2/10 1 Procurement Unit The Finnish Funding Agency for Technology and Innovation (Tekes) is pleased to invite you to submit an offer in response according to this tender dossier. More information:. 2 Aims and content The aims of this procurement are to 1. evaluate and benchmark thematic areas that Tekes has targeted in the Green Growth and bioeconomy programs based on experiences in promoting system-level innovations and bioeconomy transitions in the Netherlands, 2. assess the current business and policy environment for bioeconomy developments in Finland compared to the Netherlands, 3. identify possibilities for synergistic collaboration between the Netherlands and Finland at the company, program and policy levels and suggest next steps to concretize such collaboration, 4. identify possibilities, and develop a plan, for a joint Finnish-Dutch foresight exercise to inform bioeconomy-related policies for the future The value of the contract (including all expences) is 29 500, excluding VAT. 3 Background of procurement Tekes has launched an initiative within the Green Growth program with the aim to support bioeconomy developments in Finland. In March 2013 a call was launched to identify promising and potential system-level innovations in this area which require new types of value networks and business models on a global scale. Related to this Tekes is considering opportunities to facilitate international bioeconomy collaboration between companies and other actors. The Netherlands is a very interesting country in this context due to synergies that exist between Finland and the Netherlands in the area of biomass processing (Finland) and industrial ecology (Netherlands). Further, both countries are developing strategies for a transition to the bioeconomy although from different starting points.
3/10 4 Tenderer information The tenderer must give financial statements of the two latest accounting periods when required. If, for any valid reason, the tenderer is unable to provide the references requested here, other documents concerning the economic and financial standing of the company should be given. Evaluation and benchmarking of 4-5 mainly SME-based value networks within thematic areas related to the Tekes call in March 2013 Issues to be addressed Structure of value networks, elements of system-level innovation, potential to contribute to bioeconomy transitions in Finland and elsewhere, potential to develop international collaboration especially with Dutch companies Deliverable Brief written assessments based on predefined template, 1-2 presentations on transition management approaches, meetings at Tekes and other key bioeconomy stakeholders, including 2-3 round table interviews in Finland in connection with first fact-finding mission related to 2. below 2. Assessment of the current business and policy environment for bioeconomy developments in Finland especially compared to the Netherlands Opportunities and bottlenecks for system-level innovation related to Finnish bioeconomy transition (topics to be developed further): - Maturity and momentum of overall developments - Structural issues, for example role of incumbents vs. SMEs - Funding issues including availability of VC? - Technology transfer practices and models? - Regulatory and other policy issues? - Public attitudes, role of consumers etc.? - Local, regional vs. national developments? Identification of synergistic collaboration between the Netherlands and Finland Analysis of collaborative opportunities at value network, program and policy levels between Finland and the Netherlands Identification of main areas of collaboration including main contact points in the Netherlands Suggestions for next steps to concretize this collaboration Deliverable Slides summarizing main findings including suggestions for next steps, meeting at Tekes 4. Academic excellence in the areas of foresight, sustainability, transition and system inrelated to transitions and novations research 2. Practical experience of applying research for policy-advice system innovations in the context of RDI programs and initiatives in the Netherlands and elsewhere 3. Very good insights in, and understanding of, design and implementation of policy stratgrowth and the egies, instruments, programs and foresight related to green bioeconomy in the Netherlands 4. Good and recent insights about policy-making related to green growth and the bioeconomy in Finland 5. 6/10 9 Contract period The contract will enter into force on 1.11.2013 and shall expire on 31.5.2014. 10 Other procurement information Travel expenses and other costs Tekes does not compensate any travel expenses or other costs, because they shall be included in the tender price. Tekes requires at least three visits to Helsinki as suggested in section 6 above. Expenses of the procurement Tekes do not pay any expenses which were created by doing the tender and the tools of work needed to manage procurement. Steering of the procurement The study is commissioned and directed by Tekes Steering and networks unit. 7/10 Value of the procurement is less than the national threshold value of the public supply. The estimated value of this procurement is based on the earlier procurements. The Finnish Act on Public Contracts will not be applied in this procurement. This procurement is carried out by using Tekes procurement guidelines called as small procurement. 12 Alternative tenders and partial tenders Alternative tenders will not be considered. Partial tenders will not be considered. 13 Tender information The tender should include information as follows. 13.1 Basic information - official name of the tenderer - legal form of the tenderer and the country where the company is registered - tenderer s business ID, VAT code or equivalent - postal address - personal contact with email and telephone number 13.2 Subcontractors The tender shall not include subcontracting. 13.3 Business or trade secrets Explanation on this point must indicate whether any items in the offer include business or trade secrets. Such items should be clearly identified in separate CONFIDENTIAL appendix, and each point should be justified, explaining in what way the item is indeed a trade or
8/10 business secret. The tenderer may not describe the entire offer as a business or trade secret. The product/service total/comparison price will not be considered a business or trade secret (Act on the Openness of Government Activities 621/1999, section 11). The procurement documents are all public, with the exception of business and trade secrets, once the procurement contract has been made. 13.4 Total Price Total price of the tender. 13.5 Table of person skills Table of person skills form has to be completed for all participants of tender. In addition a full length CV has to be included for both members of the team (if the team includes two persons) 14 Special terms of contract Tekes requires the terms of the contract presented in Contract draft in Appendix 1 must be accepted by tenderers as such. 9/10 Finland Emails or envelopes must be clearly marked: Name of tenderer, address, title Tender. Instructions for sending a tender by email: - Maximum size of email including attachments is 5 Mb. - Attachments may be compressed (Winzip) - Attachments are allowed primarily in the form of pdf documents and tif documents. Also.doc,.docx or rtf files, xls and xlxs files and ppt and pptx -files are accepted. - The tenderer (sender) is responsible for ensuring that the tender arrives in time. - The tender with its attachments is interpreted as having been delivered when the message consisting of the tender and its appendices is have arrived in readable form in the mailbox of kirjaamo@tekes.fi by 4:00 p.m., precisely, Finnish time. - If more than one message is used to send, the tender is interpreted as having been delivered only when all the messages containing parts of the tender have arrived in time.
