2014 Catalogue of Training Activities INTRODUCTION Strong, representative employers and business organizations are key actors in development. As the voice of business, they play a crucial role in co-shaping the business environment, which determines to a great extent the capacity of companies and businesses to create more growth, employment and wealth. Research on the institutional conditions for economic growth and poverty alleviation explicitly recognizes this role and shows that there is a direct positive correlation between economic growth and effective business associations in developing countries. Differentials in annual growth rates due to the independent variable Effective Business Associations may be as high as 4%. As providers of services, business associations are instrumental in helping companies to achieve better performance. Again, research quantifies the effects of business association membership as substantial and estimates firm productivity improvements of up to 25%. In sum, employers and business associations are strategically useful in shaping and promoting development, economic growth, governance and poverty alleviation. The creation and expansion of strong, representative, well-governed and effective employers and business associations should therefore be a key factor in the development agenda at international level. This is an important part of the work the International Labour Organization, where employers associations are a key constituent, alongside governments and trade unions. The ILO runs a specific programme in support of employers organizations, managed by the Bureau for Employers Activities (better known by its acronym ACT/ EMP), which is active within the organization s Geneva HQ, the various ILO field offices, and the International Training Centre of the ILO in Turin. This short publication reviews the training and capacity-building programme offered by the Employers Activities Unit of the ITCILO. The courses can be tailored to meet the needs of individual countries. We sincerely hope that this programme corresponds to the real needs and demands of the staff and board members of employers and business associations and will contribute to their further growth and development. ITCILO Programme for Employers Activities 2014 The Employers Activities Programme is the specialized unit within the ITCILO providing capacity-building and training support for employers and business associations, and for companies. It works closely with Employers Activities Bureau (ACT/EMP) staff at the ILO s Geneva HQ and with each of the ILO s sub-regional offices. It has strong links with the International Organisation of Employers, and with regional and national employer s organizations. We provide training for employers representatives in areas which are strategic for economic growth, governance, development and poverty alleviation. Our activities have a triple objective: To help Employers Organizations (EOs) to function more effectively To build the capacity of Employers Organizations to offer relevant services to their members To strengthen their capacity to influence the business and political environment We also provide training geared towards companies, especially multinational companies (MNCs), to build capacity in the field of Corporate Social Responsibility (CSR), in particular with regard to its labour dimension. THE TRAINING WE OFFER Our training activities are structured around four main areas (our building blocks). Block 1 Strengthening Employers Organizations management capacities Training activities geared to improving the internal functioning of Employers Organizations, with the aim of making them more representative and more efficient as organizations and in their relations with members. Block 2 Improving Employers Organizations service offer and delivery Training activities with the aim of expanding or professionalizing Employers Organizations service portfolios and so increasing their practical relevance for members (as well as increasing the revenue base of EOs via a paid services offer). Block 3 Enhancing Employers Organizations ability to influence policy Thematic training activities with the aim of increasing Employers Organizations expertise and impact on their countries business and political environments and socio-economic policies, via effective advocacy and/or social-dialogue policies and interventions. Block 4- Strengthening Companies Capacity on the Labour Dimension of CSR Training activities to promote the sharing of knowledge on international industrial relations (International Framework Agreements) and CSR, and to improve companies understanding of International Labour Standards. The courses offered here contribute directly to the attainment of Areas of Critical Importance (ACI)- specific outcomes. METHODOLOGY Our training courses are practice-oriented, combining expert presentations of key elements, analysis of cases studies and interactive exercises. The focus is on the review and sharing of practical experience, and on benchmarking in order to make conclusions operative. A number of courses include on-line components, in particular pre-course assignments, extensive background literature and post-course community of practices. PARTICIPATION IN THE COURSES Training courses organized by the Employers Activities Programme are mainly by invitation. Additional fee-paying candidates are welcome. 2014 Catalogue of Training Activities Strengthening Employers Organizations management capacities BLOCK 1 Strengthening Employers Organizations management capacities Membership Database for Employers Organizations Chief executives, membership managers and IT experts working for Employers Organizations. The Membership Database for Employers Organizations is a CRMbased software application designed to facilitate membership data management and meet the specific needs of national and sector-related business organizations. With this tool, Employers Organizations will be able to store data related to company members, manage and track all rendered services, professionalize their marketing and communication strategies, and automate billing procedures and the creation of internal management reports. The Employers Activities Programme provides a full service to enable Employers Organizations to install and use the software: master-user training for local focal points, local installation and training for all staff, and a post-installation help-desk. Different phases: master-user training (5 days); installation and local training for all staff (2 days). English, French, Spanish, Arabic, Russian. The Effective Employers Organization Board members, chief executives, departmental managers and new recruits working for Employers Organizations This course provides a systematic of the functioning of EOs in 6 modules: governance, membership strategies, advocacy and lobbying, services to members, strategic planning and revenue building. 3-5 days English, French, Spanish, Arabic, Russian and Bahasa Master training in Effective Business Member Organization Board members, chief executives, department managers or professional staff who have taken on new responsibilities in their BMOs The Master Training in Effective Business Member Organization (BMO) takes a 360 look at how BMOs function. It deals with day-today issues, but is also an eye-opener for strategic reflection. This is a diploma course with an inter-regional audience and international faculty. E-learning course (40 hours)face to face in Turin, Italy (1 week) English 4

