III. Thoughts on next steps (1) System of top-level planning to guarantee schoolenterprise cooperation The establishment of a healthy mechanism of school-enterprise cooperation requires the joint efforts among the government, the industry, educational institutions and enterprises. (2) Formation of Vocational Education Group for corporate-based operation At present, vocational schools are facing the problems of insufficient sharing of resources and information and overlapping of majors. In view of limited resources from the government, it is prerequisite for institutions of vocational education, both inside and outside Guangzhou, to integrate their resources for corporate-based operation, to establish a platform for resource sharing and win-win cooperation, as well as to gradually form a community of interests. It is also an effective means for them to realize healthy school-enterprise cooperation.

(3) Strengthening of inter-departmental interaction for better policy implementation Due to a number of objective reasons, however, such interaction and cooperation still require further strengthening. In particular, it is essential to better implement existing policies in a more practical manner. Instead of empty talks, we need a better environment for the development of vocational education.

III. Thoughts on next steps Guangzhou intends to transform rail transit into a new pillar industry and is constructing Guangzhou Education Town. In view of those excellent opportunities, GIRT will abide by resolutions at the conference by the central authorities on vocational education, aiming at improving quality, boosting employment and facilitating development. To be specific, we shall duly demonstrate our excellence in the selection of Outstanding Institutions of Innovation. With institutional reform as the thread, we shall strive to improve our soft power and explore a better system of modern apprenticeship. In a word, GIRT is committed to becoming a first-class vocational college of rail transit in China!
