RFP IP-Based Surveillance Camera System The Clinton Community School District (referenced as the DISTRICT throughout this proposal) desire to implement a district wide,tcp/ip based surveillance camera system that is fully compatible with any existing analog cameras at selected school sites. All solutions must address the needs of both new IP cameras and existing analog cameras to interoperate within the same system and be compatible with Milestone management software. Further, the proposed system must fully comply and integrate with the existing network infrastructure and systems throughout the DISTRICT. The primary goal of this RFP is to secure the most reliable, efficient, and cost effective IP Video Security System for students and teachers of Clinton High School and remain in compliance with all rules, regulations, filing and application procedures and deadlines listed in this RFP. Evaluation Methodology Each proposal will be evaluated based on criteria and priorities defined by the District. The school system will award a contract based on the vendor submission that best meets the needs of the school system with regard to the current Technology Plan, future growth, and RFP specifications, not necessarily the lowest price even though price will be a priority factor. Proposals will first be evaluated upon the base requirements, which include, but are not limited to, the following: 1. Vendors overall performance record based on available references, reliability, and meeting the requirements as defined in the Vendor Qualifications List. 2. Vendor s performance history based on the length of time installing proposed products. The vendor should be able to prove extensive working knowledge of K-12 environments and demonstrate an adequate number of similar IP Video Security System installs in such environment. 3. Vendor s ability to meet all the requirements detailed in the RFP as a vendor that can supply hardware, installation, engineering, and support services as required to implement and maintain the IP Video Security System 4. The District reserves the right to accept or reject any and all bids based on best overall value and in the best interest of the District. 5. Vendor s implementation team, including but not limited to, qualifications, experience, certifications, and management capabilities. Vendor must have at least two years experience in implementation and ongoing support of IP Video Security System Vendor must be able to provide remote support of the entire system Vendor must have offices located in the state of Iowa to insure prompt response time. On-site maintenance must be performed as warranted and needed by experienced personnel. Submit all proposals by Friday, June 3, 2016 by 2:00 p.m. Preparation Proposals shall be prepared for two solutions. One containing a cost effective total solution for a new system throughout CHS so that all camera s are on one system. One containing a cost effective total solution addressing the needs of both new IP cameras and existing analog cameras to interoperate within the same system and be compatible with Milestone software. Please be sure to include annual reoccurring costs with each solution. They should be presented in such a way as to provide a straightforward, concise delineation of capacities to satisfy the requirements of the request for proposal. Application proposals and accompanying documents become the property of Clinton School District. Clarification Any explanation desired by any proposer regarding the meaning or interpretation of this proposal must be requested in writing and with sufficient time allowed, but not less than ten (10) working days prior to the date and time specified for the receipt of proposals, for a reply to reach proposers before the submission of their proposal. Price Quotations Price quotations are to include the furnishing of all materials, equipment, maintenance, shipping cost, delivery, installation, and the provision of all labor and services necessary or proper for the completion of the work except as may be otherwise expressly provided in the contract documents. Price quotations should refer to any reoccurring costs of software or hardware. The school system will not be liable for any costs beyond those proposed herein and awarded. In case of discrepancy in computed proposal prices, the unit price shall govern and the total price shall be revised accordingly. When installation is complete, vendor s connectivity equipment must be ready to connect to the existing District network coordinating with IT personnel. Training The Vendor must provide adequate training for key people on the systems; covering the use, administration and support procedures and processes. Please specify training timelines. Location On Site Visits may be scheduled May 9, 2016 to May 27, 2016 Clinton High School, 817 8 th Ave S, Clinton, IA 52732 Installation & System Requirements Installation of all components shall be the responsibility of the VENDOR. This includes all additional parts and equipment needed to complete the system such as network video recorders, cameras, cabling and any additional parts required to provide a complete solution. All cabling must be Panduit Category 6. All cables must be terminated into a patch panel at the MDF or IDFs. Patch cables will be provided by the VENDOR. All cables installed will be neatly organized into cable management and tied down. The VENDOR will not plug any cables into the switches until authorized by the Clinton School Districts IT Department. Vendor must be able to work primarily during school hours but will work after school as necessary. Example after school hours 3:00 pm 9:00 p.m. All cameras and hardware must be fully compatible with the DISTRICT s existing network infrastructure. Proposed equipment must be new from the manufacturer and qualify for warranty and maintenance services. Further, video streams between camera and network video recorder must be able to be configured for both uni cast and multi cast transmission modes. Proposed video surveillance system must allow recorded video to be played back in the forward or reverse direction, frame by frame, and from beginning or end of the clip using standard VCR like buttons. Solution must be able to record from 1 30 FPS on a per camera basis. System must have the capability to record when motion occurs and suppress video recording at other times at the camera end, not the digital recorder. Must also have the ability to define zones where a recording trigger would not be enabled. System must also have the ability to define recording schedules through Internet browser only.
Proposed video surveillance system must provide video authentication, checksums, and reporting to ensure videos are not altered in any way. Proposed video surveillance system must provide simultaneous viewing of both live and recorded video through a web browser interface exclusively. Complete system must be able to be administered through a web browser including full control of PTZ cameras. Proposed video surveillance system must export directly into industry standard formats (e.g. JPEG, AVI, and WMV). Proposed video surveillance system must be able to view up to 16 images on a single display with at least a resolution of 1024x768. Internet browser display must allow for viewing of different cameras from multiple network video recorders simultaneously. Proposed video surveillance system must provide a comprehensive authentication system that allows user authentication against Microsoft Active Directory for simultaneous access to all network video recorders DISTRICT wide. The successful VENDOR shall warrant all materials and equipment furnished under the contract are in good working order, free from defects and in conformance with system specifications. All installed equipment must conform to the manufacturer s official published specifications. POTENTIAL VENDOR PROFILE Information may be typed below or attached to this document.
