BACKGROUND The One United Nations (UN) Country Results Report illustrates the results of UN interventions on an annual basis. The UN in Egypt s cooperation with the Government of Egypt is demonstrated through the UN Partnership Development Framework (UNPDF) which covers a five-year period, 2018-2022. The UNPDF consists of four areas of work that the UN contributes to to foster a positive change for achieving the Sustainable Development Goals (SDGs) and consequently address national development priorities and plans - outlined through the National Sustainable Development Strategy: Egypt Vision 2030 (SDS). The four areas are a) Inclusive Economic Development, b) Social Justice, c) Environmental Sustainability and Natural Resource Management and d) Women s Empowerment. In the implementation of this framework, all contributing UN Agencies, Funds and Programmes organized their interventions through a Joint Work Plan for each of the aforementioned areas, thus the One UN Country Results Report will be primarily based on the JWPs. Each JWP consists of 3-5 outputs and are bi-annual, the interventions highlighted in the JWP thus focus on output-level results that the UN seeks to achieve collectively. There is a quantitative component of this, through reporting on the indicators of achievement of each output. There is a qualitative component, through providing an analysis of the results achieved using results and action-oriented language that clearly showcase the change that occurred as a result of UN development interventions. An annotated template has been
prepared for the One UN Country Results Report that serves to guide UN Agencies, Funds and Programmes throughout the reporting process (see background documents). SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The overall objective of the assignment is to conduct a thorough content and copy edit of the language of the One UN Country Results Report to ensure a) the content of the report highlights a clear theory of change; b) coherence of language between the various sections of the report, with a special focus on the Results Achieved section, establishing a common narrative that is consistent with the following principles: human rights, gender equality and women s empowerment; sustainable development and resilience; leave no one behind; accountability, and c) that the Report can be read by a wide audience, outside of the development context. In this regard, the international consultant will be responsible for the finalization of the 2018 One UN Country Results Report, in direct consultations with the Resident Coordinator s Office (RCO) and Programme Management Team (PMT). This is a home-based assignment and so communication can take place via teleconference and email. For detailed information, please refer to Annex 1 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Advanced university degree in English or Comparative Literature, Development Studies, Social Sciences or related field is required. II. Years of experience: Minimum 5 years of relevant experience in content and copy editing;
This would include prior editing experience of international organization s progress reports or reviews. III. Competencies: Proven prior experience in editing reports and publications; Familiarity with UN development interventions; Proven knowledge of development challenges in Egypt and/or the Middle East; Knowledge of the SDGs and their application in country contexts. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 5. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). 6. MANAGEMENT AND ORGANISATION The RCO, supported by the PMT, is responsible for the recruitment of the consultant and the management of the assignment. Once this Terms of Reference (ToR) is approved by the parties, it is considered binding and will be annexed to the Agreement signed by the consultant. The RCO and the consultant may agree to amend the ToR, in which case the amended version will be signed accordingly. The consultant s deliverables will be approved by the Head of the RCO in Egypt. IV. EXPECTED DELIVERABLES The expected deliverable for the individual consultant is the production of a finalized 2018 One UN Country Results Report ready for design and publication by 14 February 2018. This will entail: a. Review the content of the report to ensure its cohesiveness and that it is in line with results-focused programming language; b. Liaise with the relevant UN focal points, i.e. RCO and PMT, to discuss weaknesses identified during her/his review and obtain technical information required to complete the report. It is anticipated that the total number of working days will be 10 days. Throughout the consultancy period, the consultant will debrief the RCO and PMT on the progress of his/her work. V. REQUIRED COMPETENCIES, EXPERIENCE and SKILLS Education: Advanced university degree in English or Comparative Literature, Development Studies, Social Sciences or related field is required. Experience: Minimum 5 years of relevant experience in content and copy editing; o This would include prior editing experience of international organization s progress reports or reviews. Familiarity with UN development interventions; Proven knowledge of development challenges in Egypt and/or the Middle East; Knowledge of the SDGs and their application in country contexts.