ITCILO Programme for Employers Activities 2014 Member recruitment and management EO board members, chief executives and staff involved in membership management This course provides an of management techniques and tools for membership recruitment and retention. It entails a collaborative review of existing practices and the implementation of practical tools for recruiting new members and retaining existing ones. It provides a more strategic approach to membership strategies and involves use of the CRM database. 3 days English Strategic planning EO board members, chief executives and departmental managers This course provides input and guidance to EO managers on how to analyze the external and internal environment of their organization, review their mission, vision and strategic objectives, and develop a strategic plan. Strengthening Employers Organizations management capacities 2-3 days English Resource mobilization and Project design Chief executives and staff involved in resource mobilization and project management A course to help employers find out more about the funding opportunities open to them and learn resource mobilization strategies: project design, project drafting, project planning and budgeting. The emphasis will be on developing a concrete project proposal for funding. 4-5 days English, French, Spanish 5

Bo EO staff and board members (national, sector-related, provincial ), especially those with special responsibility for women entrepreneurs This four-day training workshop aims to help EO staff and board members to reflect, exchange and put in place strategies and tools to tap into the potential of women entrepreneurs. More particularly, the course will build the capacity of EOs to organize and represent women entrepreneurs effectively. The training workshop is designed by the Employers' Activities Programme and draws on input and recommendations from business experts and women entrepreneurs' representatives. 4 days English, French 6

ITCILO Programme for Employers Activities 2014 BLOCK 2 Improving Employers Organizations service offer and delivery Developing and providing effective services to members EO board members, chief executives and staff involved in the management of services for company members. This course provides step-by-step guidance on the development of new services by EOs and/or the substantial improvement of existing ones. Emphasis is placed on collaborative review of the services offered by organizations and on the development of business plans for post-course implementation. 4-5 days English, French, Spanish. Training services for member companies Training managers and staff involved in the management of training services This course provides specific training for Employers Organizations on how to set up and manage training services. Successful experiences are reviewed and analyzed. There are training modules on market analysis tools, management techniques and skills, and financial and quality management. Practical tools for starting and expanding training services are provided for immediate use by EOs. Improving Employers Organizations service offer and delivery English. Setting up new training services on the Essentials of Occupational Safety and Health OSH advisers and trainers working in/for Employers Organizations The Employers Activities Programme has developed an innovative training package covering the Essentials of Occupational Safety and Health (EOSH). It can easily be used by Employers Organizations in setting up new training services relating to EOSH for their member companies (supervisors and workers). This is a train-the-trainers course: the aim is to present the EOSH package, examine its different channels and tools, and teach the methodology for running training courses using the package. 2014 Catalogue of Training Acivities Improving Employers Organizations service offer and delivery Export promotion services EO board members and staff involved in the management of export promotion services The course provides detailed information on current practices adopted by EOs in developing services in the field of export promotion (export audits, buyer/seller meetings, market information, participation in trade fairs etc.). It examines business models that can be applied by EOs interested in developing services in this area. 4-5 days English, French, Spanish. Industrial Relations and Labour Law services EO board members and staff involved in the management of industrial relations and labour law services The course provides detailed information on current practices adopted by EOs in developing services in the areas of industrial relations, labour law and human resources. It also examines business models that can be applied by EOs interested in developing such services or professionalizing their management of existing services. English. 8

