Welcome Letter Dear Applicant, Motivated by a challenge? Want to make a genuine positive difference to people s lives? Believe in the value of being physically active? If the answer to these questions is yes, then you might just be what we are looking for! Run Birmingham is an exciting and unique project funded through the National Lottery Sports Fund and Birmingham City Council aimed at engaging those that are currently inactive to get involved in running in the City. Working closely with partners including England Athletics, Great Run Company, Sport Birmingham and Birmingham City Council, this circa 3m project seeks to deliver improved health outcomes and reduced health inequalities, reducing barriers to participation and influencing positive behaviour change by offering a wide range of free or low cost running opportunities to all local people regardless of their ability, location, gender or background. This is an exciting project testing out new and creative ways to engage people in running and to sustain that interest. We want to inspire at least 5,000 currently inactive citizens to start running and stay active and inspire a further 15,000 infrequently active citizens to become active more regularly whilst at the same time grow both the Birmingham 10km and ½ marathons. A big challenge! To do this we are looking to appoint a highly motivated, enthusiastic and dynamic team including a Project Manager, Marketing Officer and 3 Activators to drive this project forwards. Role Description Job Title Run Birmingham Project Manager Location Ladywood Community Centre Job Purpose As the Project Manager you will be responsible for working with the Project Steering Group to set the strategy, and then implement this strategy with the team. You will also be responsible for managing the delivery of the Run Birmingham project. You will lead the project team in delivering Run Birmingham s vision to deliver improved health outcomes across Birmingham and in particular reduce health inequalities to the most deprived areas of the city, reducing barriers to participation and influencing positive behaviour change. Key Responsibilities Project management Lead the planning, development, implementation and continuous improvement of the RunBirmingham project across the city, ensuring collaboration between partners, placing the participant at the heart of the programme. Oversee the line management of the project delivery team leader to ensure the effective delivery of the programme overall. Manage the overall budget relating to the project reporting to the project steering group. Partnership & stakeholder development and management Build and sustain effective partnerships with all members of the project steering group to ensure performance against the outcomes is delivered on and reported in a timely and productive manner. Strengthen the project steering group through extending its membership. Working with the chair of the steering group, develop MoU / SLA agreements for all partners - detailing role, responsibility and commitment to the project. Ensure that partners deliver on commitments to project. Work closely with Great Run Company to ensure the delivery of the GRLs and ensure that aspects of the project to be delivered by them are integrated into the overall project delivery. Work closely with England Athletics to ensure that they are integrated into the delivery of the project and working to develop new opportunities for runners, especially those previously inactive. Ensure that a range of social running opportunities are developed alongside the club and competitive running structure including England Athletics s Run Together programme. Initiate, develop and sustain partnerships with other relevant agencies including ParkRun, GoodGym, Race for Life to ensure that the model of collaborative approach to delivery across the running in the city is achieved. Work closely with Birmingham City Council and specifically the Wellbeing Service to ensure that the wider work of the programme is supported by and integrated into the work undertaken by the council. Ensure added value and maximum impact through synergy with the work being undertaken by the Service with target communities of those in deprived communities and those who are inactive. Key Responsibilities continued... Marketing Manager the Run Birmingham Marketing Officer to ensure a marketing strategy is developed to achieve the projects aims and objectives. Ensure through the Marketing Officer that a marketing sub group is established to support delivery of the marketing elements of the project. Ensure that through the Marketing Officer targeted marketing campaigns are developed and implemented designed to grow running participation amongst key target audiences, ensuring that these align to/dovetail with other marketing activity for sport & physical activity offers across the city. Work with partners to build understanding of how to reach and engage target audiences and ensure that this is used to support the development of marketing campaigns. Performance Management Manage the relationship with / the appointment of an agency responsible for monitoring and evaluating the impact of the projects. Establish a dashboard of targets and KPIs to enable effective monitoring of the project delivery and report regularly on performance to the steering group. Ensure that systems and processes are designed and implemented effectively to allow