MASTER AGREEMENT FOR BRIDGE DESIGN SERVICES SCOPE OF WORK The professional services to be provided by the Consultant under this Agreement shall be as necessary to complete the required analyses, layouts, plans, specifications, load ratings, checks and verifications, shop plan review and approval, and other items incidental and necessary to be incorporated into the final contract documents for projects. Submittals shall be directed to the attention of the State Bridge Engineer for review and approval. The scope of work for each project shall be identified in the Project Work Directive from the options below. Electronic documents and files shall be submitted to the State Bridge Engineer with the original final reports, designs, or details, layouts, including software program input and output files, spreadsheet applications, etc. Option 1. Superstructure Design The Consultant shall complete the superstructure design, which may include the design of the bridge girders, deck, bearings, and/or expansion device. Structural designs and specifications shall be in accordance with the current edition and interims of the AASHTO LRFD Bridge Design Specifications; and supplemented by the Bridge Applications Manual and updates, and the Bridge Design Manual and updates, unless noted in the Project Work Directive. The original structural designs shall be sealed by a Professional Engineer registered in the State of Wyoming and checked by a second qualified structural engineer. This work shall be accomplished in accordance with the State s guidelines, instructions, and standard office procedures and practices. The design shall incorporate hand calculations that may be supplemented by computer software applications. If the Bridge Rating and Analysis Structural System (BRASS TM ) software suite is used as part of the design or design check, the latest version of the software shall be used. The Consultant should anticipate that design issues and assumptions made in previous Load and Resistance Factor Design (LRFD) designs may not be appropriate for this project. In those areas of the LRFD specification where the Consultant is required to make assumptions or where the specifications may be interpreted in different manners, the Consultant shall bring these to the immediate attention of the State Bridge Engineer for resolution prior to proceeding with the design. Upon completion, a report documenting design assumptions and issues associated with this design, and resolutions shall be provided to the State Bridge Engineer. Check prints shall consist of at least one (1) print each of the design sheets, upon which correct work has been marked through with a yellow marker and incorrect work has been marked with a red marker, with the corrections, additions, or deletions also indicated in red. Review prints will be used by the State for suggested changes, modifications, and/or adjustments. The Consultant shall make changes, modifications, and/or adjustments to the 1

