SHIP SECURITY ASSESSMENT AUDIT CHECKLIST 1. A Ship Security Assessment (SSA) is a process that identifies weaknesses in physical structures, personnel protection systems, processes, or other areas that may lead to a security breach, and may suggest options to eliminate or mitigate those weaknesses. For example, a security assessment might reveal weaknesses in an organization s security systems or unprotected access points such as the pilot boarding ladder not being raised or side ports not being secured or monitored after loading stores. To mitigate this threat, a vessel would implement procedures to ensure that such access points are secured and verified by some means. 2. The SSA is an essential and integral part of the process of developing and updating the Ship Security Plan. (B/8.1) 3. The SSA is to include an on-scene security survey and at least the following elements: A/8.1 identification of existing security and response measures, procedures, and operations; A/8.2 identification and evaluation of key vessel operations, including sensitive areas that should be designated as restricted areas; A/8.3 identification of possible threats to the vessel and the likelihood of their occurrence, in order to establish and prioritize security measures; and A/8.4 identification of weaknesses or vulnerabilities on the vessel, including human factors in the infrastructure, policies and procedures. 4. The SSA and on-scene security survey shall be documented and retained by the Company Security Officer. (A/8.5) Page 2 of 13

Like the SSA, the Audit Checklist is to be protected from unauthorized access or disclosure. Part A, s 8.1-8.3 Is it apparent that the SSA is an integral part of developing and updating the VSP? Do the persons who completed the SSA have appropriate skills (based on Part B guidance)? Did a contractor or Company officer complete the SSA? ( Contractor /RSO may carry out an SSA Subject to the conflict of interest paragraph (9.2.1). Part A, 8.4 Did the SSA include an on-scene security survey? and at least identification of:.1 existing security measures, procedures, and operations;.2 and evaluation of key shipboard operations that are important to protect; and.3 Identification of possible threats to the key shipboard operations and the likelihood of their occurrence, in order to establish and prioritize security measures; and.4 Identification of weaknesses (including human factors) in the infrastructure, policies, and procedures? Did the CSO follow any specific guidance offered by Flag Administration? 8.3 Does the SSA address the following elements:.1 to.4 physical security - structural integrity personnel protection systems - procedural policies.5 radio and telecommunications systems, including computer systems and networks.6 other areas that may, if damaged or used for illicit observation, pose a risk to people, property, or operations on board the vessel or within a port facility? 8.4 Did the personnel performing the SSA draw upon expert assistance for:.1 knowledge of current security threats and patterns.2 recognition and detection of weapons, dangerous substances, and devices.3 recognition of characteristics and behavioural patterns of persons likely to threaten security.4 techniques used to circumvent security measures - methods used to cause a security incident.5 Methods used to cause a security incident.6 effects of explosives on vessel's structures and equipment? 8.4 (cont.) 8.5 Did the person conducting the Assessment obtain the information required at 8.5?.1 the general layout of the ship?.2 the location of areas which should have restricted access, such as navigation bridge, machinery spaces of category A and other control stations as defined in chapter II-2, e?.3 the location and function of each actual or potential access point to the ship?.4 changes in the tide which may have an impact on the vulnerability or security of the ship?.5 the cargo spaces and stowage arrangements?.6 the locations where the ship s stores and essential maintenance equipment is stored?.7 the location where unaccompanied baggage is stored?.8 the emergency and stand-by equipment available to maintain essential services?.9 the number of ship s personnel, any existing security duties and any existing training requirement practices of the Company?.10 existing security and safety equipment for the protection of passengers and ship s personnel?.11 escape and evacuation routes and assembly stations which have to be maintained to ensure the orderly and safe emergency evacuation of the ship?.12 existing agreements with private security companies providing ship/waterside security?.13 existing security measures and procedures in effect, including inspection and control procedures, identification systems, surveillance and monitoring equipment, personnel and communication, alarms, lighting access control another appropriate systems? Comment: Using personnel from the vessel during the on-scene assessment helps ensure that all of the information is available. 8.6 Access points Does the SSA consider each identified point of access, including open weather decks, and evaluate its potential for use by individuals who might seek to breach security includes points of access available to individuals having legitimate access as well as those who seek to obtain unauthorized entry? 8.7 Does the SSA consider the continuing relevance of the existing security measures and guidance, procedures, and operations (under both routine and emergency conditions), including:.1 Restricted areas.2 response procedures to fire or other emergency conditions.3 level of supervision of the vessel's personnel, passengers, visitors, vendors, repair technicians, dock workers, e..4 frequency and effectiveness of security patrols.5 access control systems, including identification systems.6 security communications systems and procedures.7 security doors, barriers, and lighting.8 security and surveillance equipment and systems? Part B. 8.8 Does the SSA consider the persons, activities, services, and operations that are important to protect, including.1 vessel's personnel.2 passengers, visitors, vendors, repair technicians, and port facility personnel.3 capacity to maintain safe navigation and emergency response.4 cargo, particularly dangerous goods or hazardous substances.5 vessel's stores.6 vessel security communication equipment and systems (if any).7 vessel's security surveillance equipment and systems (if any)? Does the SSA take into account vulnerabilities such as: 8.10.1 conflicts between safety and security measures - conflicts between shipboard duties and security.2 assignments.3 watch keeping duties, number of vessel's personnel (particularly impact on crew fatigue, alertness, and performance).4 any identified security training deficiencies.5 any security equipment and systems, including communications systems? 8.11 The CSO and SSO should always consider the effect that security measures may have on vessel's personnel who will remain on the vessel for long periods. When developing security measures, has particular consideration been given to the convenience, comfort, and personal privacy of the vessel's personnel and their ability to maintain their effectiveness over long periods? 8.12 Upon completion of the SSA, a report shall be prepared. In this case does the report include: A summary of how the assessment was conducted description of each vulnerability found during the assessment A description of countermeasures that could be used to address each vulnerability? Has the report shall be protected from unauthorized access or disclosure? 8.13 If the SSA is not carried out by the Company, was it reviewed and accepted by the CSO? Auditor should note here the name of the Security Company that performed the SSA for the CSO and that an on-scene survey was completed. 8.14 The SSA must include an on-scene security survey to examine and evaluate existing shipboard protective measures, procedures, and operations. Does it ensure:.1 Satisfactory performance of all vessel security duties.2 monitoring of restricted areas to ensure that only authorized persons have access.3 controlling access to the vessel, including any identification systems.4 monitoring of deck areas and areas surrounding the vessel Page 12 of 13

On-scene security survey (cont.).5 controlling the embarkation of persons and their effects (accompanied and unaccompanied baggage, and the personal effects of the vessel's personnel).6 supervising the handling of cargo and the delivery of vessel's stores; and.7 ensuring that vessel security communications, information, and equipment are readily available?
