NOTICE INVITING EXPRESSION OF INTEREST (EOI) intends to float EOI document for conceptualizing, designing, preparing & installation of signage board at main gate at Chandkheda, Ahmedabad. Sealed EOI applications are invited by under Two-Bid System (Technical Bid & Financial Bid) for conceptualizing, designing, preparing & installation of signage board at main gate. EOI documents fee of Rs.600/- and EMD of Rs.4000/- is to be deposited in the form of Demand Draft only of nationalized/scheduled bank in the name of Gujarat Technological University payable at Ahmedabad and shall be submitted along with the technical bid. Eligibility criteria: Agency/Contractors/service provider/sole-proprietor/partnership firm/co-operative society or any such firm registered with state government or local authority for such specific service and who are having at least 3 years experience of carrying out such type of work in a Govt. / Public Sector Undertaking/ Private Sector Offices/Educational Institutions/ Universities and having total Annual Turn Over of last three financial years shall not be less than 15 Lakhs from similar services. General Terms & Conditions 1. EOI application of the contractor/agency who fulfils the Eligibility criteria shall be considered. 2. The agency has to carry out Initial Survey and feasibility for signage board at main entry gate. 3. The agency is advised to visit the site sufficiently in advance before submission of the EOI application. The agency shall be deemed to have full knowledge of all the relevant documents, site etc. whether he inspects them or not. 4. The agency is expected to prepare, design, production and installation of signage which includes the cost of material, production cost, incidental expenses like transportation, loading/unloading, fixing, various taxes, duties and charges as may be applicable. 5. The agency has to submit the innovative design of board in form of hard copy/photographs with financial bid. Agency may show the drawing/view of board in laptop at the time of opening of financial bid. 6. Agency may submit one or more different design of innovative sign boards for better selection with financial bid. 7. Agency has to submit the material specification with each board with photographs and the rate analysis along with financial bid. 8. GTU is an educational institute, hence material used for the innovative signage board shall be unbreakable. 9. Structure prepared for fixing the signage board shall be stable in all-weather condition. Agency shall have to produce the structural stability certificate from qualified structural engineer after completion of work. 10. Design & logo of approved signage board shall be property of GTU and shall not be used by agency in future. GTU reserves all rights for the same. 11. The EOI offer shall remain open and valid for acceptance for a period of 30 days to be counted from the date of opening of financial bid. However, the validity period can be extended with the consent of both the parties. If EOI is withdrawn or modified during validity period or fails to sign the agreement (Formal contract) after acceptance of his offer or fails to commence the work (fails to provide the manpower) within ten days of issue of acceptance letter, the Earnest Money is liable to be forfeited. 12. Method of Signing EOI: 12.1 If the EOI application is submitted by an individual, it shall be signed by the individual above his full name and current address.
12.2 If the EOI application is submitted by a proprietary firm, it shall be signed by the proprietor above his full name and the full name of his firm with its current address. 12.3 If the EOI application is submitted by a firm or partnership, it shall be signed by a partner of the firm holding the power of attorney. A certified copy of the power of attorney shall be produced along with other documents. A certified copy of the partnership deed, full name and current address of the firm, and full names and the current addresses of all partners of the firm shall also be produced along with other documents. 12.4 If the EOI application is submitted by co-operative society, it shall be signed by a duly authorized member holding digital signature for the co-operative society and power of attorney for signing the EOI application in which case a certified copy of the power of attorney shall be provided separately along with other documents. 12.5 Joint venture/consortium not allowed. 13. The approved bidder/contractor has to carry out the work as per the direction of engineer incharge or the authority of University. 14. The EOI application duly sealed should be addressed to Registrar at the following address, so as to reach up to 18:00 P.M. on 20/06/2018. The Technical Bids will be opened on 21/06/2018 at 12:00 P.M. in the office at C-106, Admin building,, Chandkheda in the presence of bidder/contractor or those representatives who may wish to be present at the opening of EOI application. Date of opening of Financial Bids will be intimated to those who qualified in technical bid. 16. Evaluation: The selection process will include the submission of two bid system. Criteria: (i) Technical bid- Bidder who has submitted the required documents with the technical bid will be qualified for opening of financial bid. (ii) Financial bid- Financial bid is to be submitted in sealed envelope and only those bids will be opened whose technical bid will be selected.
