BMS/ IBMS Maintenance? GUIDELINE FOR CUSTOMER TO SELECT BMS There are a wide range of BMSs on the market with varying levels and performance, functionality and system support. It is therefore important to define the design criteria so that the most appropriate system(s) that meets the organization requirements can be selected. BSEN15232 is a European and British Standards that provides a structured classification of building automation technologies and their potential energy saving impact for a range of buildings. The Standard identifies four classes, A, B, C and D of control systems which are summarised below. The higher the class the greater the potential for improved energy performance, however it will also add to the capital cost of the system and the resources required to manage it.

BMS SYSTEM SECURITY 1 The ability to remotely access a BMS also unfortunately opens the site to potential cyber- attack or hacking. There are an increasing number of well-published instances of illicit remote access to buildings which could potentially have a catastrophic impact on the BMS or in some cases on the organisation more widely. 2 The threats can be malicious with intent to cause commercial harm, damage reputation or business disruption. Non malicious threats typically involve careless staff, visitors or contractors who may cause unintended significant damage, for example, by plugging in infected removable media into the BMS terminal. 3 These risks can be addressed by implementing the correct procedures such as management using an appropriate firewall to ensure remote access is secure. It is essential that the IT department is consulted to ensure that the BMS upgrade meets with the organisation s security requirements.

H&E Scope: The scope of the system covers the Health & Safety & Environment Management requirement of the company related to all activities that are part of the Quality. H&S Objectives: 1.The actual status of accidents / incidents on customer s sites, at the workshop and at the Office is Good. 2.We committed to improve the level of 10(ten) accidents / incidents and occupationally related ill health, per year 5(five). The actual status of Environment Pollution is negligible. We are committed to maintain this level. References: This Health & Safety & environment Management system has been organized taking as models the International standard. The purpose of this section is to document the company s policy for Health & Safety & Environment Management, to instruct and guide employees who act in the above-mentioned processes. Health & Safety & Environment Policy: The Management have defined a Health & Safety & Environment Policy. The policy statement has been published in section 1 of this manual. The policy is appropriate to the nature, scale and risks of company s activities, processes, products, and services. The Health & Safety & Environment Manual, therefore the Policy statement is available with all departments. The policy is explained during the induction training to all employees of interested parties. Health & Safety & Environment Planning: Identification of Health & Safety & Environment Aspects, Brigade System Integrators have Established and maintains a procedure to identify the Health & Safety Aspects including Occupational Health & Safety Hazards, the Environmental Aspects and beneficial effects of its activities, product and services that it can control and over which it is expected to have an influence, in order to determine those which have or can have significant impacts on people and environment. The Management of the company defined the Health & safety & Environment objectives based on these aspects related to the significant impacts. The Management is keeping this information up- to- date, according to the specific of the projects and contracts. Initial Review: The initial review will be carried out by the Management Representative for Health & Safety & Environment in coordination with the safety Officer(s) and has a purpose the review of the existing arrangements for managing Health & Environment aspects which may arise from company s day to day activities.

The review will cover the normal activities of the company and the abnormal operating conditions and the emergency situations. The report will be submitted to the Management and discussed during the one of the monthly Management meetings or Management Review meeting. During the initial review, the form shown in Annex C is used: H & S & E Initial Review form. The same form is used during periodically tours (three months) and H & S & E Audit after a change in the process, new projects & contracts. DefiningScreeningCriteria: The Management defined the Screening Criteria in order to assess which Health & Safety risks are significant. It is called the Risk Analysis and is in accordance with the recommendation of the Civil Defense Department. With the use of Risk Assessment techniques on the identified aspects, the management will determine those which have or shall have significant Health & Safety Risks based on the Risk Analysis and H&S & E initial Review Report. Where applicable, beneficial effect assessment on the company will determine those Health & Safety aspects that have or shall have significant beneficial effects. Identifying Health & Safety Requirements: The Management will develop and maintain Health & Safety requirement designed to manage the company s risks, in terms of control to be maintained and improvement to be made. The Management will ensure that the aspects related to the significant Health & Safety risks and significant Health & Safety beneficial effects are considered in setting and updating company s Objectives and performance criteria. Legal and Other Aspects: The Company established and maintains the procedure to identify and have access to legal and other requirement to which Brigade System Integrators subscribes directly applicable to Health & Safety & Environment aspects of its activities, products and services. Procedure: The Management Representatives is responsible of monitoring the issues of the laws and regulations of U.A.E related to Occupational Health & Safety & Environmental Protection. The public Relations Officer in obtaining the published laws and regulations and their amendments will help him. The published relevant Laws, ministerial orders, regulations, etc., are identified on the List of External Origin Documents. Objectives and Targets: Brigade System Integrators have established and Maintains document objectives and Targets, at each relevant functions and level with in the company. Prioritizing and Setting Target for Improvement: The Management considered the legal and other requirement, company s significant Health & Safety & Environment aspects, and technological options and financial, operational and business requirements the view of interested parties. The Objectives and Targets are consistent with the Health & Safety & Environment Policy.