ITCILO Programme for Employers Activities 2014 BLOCK 3 Enhancing Employers Organizations ability to influence policy Lobbying and advocacy practices and tools EO board members, chief executives and staff involved in lobbying and advocacy This course provides in-depth training on all important aspects of successful lobbying strategies: selection of lobbying issues, setting priorities for and developing a business agenda, analysis of the political context, conducting research, alliance building, staff competence development, strategic planning. Special tutorial sessions are also offered, in particular on conducting surveys and on communications skills. Importance is given to the sharing of good practice and the delivery of practical tools for immediate use by EOs. 5 days English, French, Spanish. Enhancing Employers Organizations ability to influence policy Employers perspectives on transition from the informal to the formal economy EO staff and board members involved in policy-making An in-depth course offering employers the opportunity to share their experiences and perspectives on the transition from the informal to the formal economy. English. Communication policies and skills EO board members, chief executives and staff involved in communication policy development and delivery This course aims to help Employers Organizations in understanding how communication contributes to the objectives of their organization, knowing how to interact with and influence the environment (stakeholders) of their organization through effective communication, learning how to use a broad spectrum of communication tools in a professional way, and being able to develop efficient communication strategies with members and the wider public. 4-5 days English, French, Spanish. 9

2014 Catalogue of Training Activities Enhancing Employers Organizations ability to influence policy Social dialogue and negotiation skills EO staff and company representatives involved in collective bargaining and tripartite social dialogue, or sitting on representative bodies The course aims to improve EOs understanding of the social dialogue processes in their own countries and to develop appropriate negotiation strategies. It will equip participants with negotiation strategies and techniques, enabling them to perform more effectively in negotiation at different levels. 4 days English, French. Youth employment policies EO staff involved in employment policy formulation and/or sitting on employment boards What policy roles can employers effectively develop in the area of employment? This course covers basic concepts for analyzing employment situations and preparing and defining employment policy discussions/positions on a bipartite and tripartite basis, with a special focus on youth employment. English, Spanish, French. Employers Organizations and (minimum) wage determination Chief executive officers; EO staff members involved in wage-related issues. This course provides a comprehensive of the issues with which Employers Organizations are confronted when involved in codetermining wages, including minimum wages, and wage policies at national, sector-related and regional level. It covers economic and social concepts relating to wages, runs simulation exercises and, with the involvement of the participants, produces strategies and solutions which may be useful in devising a comprehensive employers strategy on wages and related policies, including the minimum wage. ITCILO Programme for Employers Activities 2014 Training and skills policies: the role and involvement of the private sector EO board and staff members, especially those with policy responsibilities in the field of skills and education An in-depth course on the role of employers in promoting more effective, labour-market-oriented skills and training policies. English, Spanish, French. EO policy in relation to HIV/AIDS in the workplace EO board members and staff responsible for HIV/AIDS issues This course aims to strengthen the capacities of EO specialists in dealing with issues relating to HIV/AIDS. It includes training on the global policy, legal and financial frameworks for combating HIV/AIDS in the workplace and an analysis of the strengths and weaknesses of current EO HIV/ AIDS policies and services. It proposes a step-by-step approach to the development of advisory services and the design, development and implementation of effective policies relating to HIV/AIDS in the workplace. 5 days English. Enhancing Employers Organizations ability to influence policy Macroeconomics for social negotiators EO staff and company representatives involved in social dialogue and/or sitting on tripartite councils at national or regional level. This training course offers an of the most important macroeconomic concepts from a social-dialogue perspective. It is addressed to non-economists working in EOs and aims, in one week, to acquaint them with such basic concepts as national accounts, public finance, competition, productivity, competitiveness and so on. At the end of the workshop, participants will be able to discuss macroeconomic issues and negotiate with governments and workers representatives more effectively. 4-5 days English, French. 11

