Job Description Pilgrims Pre-Preparatory School is committed to safeguarding and promoting the welfare of children and young people and expects all staff and volunteers to share this commitment. Job Title: Location: Finance & Operations Manager Pilgrims Pre-Preparatory School Summary of the role:. Job Purpose: Reporting Line: Hours: Summary of role: As a member of the Senior Leadership Team, the Finance & Operations Manager plays a major role in advising and supporting the Headteacher in the administration and management of the school. The Finance & Operations Manager is also the Clerk to the Governors and manages the support staff that play a vital role in enabling the school to carry out its primary function of education. To the Headteacher 37 per week, but the post holder will be required to work as necessary to complete the job (subject to the Working Time Regulations 1998) The Finance & Operations Manager will work with the Headteacher and School Committee of Governors to support the effective management of the school. The Finance & Operations Manager is responsible for the management of the school resources, including financial, premises, catering and ICT, with centralised support from the Harpur Trust. Responsible for line-managing the following: Line management responsibility for: Office Team Catering Manager Site Maintenance Manager School Nurse IT (oversee day to day work, but not line manage which is undertaken by Bedford School) 1

Main duties and responsibilities: Finance To manage the School s finances, according to the School s Financial Procedures, under the direction of the Finance Sub- Committee, and in close liaison with the Headteacher and HTO Finance Team. Preparation of the draft annual budget, including estimates of planned income and expenditure, and its submission for approval to the Finance Committee and School Committee. Preparing forecasts for the future financial performance of the school; usually over a period of five years. Monitoring income and expenditure in relation to budgets and presenting regular reports to the Finance subcommittee. Preparing ad hoc financial information, modelling and management information for the Headteacher and Governors as requested. Ensuring that all departments are aware of their budgetary responsibilities and that the proper processes of decisionmaking and good financial management are met. Ensuring that value for money is obtained in the purchase of goods and services and approving all invoices received in school. Financial management of capital and maintenance projects that have been approved by the Governors. Providing complete, accurate information to the Fees Department for invoicing purposes. Working with the Harpur Trust Fees team to manage debtors and the process for recovery of outstanding debts. Manage the school s commercial and letting activities. Advising on general financial policy within the school. Reviewing payroll to ensure it is accurate, complete and compliant before approving. Governance The Finance and Operations Manager has the additional role of Clerk to the Governors, and is accountable to the Chair of Governors. The role is responsible for assisting the Governors in the proper performance of the following responsibilities. 2

To ensure that the Headteacher and Governors are advised of any legislation affecting the running of the school. To attend all School Committee, Finance and other Governors committees as required. To table, prepare and circulate minutes to the School Committee members. Administering the process of the appointment of new Governors To ensure the school complies with any statutes, orders and regulations governing the school s business or affairs including (but not limited to) the law covering employment, Health and Safety, accounting, money laundering, copyright, data protection and Charities Commission with the support of the appropriate specialist within the HTO. Ensuring the Parents Contract, and other associated documents are up to date and meet the school s needs in conjunction with the Fees Team Working closely with the Headteacher to ensure that the school has up-to-date policies in place in all areas specified by the Independent Schools Inspectorate (ISI) and Ofsted (covering both boarding and Early Years Foundation Stage (EYFS) with support from HTO where appropriate. General Management and Administration The Finance & Operations Manager is responsible for ensuring an efficient administrative service is offered by the school office and the reception desk. Oversee the school office and reception to ensure a high level of service is delivered to parents, children and other members of staff. In accordance with agreed policies and procedures, and the support of the HR Business Partner ensure the employment, terms and conditions of service, supervision, appraisal and welfare of all non-teaching staff. Manage the schools risk register, to identify and manage threats to the school s business objectives, employees, reputation and interests of stakeholders. Advising on and taking the appropriate security measures within the school, both physical and for staff and pupils. Ensuring all staff have DBS and other relevant checks and that the school is committed to safeguarding and promoting the welfare of children and young people including following Safer Recruitment guidance. 3

Premises Management The Site Manager has responsibility for the day to day management of the school estate, with the Finance & Operations Manager supervising the role overseeing the effective management of: Maintenance and upkeep of all school buildings, facilities and grounds. Preparation of maintenance schedules and keeping of records to ensure all regulatory requirements are met. Management of the swimming pool and its plant with the need to ensure that proper safety procedures are enforced. Overseeing the installation and maintenance of equipment for the detection, warning, protection and escape from fire. To ensure the necessary fire risk assessments are carried out in line with regulatory requirements and with the support of the Trust s Health & Safety Adviser. Catering The Catering Manager has responsibility for the day to day management of the school kitchen, with the Bursar supervising the role to ensure that children are provided with healthy, nutritious meals whilst on site. Ensuring that the kitchen meet all regulatory requirements for H&S, hygiene and food safety. Oversee the process regarding dietary requirements to ensure the safety of the children. IT The Finance & Operations Manager is responsible for ensuring that the school has an effective infrastructure and that the school is provided with effective IT support. This is delivered through Bedford School, and provided by a named individual working out of Pilgrims. Oversee the day to day management of the IT Manager. Work with the Director of IT, Bedford School, to ensure that the school s IT requirements are being met in line with the SLA. Work with the Director of IT to identify and develop the IT strategy, identifying the direction the school wants to take based upon the technological advances available. Keep up to date with policies and legislation that impact the school and take the necessary actions to ensure continued compliance / best practises are adopted. 4

Medical The School Nurse reports in to the Finance & Operations Manager, who has responsibility to Ensure that the school is complying with all of the relevant regulatory and legislative requirements. Ensure the School Nurse has the necessary training to be able to provide an efficient support service to the children, parents and staff. Ensure the school provide and that the appropriate trained first aiders are available at all time the setting is open. Ensure all medical policies are up to date and reviewed regularly. Health, Safety and Risk Management The Finance & Operations Manager is responsible for providing the Headteacher and Governors with advice on all matters relating to Health & Safety, with the support of the HTO Health & Safety Advisor and for ensuring compliance with statutory requirements. Also for drawing issues relating to Health and Safety and security to the attention of the Headteacher, SLT and Governors, as necessary. Formulating, monitoring and implementing the school s policy to comply with the requirements of Health and Safety legislation, with the support of the Trust s Health & Safety Adviser. Acting as the Health and Safety Adviser within the school and as Chairman of the Health and Safety Committee. Ensuring that the School s H&S policies, including the areas of fire, swimming pool and medical, and the associated risk assessments are all reviewed and updated regularly and those procedures are in place for promulgating them to staff and training staff with the support of the Trust s Health & Safety Adviser. Ensure that all staff receive the necessary health and safety related training as required. Ensuring that all the activities of the school operate in a safe manner and that adequate risk assessments are made before any new activity is undertaken, and that risk assessments are regularly reviewed, updated and recorded. Safeguarding Promote and safeguard the welfare of the children for whom you are responsible and with whom you come into contact with. 5
