Task 2: To prepare National Energy Policy Information in area of EE & RES for Regional Analysis Implementation: The sections (a), (b), (c) (English version) are developed: (a) Key energy sector developments of the country (b) Progress of reforms to introduce market based energy systems including the nature of the market for EE & RES technologies (c) Specific bottlenecks to EE & RES market formation Working version of the section (d) is prepared: (d) Reforms in participating countries, their neighbours and in western countries Currently: New information about improvement of investment environment (Decree N10) in Belarus is added into the sections (a), (b), (c); the section (d) is completed, Russian version is under development

The CASE STUDY presents the policy reforms in the energy producing sector of Belarus that gives an opportunity to transform economically attractive investment projects of cogeneration plants including owned small and mini-chp into bankable projects

Belarus is interested in energy efficient generation development: High-powered power stations of the state energy system Small and mini-chp Renewable energy sources and plants used local types of fuel Topic of study: how new energy policy contribute to energy efficiency generation development, particularly to small cogeneration investments and IPP appearing Specific study subject: project of mini-chp 4 MW in the town Stolbcy (example of private investments)
