This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the Self-Registered Bidders List. 1.1 Overview: A. Description of Project: The "E" Street Reservoir, constructed in 1918 is the oldest in the City. It has a maximum water surface of 321 feet with a maximum capacity of 1 million gallons and is constructed with reinforced concrete. In 1987 a steel-supported aluminum cover was installed. In 2010 the Port Angeles Water System Plan included the inspection and evaluation of the "E" Street Reservoir. Signs of corrosion and peeling paint of the cover were observed. The City seeks a consultant to inspect and evaluate the "E" Street Reservoir cover and make recommendation to the City for corrective action. ~ The Delivery Process and Schedule: Provided below is a high level view of the current project schedule. The City intends to complete this procurement process in time to contract with a highly qualified Consultant firm by July 20th 2012 with design complete, permitted, and contract documents ready for advertisement and construction by August 31st 2012. Construct Accept L Project Objectives: The City has identified the following objectives for the Project: 1.2 The Consultant: The consultant will complete an evaluation of the reservoir cover, present proposed solutions and the estimated project cost to the City; prepare design plans, required 4
permits, and construction documents for the selected proposal. The total budget for the consultant shall not exceed $30,000.00. 1.3 Pre-Submittal Project Tour and Meeting: A pre-submittal project tour will be held at 2 pm June 22"d at the "E" Street Reservoir. The address is 1018 E Street, Port Angeles, WA 98362. Attendance is encouraged, but it is not required to respond to the RFQ. The purpose of the tour and meeting is to present potential Offerors with information about the project. The meeting will also provide a forum for interested parties to get answers to pertinent questions. Please RSVP to Eric Walrath at ewalrath@cityofpa.us by June 2oth. 2.0 Qualification Submission Requirements: All proposal submissions must be in accordance with the requirements set forth in this RFQ. The Submittal shall not exceed twenty (20) pages double-sided (one page is equal to one side of a sheet). The front cover, the back cover, and a maximum two-page cover letter, may be in addition to the twenty (20)-page limit. As a minimum the following information shall be submitted: A. The Name of the Firm, identifying its Principal Shareholders, Partners or Members. It should define the period of time the Offeror has been operating its business offering professional services. B. Name, resume, project list, educational background, and five (5) project references (with phone numbers) of key staff that will be assigned to this project. Identify how many years this staff member has been employed by your firm and other firms. For key staff that would be assigned to this project list any other projects in which they are or may be involved. C. The Offeror must provide proof of insurance and licensure. D. A list of other public projects of this size and budget that the firm has provided 5
Corrosion Engineering and Investigation services for in the past five (5) years. Provide current contact names and phone numbers for each project listed. E. Answer if the firm has ever: been party to any litigation, or arbitration with any government client. filed for bankruptcy or foreclosure. F. Any additional information reflecting the Offeror's ability to complete projects within established schedules and budgets. Any additional information to demonstrate the ability of the Offeror to perform the tasks described herein. After the City reviews proposals it will rank firms in a shortlist. Short-listed firms will be interviewed and ranked from highest to lowest based entirely on the interview, demonstrated qualifications, and references. 3.0 Short List/Final Selection Procedures: After proposals have been received and reviewed by the Owner's selection committee, the three (3) three highest ranked firms will be notified and invited to participate in a short list/final selection phase. It is intended that this phase will include the following steps: A. Notification: Written notification of top ranked firms. B. Discussion/Presentation: A one hour discussion/question and answer period will be scheduled and conducted at Port Angeles City Hall. The firm will be given 45 minutes for presentation. The remaining time will be reserved by the City for questions. The date of the interviews will be July 17, 2012. The Consultant team should illustrate the strategy for this project and identify what attributes and unique qualifications their firm offers Port Angeles. It should emphasize measures and control methods used to assure quality, schedule, and budget conformance. D. Final Ranking: 6
After discussions are completed, the Selection Committee will rank the firms interviewed. The qualifications proposal and discussion/ presentation will be weighted equally and scored based on the following criteria: Responsiveness to the RFQ Understanding of project scope and requirements Previous experience in similar projects Approach to project Ability to administer an efficient/economical design process Expertise of key personnel E. Negotiation/Scope Development: The top ranked firm will be notified in writing and will be asked to meet and submit their prospective scope of services and refine their fee. If, after negotiation and consideration, the OWner is unable to reach an acceptable agreement with the top-ranked firm, Owner will terminate negotiations with the top ranked firm and, at their sole discretion, may: enter into negotiations with the second ranked firm; withhold the award for any reason; elect not to proceed with any of the proponents; or re-solicit new Proposals. F. Final Selection: Once the OWner reaches an agreement that it finds acceptable with a preferred consultant firm, the selection committee will then make a recommendation to the City Council whose decision will be final.
