Ration Card Management 1 Grievance Redressal 5 e-pds Key Functional Areas 2 Allocation 4 3 Electronic Point of Sale (epos) Movement of Essential Commodities 7

e- PDS Challenges Ration cards- multiple drives multiplying the no of cards Lack of master data base Mutation- manual system- static data Allocation- manual allocation, discretionary at cutting edge level Inadequate monitoring- manual report system Archaic process- lot of confusion, inconvinience Sharing data with other departments

Process epds is an online software application catering to the Ration cards management, allocation and seeding of aadhar data. The processes involved in the distribution of Essential Commodities (ECs) to the BPL families are automated so as to bring efficiency, accountability and transparency to the PDS of Civil Supplies Department. Adhar seeding module Ration card management module Allocation module

Adhar seeding module EID/UID seeding- organic seeding Every unit in all applications seeded with adhar Both ration cards and LPG- 91% and 75% respectively About 2055 KLs of K oil saving / month from June 2014 Now bank account number seeding- more than 7 lakh Is being used for online authentication of card holders wherever e-pos devices are installed

Ration card management module Adhar seeding made card management easier Weeding out of duplicate cards Integration with Mee Seva (CSC) mutation, any modifications, transfer, addition/deletion etc Use of digital key by tahsildars for all transactions Provision for Log- recording of all transactions Transparency- search provision and various reports in public domain Dynamic data- generation of DKR every month

Allocation module CBs from every FPS Generation of DKR at state level Allocation of ECs in cascading manner From Commissioner civil supplies- up to FPS level System generated allocation proceedings Provision for generation of ROs and recording of payments by FPS dealers also linked with Mee Seva for direct remittance for issue of Ros No scope for discretion at any level

Supply Chain Management Challenges Delay in receipt of information-stage I and II- truck wise lifting, transportation of Essential Commodities i.e., Truck number, weighment, time of despatch, time of receipt. Manual monitoring Delay in obtaining OBs and CBs of stocks causing delay in positioning of stocks at MLS Points. No tracking of transactions in FPSs There was no proper control mechanism over PDS stock diversion if any

Process It covers movement of ECs in two stages From FCI to MLS points From MLS points to FPSs Generation of truck chits by fetching information from epds Linked to Mee Seva for payment and RO generation SMS alerts on arrival of stocks Logistics placed at all MLS points Pilot successfully running at Hyderabad and Khammam districts

Benefits Online monitoring of truck wise data Transparency in movement of ECs from FCI to MLS Points (Stage-I) & MLS Points to FP Shops (Stage-II) The OBs and CBs and transactions at MLS points monitored on daily basis. Enables the positioning of stocks Better monitoring, Less scope for malpractices. Control over the diversion of PDS Stocks. Less scope for errors in data.

Grievance redressal mechanism A toll free helpline- 1967 for Registration and redressal of grievances under TPDS operations since Jan, 2013. This is just a beginning. Department envisages a comprehensive redressal mechanism which is under process

FPS Automation Challenges Manual system of distributing Ration- scope for numerous irregularities Proliferation of bogus cards i.e., cards with no corresponding real beneficiaries. No mechanism to prevent fake entries in sales register without the cardholder actually purchasing the ECs. The closing balances are collected manually and subjectivity involved. Diversion of ECs Denial of rightful entitlement Over-pricing Defeating the very purpose of the PDS

Process Pilot project in Hyderabad district in 45 FPSs- Oct 2012 Linking PDS distribution to Adhar based authentication Only genuine card holder or his family members listed can draw ECs The device validates card no and displays the details of family members The device fetches the authentication packets from Central Identity Data Repository (CIDR) of UIDAI Handles unsuccessful transactions- authentication by identified field staff All FPS transactions digitally recorded Real time MIS- daily transactions, OBs, CBs etc Automated SMS Transaction receipts provided in local language Incentive to the dealer

Benefits Rightful entitlement assured Paper slips- transparency Monitors the shop timings Real time monitoring of FPSs System generated CBs Arrests diversion Huge savings

Thank you
