Monterey Bay Unified Air Pollution Control District 24580 Silver Cloud Court, Monterey, CA 93940 MEETING DATE: June 15, 2011 CONSENT AGENDA TO: FROM: SUBJECT: The Air Pollution Control Board Joyce Giuffre, Administrative Services Manager Adopt a Resolution Approving a New Job Classification, Job Description, and Pay Range For the Position of Computer Systems Analyst Effective July 1, 2011 RECOMMENDATION Adopt a resolution of the Board of Directors (Board) of the Monterey Bay Unified Air Pollution Control District (District) approving a new job classification, job description, and pay range for the position of Computer Systems Analyst effective July 1, 2011. The new job classification, job description, and pay range were reviewed and approved by the Budget and Personnel Committee on May 18, 2011. DISCUSSION The organization chart in the fiscal year 2011-12 draft budget includes a new position called Computer Systems Analyst reporting to the Deputy Air Pollution Control Officer (DAPCO). Staff recommends adding this position in lieu of filling an unfilled Engineer III position. The Computer Systems Analyst will provide much needed support in developing and implementing a new District-wide database system, which is a critical element in modernizing the District s data management and ensuring data integrity. A new database will replace multiple databases that staff currently uses, including the Q&A main permit database that is over twenty years old. It is important that the District has the additional resources and expertise from a systems analyst to support the migration to a new database system and for other software development. FISCAL IMPACTS The proposed pay range for the Computer System Analyst is Range 85 with the Step 1 hourly rate of $38.22 and the highest Step 6 hourly rate of $51.10. The annual pay plus benefits is estimated at $135,000. The new position is in place of filling a vacant Engineer III position, which is classified under the same pay range. MONTEREY BAY UNIFIED AIR POLLUTION CONTROL DISTRICT Computer Systems Analyst Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications may not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position. DEFINITION: The Computer Systems Analyst is accountable for business analysis, developing, documenting, and successfully implementing and supporting complex databases and software applications used by the agency. This position works closely with other staff and management team members. DISTINGUISHING CHARACTERISTICS: The Computer Systems Analyst is an advanced journey level, lead or specialist position. Incumbents perform the more difficult database and application development work, including project management, program development, and special project implementation. Duties performed by incumbents in this class require specialized knowledge and/or the ability to perform special assignments not required of a journey level analyst programmer. SUPERVISION RECEIVED/EXERCISED: The position reports to the Deputy Air Pollution Control Officer (DAPCO) and operates with substantial latitude and has no supervisory responsibilities. Additionally, this position may provide support to other IT personnel and contractors for the management and administration of the agency s network resources. ESSENTIAL FUNCTIONS: (may include but are not limited to the following) The Analyst is accountable for: All phases of the software application development process, including: assessing needs and requirements, performing complex systems analysis, prototyping, designing, developing, testing, debugging, deploying, and supporting applications used by internal customers. Designing, implementing, and maintaining logical components of physical databases that underlie the agency s information systems. Participating in regular meetings to discuss project status and schedules with end users and management. Participating in tactical and strategic planning discussions related to the agency s technology needs. Maintain, organize, and document all code/class libraries developed. Participates in peer review of code. Complete special projects and other duties as assigned. Successfully maintains relevant developer skills through District sponsored training

COMPUTER SYSTEMS ANALYST Page 2 PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is also required. The nature of the work also requires the incumbent to occasionally drive motorized vehicles. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience: The successful candidate will have: Bachelors Degree from an accredited college or university in Computer Science, or similar Program, or proven relevant experience. Minimum of 3 to 5 years professional work experience in formal software development role using object oriented programming. License/Certificate: Possession of, or ability to obtain, a valid Class C California driver s license. KNOWLEDGE/SKILLS/ABILITIES: (The following are a representative sample of the KSA s necessary to perform essential duties of the position.) Knowledge of: Principles of database design and access. Principles of operation, maintenance, administration, and capabilities of computer database systems. Specific techniques, language, and procedures for the creation, maintenance, and administration of relational database management systems. Proficiency in.net Framework (v2.0 or newer) (Minimum of 2 years, within the past 3 years) Proficiency in C#/Visual Studio 2005 or newer (Minimum 3 years, within the past 4 years) Proficiency in Microsoft SQL 2005 or newer (Minimum 3 years, within the past 4 years) Experience developing both traditional Windows based and Web based applications using Microsoft Visual Studio (WinForms, Windows Presentation Foundation (WPF), Windows Communication Foundation (WCF), Windows WorkflowFoundation (WF), XAML) Experience with Microsoft SharePoint technology (desired) Ability to work and communicate effectively in a team environment to facilitate learning and collaboration.
