Commitments the Scope The KIN4 organizer requested participating local governments to establish a specific and achievable commitment. A set of measurable goals Addressing one or more areas of urban environmental issues alongside with social and economic challenges To be achieved within a given timeframe (by 2010) KI Secretariat is committed To monitor the progress and fully recognize the achievements in future KIN events. To make best efforts to mobilize assistance for achieving the commitments.

Commitments - the Response Commitments were communicated by 12 participating cities, i.e. Bangkok, Bago, Cebu, Kathumandu, Kitakyushu, Nonthaburi, Puerto Princesa, San Fernando, Sibu, Surabaya, Weihai, Ulsan Agreed to play key roles in promoting environmental stewardship in their cities and building mutual support and cooperation amongst cities in AP Region

Bangkok Metropolitan Administration Solid Waste Management Reduction by 30% Promotion of waste segregation and recycling, through BMA to develop institutions (a committee, district offices) and activity/education centres A range of activities (Solid waste bank, market fairs, donation of recyclables) People s accountability /cooperation, Handbook and community training /Media campaign Technology promotion (liquid fertilizer, granulated fertilizer)

Bago, Philippines Solid Waste Management - Reduction by 60% Raising the level of stakeholder awareness / support Promotion of waste segregation and recycling, through City Government to institutionalize an information education campaign Capacity building of stakeholders, in partnership with communities and the informal sector Activities in pilot areas for showcasing and replicating success Incentives and support to recycling business in the form of tax exemption and market linkage

Ulsan, Republic of Korea Solid Waste Management reduction of waste generation by 0.90 kg/day, increase of the recycling rate by 65% Regulate the use of disposable products Promote marketing of recycled products Implement volume-based food waste fee system Raise the price of garbage bag and fee of waste disposal Promote community level training and involvement of informal sector Conduct a media campaign for waste segregation and reduction at source

Weihai, China Air Pollution Control - SO2 emission to 5% Water Pollution Control - COD emission 15% Improve the environmental law and regulation enforcement, punish all violating activities. Improving the industry structure by restricting high energy and resources consumption project,. Install desulphurization facility in the power stations. Construct two new sewage treatment plants; increase the sewage treatment rate to 85%. Ask all the main pollutants discharge factories establish continuous on line monitoring facility. Establish a remote supervision center; connect to all the continuous on line monitoring facilities in the factories. Increase the public awareness on environment through media, community activities, public hearing and other public participation.

Kitakyushu Solid Waste Management Reduction of household waste discharge by 20% and increase of recycling ratio by 25% Climate Change Mitigation Reduction of carbon dioxide emission by 10 % Air Pollution Provision of 860 low-emission public vehicles for city administration Environmental Cooperation and Promotion Support to KI Inviting 400 trainees / year 300 thousand citizens to participate in voluntary based eco-campaign, called Eco-life Stage.
