Clean Development Mechanism (CDM) Definition: CDM is one of the flexible mechanisms under the Kyoto Protocol; The CDM offers developed countries (Annex I countries) the possibility to engage in economically and environmentally competitive emission reduction projects in developing countries (Non-Annex 1 countries); Certified emission reductions (CERs), equivalent to one tonne of CO2, are issued by CDM Executive Board after completion of the CDM process
Clean Development Mechanism (CDM) Project eligibility Reduction in GHG Emissions covered by the Kyoto Protocol (CO2, CH4, N2O, SF6, HFCs, PFCs) Host country (Rwanda) must be a Party to the Kyoto Protocol Contribution to Sustainable Development of Rwanda Additionality (demonstration that the project would not have happened without the incentive from CDM revenue Emission reduction must be real, measurable and long term Sector must be eligible
Clean Development Mechanism (CDM) Project Sustainable Development Criteria for Rwanda Fundamental principles; Environmental good practice; Social aspects ; Economic benefits

NATIONALLY APPROPRIATE MITIGATION ACTIONS (NAMAs)
Outline Background of NAMAs NAMA in the Rwandan context NAMA process & governance Next step/plan
1. Background of NAMAs NAMAs was created in 2007 at the13 th Conference of the Parties (COP) to UNFCCC)/ 3 rd Session of the Conference of the Parties serving as the Meeting of the Parties (CMP) to the Kyoto Protocol; At COP 16, Parties agreed that developing country Parties will take nationally appropriate mitigation actions in the context of sustainable development, supported and enabled by technology, financing and capacity-building, aimed at achieving a deviation in emissions relative to business as usual emissions in 2020 (UNFCCC, 2010).
2. NAMA in Rwandan context Definition based on criteria: Be aligned with national policies, plans and strategies Reduces direct and indirect GHG emissions Contributes to sustainable development Has comprehensive and realistic MRV Promotes gender equality Government initiated/endorsed and facilitated
2. NAMA in Rwandan context Definition based on criteria ( ) Contributes to potential green transformational changes Is technically feasible Is financially viable in the long term
3. NAMA process & governance Stakeholders: Governmental institutions involved in climate change, environment, energy, agriculture, industry etc Private sector Civil Society Academia
3. NAMA process & governance Conceptualization process: Development of NINs Approval process Fund mobilization
3. NAMA process & governance
2. NAMA process & governance NAMA implementation and MRV Full NAMA design Establishment of MRV system Approval process Implementation
2. NAMA process & governance
4. Next step/plan Period: 2014-2015 1. Baseline information/baseline scenarios 2. Alternative scenarios 3. Sector targets/priorities 4. Capacity building 5. Conceptualization phase Period: 2015 and beyond Implementation phase
If we don t change direction soon, we will end up where we are heading 25
