PREBID DISCUSSION PROJECTS AU Bid #258 - Plant Production of Research Mixes AU Bid #259 - Placement of Research Mixes Specifications for both projects are derivations of the ALDOT specifications from April 2006 (including both production and placement) Scope of work has been altered in consideration of high construction prices to simplify bidding and shift as much uncertainty as possible from contractor to AU 6
PLANT PRODUCTION SCOPE (#258) Expect about 50 unique production runs Aggregate from 40 stockpiles will be provided Contractor must transport from Track if no room to dump Liquid asphalt in 5 different specification grades Supply and delivery will be provided by separate contract Contractor s tank resources will be considered Superpave (424), SMA (423) and OGFC (420) mixes Both batch and drum plants can meet specification Initial plant settings and adjustments provided by NCAT Input from contractor via plant experience is expected 7
AGGREGATE HAULING 8
ONSITE STOCKPILE STAGING 9
PLANT REQUIREMENTS Contractor can still bring plant to Track (with own power) Two liquid asphalt storage compartments Damaged material replaced at contractor s expense Ability to pump liquid asphalt directly from tanker Must be able to handle RAP mix production At least five aggregate bins (RAP can be one of five) Need to add flyash, hydrated lime and fiber to same mix Gradation specification is extremely challenging Significant wasting is required to run quality mix Production rate as low as 150 tons per hour Plants must Be approved by NCAT before use 10
PREPARED PLANT SITE 11
MIX QUALITY Run trial mix using sponsor s JMF Set final JMF for placement on Track Asphalt content within 0.3 percent Rock (>#4) within 3 percent Sand (<#4 and >#200) within 2 percent Dust (<#200) within 1 percent 12
OFF-SITE PLANTS Contractor is required to deliver mix to Track Temperature of delivery no cooler than 290 F Drop in temperature no more than 30 F Production temperature between 320 and 350 F Actual plant temperature established by NCAT 13
WORK PLANNING Plan to work Mon-Fri from 6:00 am to 5:00 pm Designated start time provided by NCAT 5 days advance notice provided for weekends Provided to superintendent before end of prior day Payment computed from start to last load out Routine preparation and cleanup not included 14

PLANT PAYMENT Payment will be by the production hour Expect approximately 200 hours of paid time No additional payment for incidental costs No payment for non-ncat down time All-or-none bidding via ALDOT 102.08 is allowed 17
MIX PLACEMENT SCOPE (#259) 50 production mixes placed in 34 sublots (200 ft lane lifts) Half of mix placed on Track and half off (most on hill) Test sections up to 14 thick in as many as 5 layers Superpave (424), SMA (423) and OGFC (420) mixes Contractor provides tack truck, ALDOT tack, crew and tools NCAT provides all other necessary equipment Contractor expected to clean and maintain equipment Test sections milled, swept and ready to pave by NCAT Target density is 94 percent (± 1.2 percent) Input from contractor via roadway experience is expected 18
