NATIONAL COUNCIL FOR LAW REPORTING CONSULTANCY SERVICES FOR THE PROVISION OF BOOK DISTRIBUTION SERVICES: (WAREHOUSING, ORDER PROCESSING, DELIVERY FULFILLMENT, DISTRIBUTION AND BILLING, CUSTOMER CARE, ONLINE ORDERING AND PAYMENTS PLATFORM) REQUEST FOR EXPRESSIONS OF INTEREST Ref: EOI/001/2010 2011 1. BACKGROUND The National Council for Law Reporting is a corporate body established under the National Council for Law Reporting Act No. 11 of 1994, with the mandate of publishing the official law reports of the Republic of Kenya, known as the Kenya Law Reports, and the consolidation, revision and updating of the Laws of Kenya under delegated authority from the Attorney General of the Republic of Kenya. To carry out its mandate, the National Council for Law Reporting would like to outsource the warehousing and distribution of its publications to a reputable and well established book distributor. 2. OBJECTIVES The National Council for Law Reporting seeks to engage the services of a book distributor to assist in the warehousing and distribution of the Kenya Law Reports and other publications. The main objective is to
reduce the operating expenses of the Council while at the same time increase its client base and revenues. 3. SCOPE OF THE WORK The Book Distributor will be expected to carry out the following tasks; i. Warehousing the printed publications of the NCLR: Quality assurance inspection; packaging and re packaging; consignment/product tracking. ii. Design and implement online platform: for receiving and processing orders and payments for NCLR s printed publications providing for payments by credit card, mobile phone money transfer and/or other suitable method of payment; iii. Order processing: Receiving orders for products; invoicing; order fulfillment; transportation and delivery; iv. Payment processing: invoicing, billing, payment collection, payment forwarding and accounting; v. Stock monitoring; stock reconciliation; vi. Customer care: providing customer care, customer feedback and inquiry response services to the Council s customers who may contact the Book Distributor. 4. REQUIRED EXPERTISE The Book Distributor must be a reputable firm with proven relevant experience in similar assignments. The firm must;
i. Have an established warehousing and logistics management infrastructure with the ability to deliver products timeously in all Counties of the Republic of Kenya; ii. Have been involved in the business of book distribution for both online and printed books for at least three years with demonstrable references to customer and professional affiliates; iii. Have adequate and experienced staffing with particular competencies in inventory and stores management; customer care; order fulfillment and payment processing iv. Have adequate, safe and accessible warehouse facilities for storage of the publications secure from human, natural and other hazards that may result in the damage, loss or deterioration in the physical condition of the warehoused product; v. Insurance of the National Council for Law Reporting s publications will be required. 5. The National Council for Law Reporting now invites eligible firms to express their interest in providing this service. Interested firms shall provide information indicating their professional ability to undertake the services. Such information may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultant firms should provide the most recent profiles of their staff showing their experience, qualifications, capabilities, references and details of past experience in the area of their expertise.
