FUELS & FUEL SERVICES GOVERNMENT OWNED BULK STORAGE Louis Berger is responsible for receiving, storing, shipping, and accounting for government owned petroleum products required in support of designated Department of Defense (DoD) activities. A large portion of our bulk storage contracts, involve shipment of Jet-A via pipeline, trucks and railcars providing product shipments to an assortment of DoD designated activities. In addition, Louis Berger is responsible for operating and performing the maintenance on each bulk storage facility to ensure safe and accurate receipt, storage, transfer, and issue of government owned petroleum products under our control. We provide management, supervisory staff and labor fully capable of meeting the demands of aircraft fuel services and ground fuel services to exceed the performance standards set by our customers. Louis Berger has 100% responsibility for the operation and maintenance of all constructed Aboveground Storage Tanks (ASTs) and associated systems. FUELS & FUEL SERVICES RECURRING MAINTENANCE & MINOR REPAIRS Louis Berger performs Recurring Maintenance and Minor Repairs Services to include Emergency Repair and Records Management for Defense Logistics Agency-Energy (DLA-E) capitalized petroleum systems and facilities on military installations worldwide in compliance with code, criteria, regulations, and laws. Currently provide service at 61 Army, Navy and Air Force installations Maintain and Repair Fuel facility sizes from 25,000 gallon retail site to 71M gallon bulk terminal Perform Quarterly, Semi-Annual and Annual inspections per DoD requirements Identify deficiencies, develop and execute repair Service Orders (IDIQ) Deploy multiple in-house maintenance & repair teams and leverage our subcontract partners to maximize responsiveness Utilize CMMS tracking system for inspections/repairs 10

EXPERIENCED PROFESSIONALS DANIEL STODDARD, PE Vice President and General Manager, Services Fuels Division Mr. Daniel Stoddard serves as Vice President and General Manager for Louis Berger s Fuels Division, which provides into plane refueling services along with full life cycle construction, operation, long term maintenance of fuel systems. He is a skilled leader with over 24 years of experience directing diverse and complex management organizations. Prior to joining Louis Berger in 2013, Stoddard was a career U.S. Naval Officer with expertise in engineering, design, construction, contracting, and facility operations and maintenance. Mr. Stoddard is a licensed professional engineer and holds a Bachelor of Science in Mechanical Engineering from Oklahoma State University and a Master of Science in Ocean/Civil Engineering from the University of Florida. JOHN GILMER Program Manager, Services Fuels Division As Corporate Fuels Officer, John Gilmer is responsible for the safety, maintenance, environmental compliance, training, budgeting, and operations of all Louis Berger Services alongside refueling and bulk storage fuel contracts for DLA- Energy. Mr. Gilmer brings over 25 years of experience in fuel operations and on site management to Louis Berger, including 12 years of experience in bulk fuel terminal operations. Prior to joining Louis Berger, Gilmer was a career U.S. Air Force veteran who specialized in fuels management, alongside refueling, bulk storage, product quality and inventory control. Mr. Gilmer was also twice elected President of The Industry Committee for Liquid Spillage Control for the Port of Charleston, displaying his knowledge in environmental compliance. 11

DOUG COOPER Program Manager, Services Fuels Division Doug has served as the Program Manager for US Army Corps of Engineers Recurring Maintenance and Repair Contracts, encompassing 61 military sites in 32 states. He has 35 years of experience in petroleum operations and served in the US Air Force for 28 years. Doug s primary fields of competence are personnel and manpower management; contract and project management; petroleum facilities operations, maintenance, repair, and quality assurance and surveillance; contingency operations planning, deployment, and employment; and worldwide command and control. He holds an Associate Degree in Logistics Management from the Community College of the Air Force, and is certified by the Army Corps of Engineers in Construction Quality Management. He is completing his Bachelor s Degree in Organizational Management. 12
