Should a visual inspection warrant a more detailed pipeline inspection, the owner will be responsible to hire a pipeline televising contractor t.o televise the lateral under the direction and observation of the Authority's contracted operator or Engineer. The cost and expense for the televised inspection, including the firm that performs the inspection, shall be the responsibility of the owner of the property. New connections to the water or sewer systems shall be made only under prior written agreement between a property owner and the Authority. The property owner shall be responsible for all costs, including design review, legal and construction costs, related to the new connection, which shall, at the discretion of the Authority, be made either by the property owner's or Authority's contractor. All costs for a new connection shall be escrowed in advance of the construction. Any new connection shall be made in accordance with the Authority' s standard specifications. Professional fees for Solicitor, Engineer or Contractor hired to run the water and sewer plant are the hourly rates as established by the Board on an annual basis, are available upon request and subject to change from time to time. All water and sewer bills shall be rendered for quarterly service. Such bills are payable within thirty (30) days of issuance. In addition to all of the remedies set forth by state law, all delinquent water and sewer bills shall be a lien upon the property served and all Attorney fees and costs accrued by the Authority in placing and or removing the lien shall be added to the amount due. 2

Collection Part -Collection Tapping Fee per EDU $10,577.17 B Total Tapping Fee per EDU $10,577.17 Sewer or water tapping fees that are a reimbursable part are applicable to users of the Elephant Road Wastewater Treatment Plant and the Authority s water system and are reimbursable to the entity at whose expense the facilities were constructed as set forth in a separate written dedication/maintenance agreement between the Authority and the entity. The reimbursement part of the sewer and water tapping fees are collected and payable to the entity at whose costs the specific facilities were constructed for a period of ten (10) years from April 1, 2007 and the Authority shall deduct from each reimbursement tapping fee an amount equal to five percent(s'vo) of the tapping fee for administrative expenses and services rendered in calculating, collecting, monitoring and disbursing the reimbursement parts prior to payment to the entity which constructed the said facilities. SUPPLEMENTAL SEWER USER CHARGES Where an Industrial, commercial or institutional establishment discharges any wastes to the sewer system of the Bedminster Municipal Authority of a concentration greater than that of normal, domestic or residential, medium-strength sewage, it shall pay a surcharge above those charges for residential sewer customers. That surcharge shall be based on the additional cost incurred by Bedminster Municipal Authority to treat the greater strength waste. The following formulas will be used to determine the user charge for such customer surcharges: For excessive BOD (Biological Oxygen Demand): BOD Sq = 0.00834 x Q 1 x (BOD1-250) x BOD TC1 BOD Sq is the quarterly charge for exceeding the 250 mg/i BOD limit to be added to the 3

quarterly sewer rental charge, expressed in US Dollars. 0.00834 is a constant which converts waste strength determined in mg/i to thousand lbs. of waste. BOO, is the concentration of BOD in the customer's wastewater, expressed in mg/i. 250 is the allowable concentration for domestic strength BOD, expressed in mg/i. BOD TC 1 is the treatment cost incurred by the Authority to treat one thousand pounds of BOO. BOD. For excessive TSS {Total Suspended Solids): TSS Sq = 0.00834 x Q, x (TSS1-250} x TSS TC1 TSS Sq is the quarterly charge for exceeding the 250 mg/i Total Suspended Solids limit to be added to the quarterly sewer rental charge, expressed in US Dollars. 0.00834 is a constant which converts waste strength determined in mg/i to thousand lbs. of waste. Q 1 i s the customer quarterly sewage flow, expressed in million gallons. TSS1, is the concentration of BOD in the customer's wastewater, expressed in mg/i. 250 is the allowable concentration for domestic strength TSS, expressed in mg/l. TSS TC1 is the treatment cost incurred by the Authority to treat one thousand pounds of TSS. TSS. For excessive Ammonia (NH3-N): NH3-N SQ = 0.00834 x Q, x (NH3-N1-42) x NH3-N TC, NH3-N SQ is the quarterly charge for exceeding the 42 mg/i Ammonia (NH3-N) limit to be added to the quarterly sewer rental charge, expressed in US Dollars. 0.00834 is a constant which converts waste strength determined in mg/i to thousand lbs. of waste. NH3-N 1 is the concentration of Ammonia (NH3-N) in the customer's wastewater, expressed in mg/i. 4

42 is the allowable concentration for domestic strength Ammonia (NH3-N), expressed in mg/l. NH3-N TC 1 is the treatment cost incurred by the Authority to treat one thousand pounds of Ammonia (NH3-N). The cost is calculated as 100% percent of the total O&M costs attributable to treatment of Ammonia (NH3-N). For excessive Fats, Oil and Grease (FOG) FOG SQ = 0.00834 x Q 1 x (FOG1-100) x FOG TC 1 FOG SQ is the quarterly charge for exceeding the 100 mg/i FOG limit to be added to the quarterly sewer rental charge, expressed in US Dollars. 0.00834 is a constant which converts waste strength determined in mg/i to thousand lbs. of waste. FOG1 is the concentration of FOG in the customer's wastewater, expressed in mg/i. 100 is the allowable concentration for domestic strength FOG, expressed in mg/l.
