Job Profile Job RequirementsJob Environment Sensitivity Functions & duties Function type: GENERAL PROGRAM MANAGEMENT Function name: Management and monitoring of programme / Identify, Analyse, negotiate and instruct proposals for programmes / projects, sector support, etc. in close co-operation with the Operations team in the Delegation in Lebanon and the geographical co-ordination Unit. Prepare and present the programmes/projects before the Inter-service Quality Support Group. Draft and submit financing proposals relating to the programme/project to the Interservice Quality Support Group and to the finance Committee. Prepare the financing agreement and obtain signatures of all contracting parties. Draft operational plans for the implementation of the programme/project submitted Monitor the implementation of programmes/projects within Lebanon in line with the conditions set out by the objectives set in ENPI programmes Analyse annual and final implementation reports Where necessary and relevant, contribute also to the work funded by the EU regional Trust Fund in response to the Syrian crisis. Organise and lead the various evaluations foreseen in the Regulations (ex-ante, midterm, ex-post). Define evaluation methodologies and indicators for evaluation. Analyse and follow up the results and recommendations of evaluation reports and audits. Ensure the retro-feeding of experiences. VACANCY NOTICE Programme Manager - Operations Section I (Governance, Security, Social Development and Civil Affairs) in the EU Delegation to Lebanon (DG NEAR) Entity presentation (We are) We are a Delegation of the European Union (EU) responsible for the diplomatic representation of the EU vis-à-vis the Republic of Lebanon as well as for supporting the development and implementation of the EUs cooperation and other policies in the country. Enhancing visibility, awareness and understanding of the Union and its values and activities is an important part of our work in the Delegation, as well as supporting and monitoring the implementation of the ambitious Association Agenda and the implementation of the European Neighbourhood Policy. The work of the Delegation also includes supporting the implementation of the EU-Lebanon Partnership Priorities with the aim of strengthening Lebanon's resilience and stability, in particular through EU development cooperation while seeking to address the impact of the protracted conflict in Syria. Our role is also to coordinate locally the actions of the EU and the Member States accredited to Lebanon bringing a unified and consistent European voice in our engagement with all people living in Lebanon. With the EU being one of the major donors in Lebanon, one of the Delegation's key tasks is programming and implementation of EU external assistance. European Commission assistance to Lebanon takes the form of a Single Support Framework with annual Action Programmes under the European Neighbourhood Instrument (ENI) totalling up to EUR 225 million over 2017-2020. The European Union's Trust Fund in response to the Syrian crisis is another important funding source, in addition to ENI regional programmes and thematic assistance programmes such as on human rights or civil society.