preliminary and final design work as the State or the Federal Highway Administration (FHWA) may require and, if requested, submit such revisions for review. A set of review prints shall be submitted to the State Bridge Engineer upon completion of the structural design. limited to, copies of road plans, structure selection report, and preliminary layout. 1. Substructure Design The Consultant shall complete the substructure design, which may include the design of abutment and/or bents/piers. Structural designs and specifications shall be in accordance with the current edition and interims of the AASHTO LRFD Bridge Design Specifications; and supplemented by the Bridge Applications Manual and updates, and the Bridge Design Manual and updates, unless noted in the Project Work Directive. The original structural designs shall be sealed by a Professional Engineer registered in the State of Wyoming and checked by a second qualified structural engineer. This work shall be accomplished in accordance with the State s guidelines, instructions, and standard office procedures and practices. Overhead Sign Structure Design The Consultant shall complete the overhead sign structure design, which shall include the design of the foundation. Structural designs and specifications shall be in accordance with the current edition and interims of the AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals, and supplemented by the Bridge Applications Manual and updates. The original structural designs shall be sealed by a Professional Engineer registered in the State of Wyoming and checked by a second qualified structural engineer. This work shall be accomplished in accordance with the State s guidelines, instructions, and standard office procedures and practices. The design shall incorporate hand calculations that may be supplemented by computer software applications. Check prints shall consist of at least one (1) print each of the design sheets, upon which correct work has been marked through with a yellow marker and incorrect work has been marked with a red marker, with the corrections, additions, or deletions also indicated in red. Review prints will be used by the State for suggested changes, modifications, and/or adjustments. Miscellaneous Design The Consultant shall complete the design items noted in the Project Work Directive which may include, but not be limited to, the design of earth retaining systems, reinforced concrete box culverts, major pipes and headwalls, hydraulic structures (siphons, diversion boxes, etc.), and pedestrian structures. Structural designs and specifications shall be in accordance with the current edition and interims of the AASHTO LRFD Bridge Design Specifications; and supplemented by the Bridge Applications Manual and updates, and the Bridge Design Manual and updates, unless noted in the Project Work Directive. The original structural designs shall be sealed by a Professional Engineer registered in the State of Wyoming and checked by a second qualified structural engineer. This work shall be accomplished in accordance with the State s guidelines, instructions, and standard office procedures and practices. Load Rating Load ratings shall be in accordance with the provisions for the Load Factor Rating (LFR) and Load and Resistance Factor Rating (LRFR) methodologies set forth in the most current edition of the AASHTO Manual for Bridge Evaluation (MBE) and supplemented by the Bridge Operations Standard Practice BOSP 17-1, Load Ratings. The LFR rating shall be provided for the structure based on the HS20 truck along with the Wyoming rating vehicles using the latest version of the BRASS-GIRDER TM program. The LRFR rating shall be provided for the structure based on the HL93 vehicle using the latest version of the BRASS-GIRDER TM program. If the BRASS TM programs cannot be used to load rate the structure, provide hand computations in accordance with the current edition and interims of the AASHTO LRFD Bridge Design Specifications and the AASHTO Manual for Bridge Evaluation, supplemented by the Bridge Applications Manual and updates, and the Bridge Design Manual and updates. Load rating summary sheets, together with BRASS TM input/output files and supporting hand computations, if required, shall be submitted for approval. Load rating summary sheets shall be sealed by a Professional Engineer licensed in the State of Wyoming. limited to, copies of structure plans and design loads. 1. Option 6. Detailing The Consultant shall accomplish all work necessary to complete the required layouts and plans, checks and verifications, and other items incidental and necessary to be incorporated into the final contract documents as noted in the Project Work Directive. The detailing may include the preparation of layouts; superstructure, substructure, bridge rehabilitation, bridge widening, culverts, earth retaining system, miscellaneous hydraulic structure, miscellaneous structural detail, overhead sign structures, and pedestrian structure construction plans; waters of the U.S. and wetlands impacts; and check prints for each of the above items. The details shall be checked by a second qualified engineer or technician with experience in bridge design or detailing. This work shall be accomplished in accordance with State s guidelines, instructions, and standard office procedures and practices. The final details shall be sealed by a Professional Engineer registered in the State of Wyoming. If the proposed work noted in the Work Directive(s) is rehabilitation detailing based on a WYDOT Structure Rehabilitation Report, the Consultant shall anticipate a site visit to each structure to familiarize themselves with the existing conditions. Check prints shall consist of at least one (1) print each of the detail sheets, upon which correct work has been marked through with a yellow marker and incorrect work has been marked with a red marker, with the corrections, additions, or deletions also indicated in red. Review prints will be used by the State for suggested changes, modifications, and/or adjustments. The Consultant shall make changes, modifications, and/or adjustments to the final details as the State or FHWA may require and, if requested, submit such revisions for review. A set of completed prints and review prints shall be submitted to the State Bridge Engineer for approval. The details shall be machine produced by a computer aided drafting system and shall be printed on 11" x 17" paper. The final bridge plan sheets shall also be submitted on electronic media compatible with MicroStation V8 having file names conforming to the naming convention outlined in the Bridge Applications Manual. When required, the Consultant shall draft a Preliminary Layout for the bridge using the Structure Selection Report as the basis. The Preliminary Layout is a basic engineering drawing depicting the proposed bridge plan and elevation. This layout shall also indicate the proposed substructure types and appropriate structure data as required. The Preliminary Layout shall be submitted along with a draft Title and General Notes sheets to the State Bridge Engineer for review and approval. When required, the Final Geology Layout shall be prepared using the Substructure Layout Sheet and Final Geology Review identifying the substructure types, loads, elevations and pertinent notes applicable to the substructures. 6

Option 7. Hydraulic Analysis - Bridges and Culverts Identify the hydrology and hydraulic requirements for drainage areas affecting the project. Specific recommendations for drainage structures shall be provided based on the hydraulic analysis and anticipated grade line. If the recommended drainage structure falls within the classification of a Class I or II Design in accordance with WYDOT Operating Policy 18-6, Drainage Design for Highway Systems, a formal Hydraulic Report shall be prepared. The Hydraulic Report shall identify the hydrology and hydraulic requirements for Class I and II Designs in accordance with the State s Operating Policy 18-6. Specific recommendations shall be provided based on the hydraulic analysis, anticipated grade line, and the selected design and review frequencies. The Hydraulic Report shall include a variety of pipe sizes and types, reinforced concrete box culvert sizes, and/or bridge bottom widths that meet the hydraulic requirement of each site. These alternatives shall adequately bracket the major changes in the velocities, headwater, highwater, and roadway overtopping discharge. A draft report shall be submitted to the State Bridge Engineer for review and comments. The Consultant shall consider these comments and submit the Final Hydraulic Report, sealed by a Professional Engineer registered in the State of Wyoming, to the State Bridge Engineer for review and approval. limited to, copies of road plans and project mapping. 1. Current WYDOT Operating Policy 18-6, Drainage Design for Highway Systems. Option 8. Quantity Calculations The Consultant shall prepare two independent sets of quantities for development of the Estimated Quantities and final cost estimate for the project. Each item shall include the bid item number and description to match the associated item in the 2010 Wyoming Department of Transportation s Standard Specifications for Road and Bridge Construction. 7

