Terms of Reference INDIVIDUAL CONSULTANT (Junior Expert) for WATER RESOURCES AND IRRIGATION SECTOR MANAGEMENT PROGRAM II (WISMP II) IMPLEMENTATION NATIONAL STEERING COIVIMITTEE ON 'VATER RESOURCES (NSC\VR) I. INTRODUCTION Water resources and irrigation sector in Indonesia faces long-term investment challenges and problems of management which progressively complex. In the future, if it is not anticipated etfectively, this condition surely will slow down the growth of national economy. It can lead to progressively deteriorating food guarantee, society health, and environmental damage. It also is getting worse by inappropriate and inetfective policy and regulation, law structure and institution. The paradigm changing on national water resources development and the growing problems of water resources have motivated the Government to conduct a policy reform regarding water resources sector. It is marked by fonnulating more effective institution framework, improving planning and management system, and enhancing society participation so they are able to face existing and future challenges. In order to meet the above-mentioned conditions, a resettlement and strengthening of water resources institution are implemented as a consequence of law No.7, 2004 about Water Resources. The activities include related regulation publ ishing and empowerment of water resources institution such as Water User Association (WUA), River Basin Management Institution, Regional (province and district level) Government, etc. One of the programs which have been developed by Government of Indonesia (GoI) to implement the water resources reform is Water Resources and Irrigation Sector Management Program (WISMP). It is a national program that would be implemented from CY 2005 to CY 2016 with threephase Adjustable Program Loan (APL) namely WISMP 1 (2005-20 I 0), WISMP 2 (2011-2013), and WISMP 3 (2014-2016). Three ministries are involved in the project execution. Each has National Project Implementation Unit (NPIU) with the primary task of guiding and monitoring the activities undertaken by the local governments. Three ministries are: DGWR of the Ministry of Public Work, DG Bangda of Ministry of Home Affair and Ministry of Agriculture. Project execution will be guided at policy level by the National Steering Committee on Water Resources (NSCWR) chaired by Bappenas. NSCWR will carry out the coordination, financial management, and will review the Annual Work Plans and budget requests submitted by the local governments for subsequent year.

Considering the NSCWR responsibilities, it is needed to have a technical assistance for Individual Consultant, who will assist and support NSCWR in policy and program coordination, and monitoring & evaluation of WISMP 2 implementation. II. OBJECTIVES The main objectives of this assignment are as tollows: (1) To assist NSCWR in coordinating the project management systems; (2) To assist NSCWR in review the Annual Work Plan (AWP); (3) To assist NSCWR in monitoring and evaluation of WISMP 2 implementation. (4) To assist NSCWR in resolve problems and obstacles related to policy, program implementation, task and responsibility, and funding mechanism and allocation. (5) To generate report for overall activities in NSCWR Secretariat related to WISMP 2 implementation consist of output, outcome and recommendation for WISMP 2 management system improvement. III. TARGET The target to be achieved by the individual consultant is to provide and assist policy matters and program coordination related to implementation of WISMP 2 in FY 2012. IV. SCOPE OF WORKS The scopes of works for an individual consultant are: A. Assisting the policy and program coordination related to WISMP 2 program implementation; B. Assisting the preparation of A WP review and endorsement; C. Attending the meetings related to WISMP 2 implementation; D. Developing the tools/instrument for monitoring and evaluation; E. Overview the tlnancial, output, and outcome progress ofwismp 2; F. Update data and information ofwismp 2; G. Generate report about her/his activities in supporting and assisting the NSCWR as well as report about overall activities of NSCWR Secretariat in guiding WISMP 2 program implementation which consist of achievement, problem solving, lesson learned, and recommendation for NSCWR.

VI. EXPERT REQUIREMENT AND QUALIFICATION 6.1. Expertise Requirement The requirement for individual consultant is shown in Table 1: Table 1 Expert Assignment No. Expert Amount Mobilization 1. Qualifications The Junior Expert should have experiences in project management especiauy in water resources management and irrigation project, at least 4 year experience for bachelor degree in all subjects. Good knowledge in Integrated Water Resources Management and Participatory Irrigation Management System, and good common in English both oral and written. VII. SCHEDULE The schedule of implementation IS 12 (twelve) months (January 01 st December 31 th, 2014). VIII. FINANCING The sources of financing activities of the Individual Consultant will be from DIPA BAPPENAS Year 2012, Loan No. 8027-ID (Portion: 75%) and counterpart funding (portion: 25%).