2014 Catalogue of Training Activities Enhancing Employers Organizations ability to influence policy Employers perspectives on boosting productivity and improving working conditions in SME s EO board and staff members, especially those with responsibilities for HR and/or SME policy An in-depth course providing employers with an opportunity to share their experiences and perspectives on boosting productivity and improving working conditions in SMEs. English. Greening economies, enterprises and jobs: the role of EOs in the promotion of environmentally sustainable enterprises EO board and staff members, especially the directors of environment or energy departments and board members with specific experience and interest in the green-growth and sustainable-development debate. The need to move to a greener economy faces enterprises with challenges at both the policy and operational levels. This course will help to equip EOs with new competencies in representing the business perspective in national and international debate on environmentally sustainable development, and in developing the service capacity to support company members in greening their businesses and identifying new green opportunities. ITCILO Programme for Employers Activities 2014 BLOCK 4 Strengthening EOs and companies capacities with regard to the labour dimension of Corporate Social Responsibility (CSR) Transnational company agreements Company HR and legal managers and EO staff and board members advising on or negotiating transnational company agreements (TCAs) TCAs (sometime named International Framework Agreements/ IFAs) are becoming more common, posing new challenges to companies in various fields: what are the pros and cons of engaging in TCAs? How can a company conduct risk assessments? What are the potential legal issues? How do companies manage the implementation of such agreements? The course addresses these issues by disseminating knowledge and encouraging the sharing of experience. 1-2 days English Global industrial relations Junior experts / new recruits working in company departments concerned with CSR (IR, HR, Procurement, Sustainability, Public Affairs, Supply Chain, CSR) CSR policies are voluntary initiatives developed by companies taking into account their policy goals and corporate characteristics. The design and implementation of such policies needs to take into account the changing international environment: the international players involved (international trade unions, NGOs, international organizations) and international guidance for CSR initiatives (ILO International Labour Standards, OECD guidelines, UN guiding principles). The course is designed to inform and train staff members, especially those new to such positions, on recent developments in the external CSR environment, to enable them to help shape company policy in conducting proper risk assessments and performing due diligence. Companies also give an account of the content of their CSR policies and how they were developed. English Strengthening EOs and companies capacities with regard to the labour dimension of CSR 13

2014 Catalogue of Training Activities Strengthening EOs and companies capacities with regard to the labour dimension of CSR CSR and core International Labour Standards Company HR and legal managers and EO staff and board members advising on or negotiating international company CSR or compliance policies Many MNCs adhere to International Labour Standards (ILS), whether via TCAs or Codes of Conduct. This course gives an of the content and possible interpretation of these ILS, and their relevance and implications for company operations. The course fosters exchanges of experience and the dissemination of knowledge. 1 day English The Essentials of Occupational Safety and Health Supervisors, line- managers and workers The course covers the essential aspects of Occupational Safety and Health under two main headings: General OSH Concepts and Specific Risks. It has a modular and flexible approach, allowing a choice of the most appropriate learning path, depending on the training needs and sector of activities of each trainee. For each of the 25 modules: tutorial Films, animations; useful brief printable documents, checklist for daily use, ILO documentation, interactive exercises and end-of-module self- Assessment. E-Learning courses with or without tutor -10 hours for workers- 30 hours for supervisors Possibility to access 2-hour single modules English, Spanish, French, Arabic, Russian and Bengali. Employers Organizations and CSR EO board members and staff involved in the development of CSR activities for companies The course focuses on the services EOs can develop and the policy role they can play in assisting companies with their CSR activities. After outlining the global external environment where CSR is concerned, it goes into considerable depth on the services EOs can develop for companies: information, networking, training, CSR awards, policy advice and help for companies wishing to establish CSR policies. An important part of the course is a review of the best practices currently adopted by EOs in this field. English. 14
