This is supervisory, administrative and technical work managing solid waste landfill operations and recycling operations; monitoring of environmental systems; and procurement and maintenance of vehicles and equipment. NATURE AND VARIETY OF WORK The employee has considerable contacts with County officials, contractors, consultants and the public for the purpose of conducting studies, coordinating plans, explaining environmental laws, and resolving problems. An employee in this class develops short and long term plans for solid waste disposal operations to ensure the County is able to meet future disposal requirements. Work includes developing programs for solid waste operations and landfill facilities from planning, design, implementation, maintenance, remedial actions, to post closure facility use and care. Work requires applying principles and concepts in environmental science, engineering, geology or related scientific field to solid waste disposal work projects and programs. The employee must know and ensure the County complies with Federal, State and County environmental laws and regulations. The complexity of work includes being able to adjust to shifting priorities, resolving complex environmental systems issues, meeting time schedules, overseeing the work of consultants and managing numerous solid waste programs. Administrative work includes preparing and administering the operating budget, writing proposals, reviewing the work of contractors, writing policies and procedures, recruiting, hiring, developing and evaluating employees. The scope of work impacts numerous solid waste management programs, contractors, contractual employees, County employees and the public. Work is performed with considerable latitude for exercising independent judgment to accomplish assignments. Work is reviewed by a higher level manager for the effectiveness, quality, and results of programs developed and implemented; the ability to establish effective working relationships with citizens, employees supervised, contractors and County officials. Manages landfill construction and ensures compliance with Federal, State, and county environmental laws. Oversees the maintenance and repair of all vehicles and equipment and recommends to management when to purchase or replace vehicles and equipment. Prepares and administers the operating budget, administers contracts; develops and implements solid waste disposal policies and procedures. Writes contracts for contractors to submit bids or perform services in such areas as tire and metal sales, security systems, disposal operations, mulch disbursement, hazardous waste, and vehicular and equipment maintenance. Reviews contract proposals for acceptable engineering standards in landfill design, installation of environmental systems, and construction of facilities. Evaluates, coordinates, and manages engineering or other technical consultant contracts, studies or reports involving disposal, environmental systems and processing facilities such as groundwater monitoring, subsurface investigations and facilities design. Serves as project manager in solid waste disposal capital projects, and performs technical engineering and environmental assignments in areas such as: sediment control; landfill fires; installation of environmental control systems; hazardous waste; oil spills; medical waste; handling explosives; biohazards; and unknown substances. Manages preliminary or final designs for ancillary facility projects such as methane extraction and collection, leachate control, and sediment and surface water controls. Meets with contractors, County officials and employees and the public to explain, coordinate, or resolve operating problems. Serves on a variety of committees and provides testimony on solid waste disposal program areas. Evaluates the work performance of employees and counsels them on work performance issues.
