basic to any approach toward protections of the aquatic environment in the Tampa Bay area would be a determination of the ambient water quality levels throughout the bay and its tributaries. Toward this end, we initiated in January 1972 a comprehensive sampling network to establish baseline data and to determine trends in future years in the quality of these waters. We trust that this first year s data will receive wide use and we feel certain that its value will be enhanced as we publish comparable data in subsequent years.

Chapter 84-446, Laws of Florida (as amended) Establishing, operating, and maintaining a continuous program for monitoring air, water and noise pollution by means of countywide air and water quality surveillance networks designed to provide accurate data and information as to whether the requirements of this act are being complied with and whether the level of air, water and noise pollution is increasing or decreasing throughout the county. Publication and dissemination of information to the public concerning air, and water and noise pollution. To intervene for the purpose of providing environmental impact statements, recommendations, and advice in matters having or likely to have an effect upon the environment of Hillsborough County.
