastbound Dixie Drive; 3) an exit from north bound I-75 to west bound Central Avenue, and 4) an exit from south bound I-75 to east bound Dixie Drive. This project also includes transportation enhancements including decorative railings, walls, and landscaping. This portion was awarded funding by MVRPC through a Transportation Enhancement grant and local match.

Purpose and Need The failure by the Federal Highway Administration to require the construction of the four access movements at the time I-75 was completed through the City of Dayton in the mid 1960 s has created significant bottlenecks to the regional economy. The Ohio Department of Transportation has estimated (February 2009) that by the year 2035 detours created by the failure to complete the interchange will result in nearly 8,000 additional driving miles on a daily basis or approximately 3,000,000 additional miles annually. These significant detours, time delays and corresponding increased costs make it even more difficult to redevelop the recently closed General Motors Moraine site. The added movements will ignite redevelopment in the West Carrollton, Moraine, Kettering and Miamisburg areas. The full interchange is vital to redeveloping the General Motors Moraine plant which was closed in 2008. This project will create 1040 jobs during a 2 year construction period, and support the redevelopment of 443 acres of land and 735,000 sq. ft. of office space to create or retain 7500 jobs in the area. This area is in the EPA s Air Quality Non-attainment zone. This project will reduce traffic by 3,000,000 miles annually, reducing energy use, pollution, and green house gases. This project will serve over 31,000 vehicles that use the interchange each day, and improve conditions for over 95,000 vehicles per day on I-75. It will also enhance the interchange with landscaping. This project will also provide intermodal mobility by adding metro bus access, biking and pedestrian access. This corridor connects from Toledo to Cincinnati on Interstate I-75. This interchange serves the Cities of West Carrollton, Moraine, Kettering, Miamisburg, Centerville, Farmersville and Germantown, along with Miami, Jefferson, Washington, Jackson, and German Townships, with a combined population of 247,000. It will serve over 95,000 vehicles per day. The complex and circuitous movements required by the existing I-75 interchange require motorists to travel a total of 8000 additional miles each day. Emergency vehicles are delayed and access to the interstate is compromised. Drivers become lost and confused, and the resulting diversion patterns are unsafe. This doubles the police and fire response times and creates operational problems and safety concerns for the interstate interchange and the local street network. The added movements will ignite redevelopment in the West Carrollton, Moraine, Kettering and Miamisburg areas. The full interchange is vital to redeveloping the General Motors Moraine plant which was closed in 2008.
