CPUC 2012 Long-Term Procurement (Proceeding # R.12-03-014) Local Capacity Decision issued on February 13, 2013 Authorizes SCE to procure 1,400 1,800 MW capacity Requires resources be located in the LA Basin At least 1,000 MW but no more than 1,200 MW must be procured from conventional gas-fired resources At least 50 MW must be procured from energy storage; at least 150 MW must be procured through preferred energy resources (energy efficiency, demand response, distributed generation) or storage CPUC did not consider absence of SONGS and considers this a measured first step in a longer process. 15

Mid-term (2018) mitigation alternatives for loss of SONGS* Continue use synchronous condensers Construct an 11-mile 230 kv line from Sycamore to Penasquitos 820 MW new or replaced + 300 MW new generation + 650 MVAR SVC support SONGS and Talega OR 965 MW new or replaced in northwest San Diego, and 1460 MVAR SVC support SONGS, Talega, Penasquitos, San Luis Rey, Mission *Source: Cal ISO Draft 2012-2013 Transmission Plan released Feb. 1, 2013 16

Long-term (2022) generation mitigation alternatives no added transmission lines (in addition to mid term plan)* Replace & add new generation totaling ~4,300-4,600* MW *May be reduced by adding another 0 550 MVAR SVC at San Onofre and shifting the locations of the new generation. OR Replace & add new generation totaling ~3,800 MW + Continue to rely on synchronous condensers. + Add between 765-920 MW of new or replaced generation *Source: Cal ISO Draft 2012-2013 Transmission Plan released Feb. 1, 2013 17

Proposed Rule 1304.1 Offset Fees Power plants which use Rule 1304 offset exemption (Replacing Utility Boilers) pay an Offset Fee to SCAQMD SCAQMD uses the offset fee for emission reduction project to Mitigate impacts of Power plant emissions Achieve emission reductions for AQMP Fees can be upfront or annual First 100 MWs pays 50% less Fee 18

Revised Annual Offset Fee Formula Annual Offset Fee (Fi) = Ri x PTErep x OFi x (Crep-C2YRAvg Exist./Crep) F i = Annual Offset Fee for pollutant (i). R i = Annual Fee Rate for pollutant (i), in terms of dollars per pound per day, (see Table A for applicable rates). PTErep i = permitted potential to emit of new replacement unit(s) for pollutant i, in lbs per day. (Maximum Permitted Monthly Emissions 30 Days) OF i = offset factor pursuant to Rule 1315(c)(2) for extreme non-attainment pollutants and their precursors, (see Table A for applicable rates). C rep = maximum permitted annual megawatt-hour (MWh) electricity generation of the new replacement unit(s) C 2YRAvgExisting (Maximum rated capacity (MW) x Maximum Permitted Annual Operating Hours (h)) = the average annual megawatt-hour (MWh) generation of the existing unit(s) to be replaced, averaged over using the last twenty-four (24) month period immediately prior to submittal of the permit to construct. 19
