What is ISAS? Why was it created? To transfer all social assistance processes to an electronic platform To establish a Social Welfare and Poverty Inventory To establish efficient control and monitoring mechanisms to ensure fair distrubition of resources What does it do? It manages all Social Assistance processes: Application/Registration, Investigation, Payments, Monitoring, Accounting, Auditing and others 6

Who benefits from ISAS and how? STATE Savings on time and resources in delivery of social assistance Neediness situation inspection decreased from 15-20 days to approximately 1 minute Integrated processes/services: payments, case management, etc (economies of scale) Disbursement time shortened (time from aplication to payment ) Other government institutions workload decreased (web access) and public resources saved Efficient control and auditing mechanisms were provided Misuses blocked and duplications avoided Bureaucracy was minimized (paper work reduced) Electronic record keeping through ISAS saves the Turkish Government from processing approximately 5 million paper documents per month. Reliable statistical information required for developing efficient social policies were obtained 12
Who benefits from ISAS and how? CITIZENS Social assistance application process shortened and easier Documents needed decreased from 30 to 1 (only identity card with Turkish ID number) Period for accessing assistance was reduced Time for application decreased from days to minutes, processing reduced from months to days Citizens can easily reach the latest information about their application (E-gov integration and SMS Delivery Service) Full automation of payments: transfer to bank accounts Social Assistance Card (2 million delivered 13
Background and Timeline: how has this work taken shape? Project started in 2010 and finished at the end of 2015 Total budget: 35 million Turkish Lira (aprox. 10 million USD) System developed module by module with an incremental and flexible method Current Status: Maintenance and continuation contract (for 2 years) has been signed between ministry of Family and Social Policies and Turkish Scientific Research Council (TÜBİTAK) 14
