Environmental management at a multi purpose port The case of Piombino

Environmental Management Undertakings The activities in the environmetal sector that APP has been carrying out and will put into practice in the coming years are : obtain and maintain an Environmental Management System in conformity with the requirements of the UNI EN ISO 14001 standard, which allows for continuous improvement of the environmental performance of the Body, and of the environmental quality of the territory; formation of personnel on environmental topics; check the activities of the Body with regard to the ESPO Good Environmental Practice Code; enter the results of the SDM analysis into the Ecoports data base; proceed onwards to the PERS certification; stimulate port operators within the environmental certification process

M1. Environmental Management DEVELOPMENT OF YOUR OWN PROJECT PLANNING THROUGH THE FOLLOWING ACTIVITY SECTORS AND OBJECTIVES: 1. seabed maintenance; 2. care for ground soils and strata; 3. identification of innovative techniques for the treatment and management of polluting sediments; 4. experimentation and implementation of innovative techniques for dredging, sediment treatment, management of infill basins, etc.; 5. identification of the possible reuse of treated sediments and/or waste products from steelworking, such as the TAP material (TAP = clean environmental technology), in the construction of port structures; 6. definition of energy-saving plans and interventions, and the supply of electrical energy from alternative, renewable sources; 7. care of the sea, with prevention and monitoring of pollution produced by ships when in port; 8. definition and implementation of an environmental monitoring plan for air, water, ground soils and noise; 9. management of water resources in the port and the prevention of marine pollution; 10. management of state lands; 11. prevention, information and where necessary regulation regarding major industrial risks for the port area and the transit of chemical products, as far as lies within one s responsibility; 12. development of modal infrastructure with an eye to contributing to the quality of the environment; 13. reclamation and dredging; 14. communal plant for the management of refuse produced by ships; 15. biological monitoring.

Environmetal topics and monitoring define the responsibilities and the means to identify and evaluate the significance of those direct and indirect environmental aspects regarding the Port Authority Activities which have, or could have, an impact on the environment are analyzed by way of the logical path outlined below: phase 1 : identification of all environmental aspects, and their analyses phase 2 : definition of the significance criteria laid down by the Body phase 3 : identification of the significant environmental aspects on the basis of the criteria recognised in phase 2

Involvement of APP in the Su.Ports project Piombino, above all, but also the Elban ports are small ports combining shipping, fishing and leisure activities. In particular Piombino presents considerable problems regarding traffic mixture. It is also an industrial port so there are problems of environmental wellbeing. APP has organized 2 workshops on Ecoports tools and methodologies. It is itself a test port for the tools to be developed by the project. Infact the first result of this exchange of experience was the registration in the Ecoports system, and the input of the information requested for the port profile, thanks to which it has been possible to compile the Self Diagnosis Method (SDM) for the ports of Piombino, Portoferraio and Rio Marina. The three ports have been placed on the current map of Ecoports ports.

The experience of the Port Authority of Piombino in the SDM At the end of 2011, APP submitted the SDM analytical review. On march 2011 the port of Piombino, with the ports of Portoferraio and Rio Marina, has received the SWOT & GAP analysis of the SDM. According to the SDM responses, APP has in place all of the critically important components necessary to develop and implement an effective Environmental Management System (EMS). APP has developed the all-important policy and this is apparently reasonably comprehensive and appropriate for the commercial and business profile of the Port. It has several demonstrable strenghts in its organization, procedures and the inventories of aspects and legislation of its current programme. Comparison with the European benchnark demonstrates its strong status in areas related to policy and monitoring strategies. The GAP analysis shows no profund omissions from the components necessary for an effective EMS and the APP is well-placed to enhance further the Port s environmental management programme. The SDM for APP indicates that all the major provisions and requirements are in place.

P.T.S. WORK SYSTEM PTS work is an IT system, developed with 3D representation, for monitoring and controlling port activities as they are being carried out, and for which authorisation has been granted, and /or evaluations have been undertaken.
