January 4, 2016 ADDENDUM NO. 1 For CHICAGO O HARE INTERNATIONAL AIRPORT Maintenance, Repair, Replacement and New Installation of Combustion Control Systems for High Temperature Water (HTW) Generation System SPECIFICATIONS AND CONTRACT DOCUMENTS NO.: 132826 For which Bids are scheduled to be opened in the office of the Chief Procurement Officer, Department of Procurement, Room 103, City Hall, 121 N. LaSalle Street, Chicago, IL 60602 at 11:00 a.m. Central Time, on Thursday, January 7, 2016. The following changes and/or revisions are incorporated into the Contract Documents as noted. All other provisions and requirements as originally set forth remain in force and are binding. Any additional work required by this Addendum must conform to the applicable provisions of the original Contract Documents. In accordance with Section 1.6 of the Requirements for Bidding and Instructions to Bidders in Article 1 of the Specifications, the deadline for questions has passed. No additional questions will be answered prior to bid opening except as the Chief Procurement Officer, in her sole discretion, deems to be in the best interest of the City. CLARIFICATIONS TO BIDDERS QUESTIONS Question 1: It s been 5 years since this contract has last been bid. What changes have been made? Is there more equipment? Is there more locations? Per section 5.8.1.3, Contractor s Qualifications, the Contractor must submit resumes for a minimum of two (2) Control Fitters with their bid. Based on the estimated quantity shown for bid line 1 on the Bid Proposal Pages, Control Fitter Straight time, the City intends to utilize two (2) control fitters on a fairly regular basis. The City, pursuant to contract section 4.1.2 Estimated Quantities / Level of Service will only order and pay for materials / services as it deems necessary to meet its needs. Line Item 10 on the proposal page is new. There is an allowance for $70,000.00/year or $350,000.00 for the project. How will this allowance get spent? Will this be used by combustion fitter or other crafts? What hourly rate will be used for this work? How do we bid this line item? Do we carry the $350,000.00 amount in our bid? The $350,000.00 is an estimated amount for the five (5) year duration of the contract and will only be spent as deemed necessary by the City and as explained in specification Section 5.8.1.15, ALLOWANCE FOR LABOR NOT INCLUDED IN CONTRACT LINE ITEMS 1-6 The line item is not to be used for trades covered by existing line items in the contract. It is only for specialized services not covered in line items 1-6 but covered within the scope. The work will require a proposed price from the Contractor for the work to be done by a non-listed specialized trade and will be compensated at 5% over the Contractor s cost as detailed in Section 5.8.1.15, ALLOWANCE FOR LABOR NOT INCLUDED IN CONTRACT LINE ITEMS 1-6. Question 4: Question 5: Yes, as it is an allowance, the $350,000 estimated usage figure is to be placed in the extended price column. See attached revised Proposal Pages where the extended price has been populated with $350,000 for bid line item 10. This figure must not be changed by the bidder. The 16.9% MBE and 4.5% WBE will be difficult to hit with a two person job. Has the material purchase been significant??? The estimated spending quantities in dollars for parts for the five (5) year contract period are listed on Proposal Page bid line items 7, 8 and 11. Question 6: While there are proposed maintenance schedules listed in the contract, there is not a set monthly price requested in this contract. The contract is based on time and material where the City will order services as it deems necessary based on the Contractor s proposed rates or any adjustments thereto throughout the duration of the contract. I would like to request a copy of the existing maintenance contract that this RFP replaces. Where can I find a copy? See response to question 1. Question 7: Relating to Siemens Quadlog Rack-to-Rack Redundant Processor with non-redundant Input/Output (I/O). For the purposes of providing the required maintenance services, is it necessary for the contractor to be capable of changing/altering/reprogramming the existing Siemens Quadlog Processor logic program? No, for the purposes of providing maintenance services required under the contract, it is not necessary for the Contractor to be capable of changing/altering/reprogramming the existing Siemens Quadlog Processor logic program.
