RFQ: 19-2013/14 ACCREDITED TRAINING PROVIDERS TO OFFER TRAINING ON CONSTITUENCY SKILLS PROGRAMMES (NEGOTIATION & PASTEL) PURPOSE The ETDPSETA seek to appoint competent and accredited training providers to facilitate training of 30 learners on Negotiation Skills and 11 learners on pastel training. The beneficiaries of the training are employees and members of CWU who are shop stewards and administrators. The beneficiaries will apply for time off to attend training and therefore training should be conducted during weekdays and or weekends. Expressions of Interest/ BID Documents and covering letter must clearly indicate the Programme(s) you show interest in training. CONTACT SESSION Negotiation Skills 11783 8 Minimum 4 days Pastel Training 114736 4 Minimum 10 12991 12992 6 8 days NB: While the training contact session will be for a minimum of 4-10 days, the duration for the completion of the programmes will be three months to allow enough time for the development of portfolios and any other related activities. PROFILE OF THE TRAINING PROVIDER A) ACCREDITATION 1. The Training Provider must be fully accredited by the ETDP SETA, or any other Quality Assuring Body or recognised quality assurer, for the delivery of skills programmes. 2. If accredited by another Quality Assuring Body, the Training Provider shall have materials evaluated and approved by the ETDP SETA Quality Assurance for the delivery of ETD primary focus qualifications or vice versa. 2
B) FUNCTIONAL RESOURCES 1. The Training Provider must be adequately equipped with necessary physical resources as follows: Workshop facilitation rooms Resource packs to be given to learners Resource Centres Office Space with filing facilities. 2. The training provider must have the required Human Resource Capacity in the following areas: Qualified Facilitators Registered Assessors and Moderators Competent Administrative personnel and Financial Accounting Officers Project Management Skills Excellent functioning management and governance structures should be in place. 3. Excellent functioning Quality Management System comprising the following: IT System Administration Policies and Procedures HRD Policies Assessment and Policies Record Keeping Reporting, Monitoring and Review Mechanisms. 3
C) PROOF OF SIMILAR PROJECTS Must provide the SETA with proof of similar projects undertaken previously and a list of contactable references. In the case of Negotiation Skills training, experience in negotiation, conciliation, arbitration and mediation related to industrial disputes should be clearly demonstrated. Facilitate the structured learning component of the skills programme Develop rollout plans with time frames for the structured learning and workplace training. Provide models on integrated assessment. Provide Learner support to ensure learners attain the required number of credits within the expected time frames. Identify learners with special educational and training needs and develop mechanisms to address those. Monitor and Evaluate internal moderation processes. Manage the process of internal and external moderation (verification) of the assessment results, endorsement and certification and forward reports of such to the ETDQA. Issue Certificates of the qualification awarded by the ETDP SETA and other ETQA. 4
B) ADMINISTRATION OF THE SKILLS PROGRAMMES Upload Learner Achievements to the relevant ETQA Establish and maintain the learner and employer database. Comply with training provider duties as per agreement with the ETDP SETA. Monitor learner progress, deal with problems related to provisioning, and refer related matters to the SETA. Submit reports and, including lessons learned and recommendations to the SETA. Assist the SETA in conducting induction programmes (including registration of learners) for learners and employers. C) PLANNING AND SUPPORT Present progress reports to project leaders Conduct at least one site visit per centre/workplace to support the workplace learning. Facilitate meetings with employers May be required to attend stakeholder meetings

SUB-TOTAL Admin Expenses TOTAL COSTS Cost Per Learner ALL COSTS MUST BE INCLUSIVE OF VAT EVALUATION CRITERIA THE ETDP SETA applies the provisions of the PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT, ACT NO OF 2000 and Preferential Procurement Regulations,2011. STAGE 1 The evaluation will be guided by ETDP SETA procurement policy. Points will be awarded on the basis of Price and BBBEE. The evaluation of this Quotation shall include functionality whereby the quotations will be evaluated in terms of the evaluation criteria embodied in the bid documents. Functionality [60] The minimum qualifying score of 37. [60% of 60] must be obtained for functionality in order for a bid to be considered further Only bids that achieved the minimum qualifying score / percentage for functionality will be evaluated further in (stage 2) accordance with the 80/20 preference point systems prescribed in Preferential Procurement Regulations and 6. 7
Points scored by qualifying bidders in stage one(1) will not be taken into consideration for evaluation in stage two (2) STAGE 1 EVALUATION FOR FUNCTIONALITY WILL BE AS FOLLOWS: NO CRITERIA POINTS 1. Proof of similar projects and contactable references to 1 be provided. Sub-criteria: -Names and contact numbers of up to 3 references highlighting success rate of the project conducted in their organisation. 2. Project plan (i.e. approach to programme implementation) for the delivery of the skills programme. Sub-criteria: -Structure of the programme in terms of the outcomes to be achieved per day -Training methodologies i.e. activities to achieve the outcomes -Methods of assessment -Reference to mechanisms available to support learners who are not coping with programme demands 20 8
3. Profile of key staff and CV s to be attached. (Project Management Structure) 1 Sub-criteria: -Number of staff and respective roles (i.e. assessor, moderator, facilitator etc)- indicate when one person occupy several roles. -Level of expertise and specialisation 4. Proof of availability of physical training resources 10 -In cases where providers do not own venues for training, a letter from conference facility and venue provider must be attached to confirm availability. BID CONDITIONS Covering letter detailing the programmes which you are bidding for A description / Profile of the organization The ETDP SETA Supply Chain Management Policy will apply; Preference will be given to respondents who comply with ETDP SETA Procurement Policy and Procedures ETDP SETA does not bind itself to accept the highest bid or any other bid and reserves the right to accept the whole or part of the bid; Bids which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted Bidders must submit a valid BBBEE Verification Certificate from SANAS Accredited Verification Agency or Registered Auditor approved by Independent Regulatory Board of Auditors (IRBA) in order to be eligible for empowerment points. Companies with annual turnover less than Rmillion, Exempted Micro Enterprises (EME) may submit a letter from accountant confirming company turnover. Companies who bid as joint venture must submit a consolidated BBBEE Verification Certificate only for this bid. Failure of a bidder to submit BBBEE Certificate or letter from accountant and the accompanying,fully completed and signed Standard Bidding Document(SBD 6.1) will result in the bidder not qualifying for claiming preferential points Late submissions will not be considered.
