Senior contract manager in the TPASS Contract Management Office (TCMO); provides ongoing contract technical assistance to contractors, state agencies, internal and external customers for Texas Multiple Award Schedule (TXMAS) contracts; develops and maintains contract management best practices; works with customers and contractors to help resolve any contract issues; ensures that contract changes are properly documented and uploaded to the online purchasing system TxSmartBuy. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Serves as a senior contract manager within the TPASS Contract Management Office (TCMO), managing TXMAS contracts; coordinates contract management work with TCMO Team Lead and team members, statewide purchasers, and other TPASS programs; may plan, assign, and/or oversee the work of others. Develops and interprets contract administration policies, procedures, rules; advises and assists staff and customers with contract management policies and procedures; provides consulting expertise on all facets of contract development, management, and close-out; identifies contract management training needs and may conduct training. Provides ongoing contract technical assistance to contractors, state agencies and internal customers; works with contractors and state and local entities to resolve contract issues in a timely manner; ensures that contractors and end users abide by the terms of the contract and provides guidance and interpretation on the usage of the contracts. Ensures that contract changes are properly documented and uploaded to the online purchasing system, TxSmartBuy (TSB); assists TSB coordinator with any issues that arise regarding assigned contracts. Serves as a liaison with cross-divisional agency teams, executive management, contractors, and internal and external customers; may serve on TPASS response teams deployed to the SOC during emergency response events. Prepares and presents reports by compiling, reviewing, and analyzing data and providing written reports to agency management; receives and maintains contract management reports from internal and external customers; utilizes automation tools and collaborates with CPA Innovation and Technology and Business Process Review professionals to propose the development of innovative automation tools, databases, or software applications for maintaining statewide contract management data. Serves as division contract manager and attends required training. Performs other duties as assigned.

MINIMUM QUALIFICATIONS REQUIREMENTS: Education: Graduation from an accredited four-year college or university with a bachelor s degree. Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits. Experience: Four (4) years of experience in contract management, procurement, purchasing, purchasing management, supply chain management, or contract monitoring. Preferred Experience: Two (2) years of contract, procurement, purchasing, or purchasing management experience at a Texas state agency, Texas public institution of higher education, or other public/governmental sector within the past ten years. Progressive public sector contract or procurement experience federal, state, or local; Experience in complying with contract and procurement guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide. Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, and the CMBL Extensive experience in planning, developing, drafting, managing or overseeing procurement documents and contract instruments per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide. Substitution: One (1) additional year of experience work in contract management, procurement, purchasing, purchasing management, supply chain management, or contract monitoring may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). License(s)/Certification(s): Certified Texas Purchaser (CTP), Certified Texas Purchasing Manager (CTPM), or Certified Texas Contract Manager (CTCM) preferred. Certification as a CTCM must be earned within 12 months of employment.
