A project within the Interreg IIIB North Sea Programme STATISTICS REPORT GERMANY Unitised Goods Flows via Ports in Germany Annex 1.3.3.5 to the Final Report February 2007

PREFACE This technical paper including separate databases for unitised goods flows via German North Sea and Baltic Sea ports, and traffic through the Kiel Canal ( Nord-Ostsee Kanal ) has been elaborated as part of the SUTRANET project (Work Package 1: Transport Research and Development Network). SUTRANET ( Sustainable Transport Research & Development Network in the North Sea Region ) is a project within the framework of the European Commission s (EC s) Interreg IIIB North Sea Programme. The aim of the paper is to provide a basis for the analysis of available statistics as regards unitised goods flows via ports in Germany with a view to international freight traffic in the North Sea Region. The paper gives a short presentation of the available data sources and relevant statistics. It is assumed that all German ports, which handle unitised goods flows in international traffic, to a varying degree represent transport links related with the North Sea Region (NSR). The SUTRANET databases for ports in Germany and for traffic through the Kiel Canal are presented separately as Excel files and structured in a way so that they are consistent with similar SUTRANET databases elaborated on unitised goods flows for other countries in the NSR. This enables a comparison and analysis of data across the countries. The paper includes two parts: - German Port Statistics, and - Information on the Kiel Canal Statistics. The paper identifies some shortcomings of the present port statistics to be resolved in order to improve and harmonise the statistical reporting on unitised goods traffic in between the countries bordering the North Sea. The paper and the SUTRANET databases for German ports and the Kiel Canal have been elaborated by researchers and specialists at ISL Institute of Shipping Economics and Logistics, Bremen. Overview of the SUTRANET Databases for German Ports The SUTRANET databases consist of information about: Annex 1: Unitised Goods Flows via German Ports Comparative Tables for the years 2003-2005; Annex 2: Seaborne Container Traffic via Hamburg and Bremerhaven - - Development 1990-2005 - Distribution on Countries in Northern and Western Europe 2004 and 2005 Annex 3: Kiel Canal Transit Traffic - - RoRo vessels 1996-2005 - Container traffic 1996-2005 - All types of cargo 2003-2005. Similar database structures as presented in Annex 1 have been elaborated for ports handling unitised goods in Norway, Denmark, Sweden, UK, and partly the Netherlands/Belgium. The complete databases (Annexes 1-3) can be provided as Excel files on request to the SUTRANET secretary, ref. the website www.sutranet.org. Location of German Ports Handling Unitised Goods The SUTRANET databases include the following ports in Germany which have been identified as handling unitised goods with foreign origin or destination in 2003-2005: North Sea ports: Baltic Sea ports: 1. Part 1: German Port Statistics Prepared by: Institute of Shipping Economics and Logistics (ISL) 2

1.1 Data Collection The ISL databases regarding German maritime transport contains annual data. These data are derived from the Federal Statistical Office in Germany and provide maritime data for transport of net weight of goods (in tonnes), excluding tare weight of the loading equipment. Since 2000, the data collection is based on the terms of EU Council Directive 95/64/EC on statistical returns in respect of carriage of goods and passengers by sea and of Commission Decisions 98/385/EC and 2000/363/EC. The German maritime transport data have been calculated using data collected at port level, e.g. data is sampled from German sea ports, monthly transmitted to the competent Federal States Statistical Offices (Statistische Landesämter) 1. After data collecting and data compilation, data are transmitted to the Federal Statistical Office in Germany. The data used in the statistics are collected by the different data providers at port level: ship agents, operators terminal operators customs private companies port authority. According to information of the port authorities, up to 40% of the relevant statistical information is reported by ship agents/operators in an electronic exchange. It would be a great help for the port authorities or Federal Statistical Offices respectively, if all ship operators / agents will use in future the electronic way of data exchange. The reporting procedure is illustrated on Figure 1. 1.2 Data Characteristics and Availability ISL Data ISL seaborne trade data are derived from the German Federal Statistical Office on a yearly basis and include the following items: transport flow: incoming / outgoing German ports ports abroad 52 commodity groups, based on the uniform nomenclature of goods for transport statistics (NST/R) weight of the goods, e.g. the tonnage of goods carried, including packaging but excluding the tare weight of containers or RoRo units transported TEUs loading category (container, RoRo, liquid bulk, dry bulk, break bulk). The above mentioned maritime data have been available since 2001. It is worth mentioning, that maritime data provided by the German Federal Statistical Office are available at port level in Germany and abroad, whereas data provided by EUROSTAT are published on a port level for each reporter country and abroad on coastal areas or on country level. ISL seaborne trade data are with costs. Public Data by the Federal Statistical Office Germany With regard to cargo turnover in the German ports, the German Federal Statistical Office publishes monthly data, differentiated by German ports, cargo flows, commodity groups, loading categories and weight of the goods in tonnes. In future, once the countries agree and the Council decides it, it will be replaced with the NST 2000 nomenclature, e.g. 19 commodity groups. The German Federal Statistical Office even hold 52 commodity groups NST/R-2 digits) referring to maritime transport. However regarding the commodity groups, main ports like Hamburg or Bremen/Bremerhaven are having massive problems to identify those commodities, which were transported in containers. Often the commodities were covered in the diverse group 99 (miscellaneous articles). As a comparison: Ports like Rotterdam and Antwerp do not publish commodity groups in maritime container transport. Antwerp uses their own commodity group containers 3 and Rotterdam uses strictly the official commodity group 99 for containerised cargo. With a view to commodity groups, on a European port-to-port level data are not comparable. 3 Commodities are only known for non-containerised cargo. All containerised cargo appears as Containers 6

