[14] [Fuel Management in tank farms and terminals] COTAS Terminal Automation System s PC-based COTAS loading computer system coordinates all system modules in the tank farm, from product reception and inventory control to product delivery. It is connected with all the instrumentation in the field and controls the loading processes. Trucks are identified straight away upon entering the farm and allocated to the appropriate filling station via a waiting zone. The complete loading process is monitored in the control room by the COTAS system and if desired can be shown on screen. Upon leaving the tank farm, the truck driver receives a delivery note and the commercial data is transmitted to a host system (e.g. SAP). COTAS loading computer systems are scalable and can be used in both small and very large tank farms. The quantity balancing in the tank farm is client-related and is achieved via data-base-supported management of the tank farm. COTAS is also connected with the tank level gauging system and supplies the current quantities in the entire tank farm at all times. All relevant customer and truck data is stored in a database, which is based on a client/server structure (e.g. Oracle) depending on the size of the entire system. COTAS covers all processes in a terminal like product reception from pipeline, inventory control and loading i.e. into trucks.

Alongside with future changes in the terminal s functions, it is possible to include additional functions in COTAS at any time. This avoids irritation for the operative staff and simplifies both training and operation efforts. As a true logistics management system, COTAS also controls the traffic in the terminal, from the entrance to a waiting zone, then to the loading bays and finally to the exit.