(iii) The bidder whose conceptualize/innovative design of board selected by GTU will be qualified as a successful bidder in which material of board, cost of the board and the design of the board will be considered for the criteria of selection. (iv) Lowest rate (L1) is not a criteria for getting the work. (v) The Registrar of reserves the right to reject, accept or prefer any bid or part of the items of bid and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the ground for its actions and decisions. 17. The EOI application form consists of the following documents: a. Notice inviting EOI b. General Terms & Conditions c. Technical Bid d. Financial Bid The offers are to be submitted in Two Bid System i.e. Technical Bid & Financial Bid. The Technical Bid consists of all the required information called for in the questionnaire. EOI documents (a) to (d) shall be sealed in two separate covers. i.e. Cover-1 shall be of Notice inviting EOI, General Terms & Conditions, Technical bid and Demand Draft for EOI application fee and EMD. Cover-2 shall be of financial bid. All above two covers are to be sealed in separate one cover. All the pages of the EOI document and supporting documents must be signed and stamped by the agency or their representative. 18. The Earnest Money Deposit (EMD) of unsuccessful bidders will be refunded after issuance of Letter of Acceptance to the successful bidder. Please note that Earnest Money Deposit (EMD) & Security Deposit are non-interest bearing one. 19. The bidder/contractor should have experience of Conceptualizing, designing, preparing & installation of signage board work in a Govt./Public Sector Undertaking/ Private Sector Offices/Educational Institutions. Suitable documentary evidence to be submitted along with the EOI application in technical bid. The bidder/contractor should possess the shop & establishment certificate (Gumasta dhara certificate)/gst registration/vat registration/pan card or any other documentary evidence from the competent authority for carrying out such type of business. 20. Forfeiture of EMD / Security Deposit:-
If the successful bidder/contractor refuses to enter into an agreement or fails to remit the Security Deposit within seven days of issue of Acceptance Letter by GTU, the EMD will be forfeited. If the approved bidder/contractor abandons or fails to fulfil the duties then, Security Deposit will be forfeited. If the contract is terminated by GTU due to poor performance / violation of any clause of agreement or adverse act of bidder/contractor, Security Deposit will be forfeited. 21. The submission of the bid by the bidder/contractor shall be treated as the acceptance of the stipulated terms & conditions. 22. The agencies/bidders are advised to inspect the premises where the services are required to be offered and assess the requirements themselves before submission of the EOI application. 23. Non-disclosure of relevant information or furnishing of incorrect information/documents will lead to disqualification of bid of the bidder. 24. Every Bidder must note that his/her Bid shall be liable to be rejected in case the EOI stipulations are not complied with strictly or the services do not conform to the required specifications indicated therein. 25. Successful bidder has to enter into an agreement on Rs.100/- non-judicial stamp paper and deposit 5% of the total cost of the work as a security deposit in form of Demand Draft only of nationalized/scheduled bank in favour of payable at Ahmedabad before commencement of work. 26. Time limit for the completion of work is 30 days from the date of issuing of work order. If the work will not be completed due to cause of agency within time limit then penalty up to Rs.200/day shall be levied. 27. No price escalation shall be permitted in case of any hike in petrol/diesel or transportation rate. 28. (2) If any false information with a malafied intension of getting qualified will be treated serious and his EMD is likely to be forfeited and he will be blacklisted for not giving any work in future. (3) GTU may ask to produce original documents if required.

Note: The agency has to submit the rate analysis showing details of material cost for each material, labour charges for all types of work, other charges and taxes for each type of innovative sign board. Lowest rate (L1) is not a criteria for getting the work.