Thus, the EU s view to hold on to 24 (19) commodity groups, is in no way realistic anymore. The reported loading category is the only reliable source with a view to the commodity structure. Other Statistical Needs Information on the port hinterland traffic and on transhipment is not available, but would be relevant for maritime issues. Due to missing regulations, such important information is not recorded / collected. Even though hinterland or transhipment data are frequently requested, e.g. from ship operators, ports or administration, there are no statistics available at all. Port authorities are reporting occasional, sporadic information concerning modal split, but hinterland traffic with origin/destination cannot be published. In view of transhipment traffic, even port authorities have no information regarding container flows in that sector. Besides the pure port turnover, statistics for some other statistical needs could be interesting for various tasks, like e.g.: port employment statistics, value of the handled commodities, port investments, port production statistics (value added, etc). 7

Part 2: Information on the Kiel Canal Statistics Prepared by: Institute of Shipping Economics and Logistics (ISL) 8

2.1 Statistical Information about the Kiel Canal Provided by the WSD Nord 4 The world s busiest artificial waterway, the KIEL CANAL (known in Germany as the NORD-OSTSEE-KANAL) runs for almost 100 km right through Schleswig-Holstein - from Brunsbüttel to Kiel-Holtenau - and links the North Sea with the Baltic Sea. An average of 250 nautical miles will be saved by using the KIEL CANAL instead of the way around Skaw. Today the KIEL CANAL is the basis for the trade between the countries of the Baltic area with the rest of the world. Data Characteristics and Availability The WSD Nord provides detailed data for the Kiel Canal. On request, the following data can be prepared by the WSD and is with costs: direction of the vessel (eastbound, westbound), origin/destination of the vessel (vessel relation), number of vessels, loading weight in tonnes (excluding tare weight), ship type, ship dimensions (dwt, gt and TEU), flag of the vessel, and transported commodity groups (15 commodity groups). Detailed data, compiled and produced by the WSD Nord, is only available on a yearly basis for the period 1996 2005. Kiel Canal Statistics in the ISL In-house, Kiel Canal data is only available in a printable version. On a monthly and yearly basis, data are available since about 15 years. The statistics shows monthly data, differentiated by: direction of the transport (eastbound, westbound) traffic form, transit traffic or local canal traffic number of vessels loading in tonnes ship type and commodity groups (15 commodity groups). 4 Wasser- und Schifffahrtsdirektion Nord, Kiel 9

Printed data for the Kiel Canal do not show the connection between ship type and loading category. Meanwhile, Kiel Canal data on a monthly and yearly basis is available on the Internet and is free of charge. 5 On the official web side of the Kiel Canal, yearly data for the years 2000-2003 are available and can be downloaded without costs. 6 Furthermore, monthly data can be downloaded exclusively for the present month. Monthly data backwards are also available on request without costs.