Control: The Health & Safety aspects not covered as being significant can be identified for control and follow up. As appropriate, the management will prepare plan to identify the full range of resources required to ensure adequate control. Performance Criteria & Indicators: Where necessary, the Management will define performance criteria or indicators for Health & Safety & Environment requirements. Health & Safety & Environment Management Program(s) Brigade System Integrators have established and maintains a program for achieving its Objectives and Targets. The program includes: a) Designation of responsibility for achieving Objectives & Targets at each relevant function and level of the company. b) The means and time frame by which they are to be achieved. c) If the product relates to new developments and new or modified activities, products or services, Program(s) will be modified (amended) where relevant to ensure that Health & Safety Environment Management applies to such projects. Implementation & Operation Structure & Responsibility: Role responsibility and authority have been defined, document and communicated in order to facilitate effective Health & Safety & Environment Management in all locations and spheres of operations within the company. Management: Besides the responsibilities & authority defined in the Organization, the Management have the responsibility: a) for ensuring that Brigade System Integrators upholds the Health & Safety & Environment Laws of the U.A.E & Qatar. b) for setting the Companies Policy for Health & Safety & Environment. c) for approving allocation of resources for implementation of this policy and associated arrangements, d) For approving the training for Health & Safety & Environment. e) For ensuring that all matters related to Health & Safety & Environment are communicated down to the correct level responsibility. Management Representative: The Management responsibility for Health & Safety & Environment to the quality assurance and quality control manager who irrespective of other responsibilities, has roles, responsibilities and authority for

a) Ensuring that Health & Safety & Environment Management system requirements are established implemented and maintained in accordance with company s policy. b) Reporting on the performance of the Health & Safety & Environment Management system to top management for review and has basis for improvement system. Safety officer: The safety Officer reports to the management Representatives and has responsibilities related to Health & Safety & Environment at the workshop and warehouse Mussafah / Sites. Review the hazards, risks and impacts together along with the Management Representatives. Resources: The Management is providing the resources essential to the implementation and control of the Health & Safety & Environment Management System. Employees have access to appropriate Health & Safety & Environment knowledge skills and experience to manage its activities safely and in accordance with the company system requirements. Training, Awareness & Competence: The Management will make arrangements to identify the Health & Safety & Environment competencies required, at all levels with in Brigade System Integrators, in order to identify the training needs, whenever there are changes in the organization, the job and the person. The Management will require that all personnel whose work may create a significant Health & Safety Hazard and / or significant Environment impact have received appropriate training. The Company established and maintains the Training & Qualification Records Procedure, in order to make its employees at each relevant function and level aware of: a) The importance of conformance with the Health & Safety & Environment policy and procedure and with the requirements of the Health & Safety & Environment Management system, the significant. Health & safety risks, Environment issues, actual or potential, of their works activities and the Health & Safety & Environment benefits of improved personal performances, their roles and responsibilities in achieving conformance with the Health & Safety & Environment policy and procedure and with the requirement of the Health & Safety & Environment Management system Including emergency preparedness and response requirements, the potential consequence of departure from specified operating procedure.

b) Personnel performing the task which shall cause significant Health & Safety risks and / or Environment impact will be competent based on appropriate education, training and / of experience. Internal and External communication The management established and maintains procedure for the effectives internal communication of Health & Safety & Environment information between the various levels and functions of the company (e.g. the central safety committee composed of the general manager, Management Representatives and Safety Officer). The provision of specialist advice and service where appropriate. The Management is considering processes for external communication on its significant Health & Safety & Environment aspects and recorded its decision. Accident / incident Investigation: The objective is to reduce the frequency of accidents and incidents by applying the lessons learned from effective investigation and reporting. The Safety Officer or Management Representative prepares the Accident Report when an accident occurs. It is forwarded to the financial & Administration Manager who will inform the General Manager about the event and act accordingly. The investigation that follows up is based mainly on this report but also on the answers received from witnesses. The conclusions will be recorded on the same report. Corrective preventive actions that may result from Investigation will be recorded on the corrective action request or quality improvement report. b. Emergency Preparedness: The objective is to ensure effective response to emergency situations by specific planning and training. The emergency response plan details the corporate organization and requirements for workshop and office emergency response relating to workshop, warehouse head office and sites. The technicians have the obligation to comply with the rules for safety of the company when they perform maintenance works on company s site. PPE (Personal Protection Equipment) is mandatory while performing risks jobs. The safety officer will ensure that equipment is available and operational. The management reviews and revises, where necessary its emergency preparedness and response procedures in particular occurrence of procedure where practicable. Quality Management System: Management responsibility and commitment: Top management is providing evidence of its commitment

to the development and implementation of the quality management system and continually improving its effectiveness by communicating to the organization the importance of meeting customers as well as statutory and regulatory requirements. Establishing the quality assurance policy, establishing the quality objectives and ensuring the availability of resources.