data capture of activity and key demographics in outdoor spaces are used to inform programme level reporting and performance management in line with the data pilot work being undertaken by Sport England and BCC. Agree and establish clear reporting mechanisms to the project steering group and the funder. Oversee delivery of performance reports and advise project steering group of performance and actions needed to ensure success. Share good practice as required with wider stakeholders. Ensure the effective management and performance monitoring of all the delivery sites across the city for the couch to 5 k and the Great Run Locals as agreed within the performance delivery plan. Ensure that the RunBirmingham project delivers value for money in terms of cost per outcome and number of participants from target groups in agreement with the steering group. Project planning and delivery Responsible for development and management of detailed annual operational plans detailing key success measures, objectives and how they will be achieved, to be agreed with the steering group. Work with the Team Leader and Activator team to ensure that a clear workforce & volunteer development pathway is established to enable people in local communities to move into leadship positions within the project. Align this closely with The Birmingham Way workforce project in the city and ensure the learning from this project is integrated. Oversee the development and implementation of a broad range of different running opportunities and products across the city, utilising parks, community space and a wide range of community stakeholders beyond the existing running infrastructure. Key Responsibilities continued... Staff management Effectively line manage the Run Birmingham Marketing Officer and Team Leader for the project to achieve project outcomes. Within the above ensure all team members have individual SMART work plans that are regularly monitored and reviewed. Ensure that team members are suitably trained to deliver the outcomes of the Run Birmingham project. Financial management To be responsible for the financial management and reporting of the financial resources allocated to the responsibilities of the post. To lead on setting finance allocations against agreed project outcomes for the project board. To liaise with Sport England on funding as reporting requires. Seek external funding to support the development and sustainable delivery of the business as appropriate. As necessary, seek external funding to support the development and delivery of training and development opportunities for the staff that come under the responsibility of this post. All employees are expected to maintain high standards of customer care, to uphold Sport Birmingham s Equality and Diversity Policy and health and safety standards and to participate in training activities necessary to their role. Resources management Management responsibility for: Team Leader, Marketing Officer, 3 Run Activators and any casual staff employed in the project. Reports to: Director of Sport Birmingham as day to day line manager. Reports to the Run Birmingham steering group (this includes Birmingham City Council, Sport England, England Athletics, Great Run Company, Sport Birmingham). Budget Responsibility: Managing a project budget including award of 1.55m lottery funding. To note: The annual budget is approved by the project steering group. 6

Main job requirements and person specification Education/Qualifications: Essential Educated to degree level or equivalent in a physical activity, health or management related subject or equivelant experience. Experience: Essential Experience of working in/strong knowledge of Birmingham. Experience at a senior level in a sport or health and wellbeing environment including proven track record in the strategic development of projects/ services and delivering at pace. Experience of managing financial resources and associated budget, performance and monitoring procedures including the establishment of KPI s. Experience in developing and managing a team with diverse skills and experience to acheive a common goal, including development and management of individual work programmes. Experience of developing both universal and tailored physical activity and sport programmes in a range of settings (leisure centres, community venues, parks and green spaces) including in association with health partners. Experience of leading and developing partnerships at a senior level. Experience of working with National Governing Bodies to develop and implement new initiatives and programmes. Desireable Experience of implementing health-related and or physical activity programmes in outdoor settings. Abilities/Skills/Knowledge: Knowledge of behaviour change models and using insight to inform delivery Knowledge/experience of local government structures. Excellent interpersonal skills, ability to communicate with, negotiatie with and motivate a wide range of people. Ability to think strategically on City wide issues. Excellent organisational skills and a proven track record in meeting tight deadlines for complex projects. Computer literate. Ability to assess skill requirements for delivery of programmes and source appropriate training and development for staff. 7

Employment benefits Salary Band: Fixed Term: Annual Paid Holiday: Hours: 45k per annum (Full-Time) 2 Years 25 days plus Statutory Bank Holidays 37 hours per week.