Shop Plan Review The Consultant shall review and approve, or make other appropriate notation to, the fabricator's shop plans which may include, but not be limited to, structural steel, precast concrete girders, precast box culverts, bridge railing, pedestrian railing, bearing, and expansion devices. The Consultant shall confirm whether the shop plans are accomplished in accordance with the details and the 2010 Wyoming Department of Transportation s Standard Specifications for Road and Bridge Construction. This review shall also verify the material certification and mill test reports for the structural steel and high strength bolts. The Consultant shall verify the information shown on the advanced set of structural steel fabrication and erection drawings by designating correct work with a yellow marker. Errors, omissions, or corrections required shall be noted with a red marker. The Consultant shall complete this review and return two (2) corrected copies of the advanced shop drawings to the State Bridge Engineer within twelve (12) working days, one (1) of which will be returned to the fabricator for corrections. The Consultant shall retain one (1) set of the advanced drawings for future reference when checking the final shop drawings. Upon receipt of the final shop drawings, the Consultant shall verify, in the manner outlined above, that the required corrections have been made. Seven (7) copies of the approved shop drawings shall be returned within five (5) working days to the State Bridge Engineer. The Consultant shall review and approve, or make other appropriate notation to, the fabricator s shop plans for the bridge railing, pedestrian railing, expansion devices, or other miscellaneous shop plans as noted in the Project Work Directive. This shall be accomplished using the same procedures outlined above. The time frame for checking these components shall be five (5) working days for the advanced drawings and final shop drawings of each component. limited to, copies of structure plans. 8

Option 10. Fabrication Inspection The Consultant shall provide fabrication inspection which may include, but not be limited to, structural steel, precast concrete components (girders, beams, and box culverts), bridge railing, pedestrian railing, bearing, and expansion devices as noted in the Project Work Directive. The Consultant shall verify whether the fabrication is in accordance with 2010 Wyoming Department of Transportation Standard Specifications for Road and Bridge Construction. The Consultant shall notify WYDOT at least fourteen (14) days prior to the anticipated shop inspection dates. WYDOT will need to approve the use of any subconsultant for fabrication inspection prior to any shop inspection. The inspector, for steel components, must be an American Welding Society (AWS) Certified Welding Inspector. Upon completion of fabrication inspection, a report summarizing the inspection shall be provided to the State Bridge Engineer. The report shall include, at the minimum, the daily inspection reports, components inspected, issues found and the corresponding resolution. limited to, copies of structure plans and approved shop plans. Option 11. Bridge Rehabilitation Inspection The Consultant shall visually inspect each structure to determine work needed. The Consultant shall notify WYDOT at least fourteen (14) days prior to the anticipated inspection date(s) so that personnel from WYDOT s Bridge Program can attend the inspection(s) to help discuss deficiencies and proposed work. Upon completion of the rehabilitation inspection, a Bridge Rehabilitation Inspection Report summarizing the inspection shall be provided to the State Bridge Engineer. The report shall include, at the minimum, personnel attending the inspection, summary of deficiencies, and anticipated structural work. limited to, copies of existing structure plans, bridge inspection and inventory reports, bridge deck surveys, and structure photographs. Option 12. Structure Selection Report The Consultant shall write a Structure Selection Report which identifies the proposed structure type, span lengths, roadway width, skew, substructure and foundation types, and other site specific data. The Consultant shall consider pertinent hydraulic and geotechnical data, utility information, the Final Reconnaissance Report, and Engineer s Recommendations that support the Consultant s selection of the proposed structure(s). 9

Submit the Draft Structure Selection Report to the State Bridge Engineer for review. Upon final review and editing, the Final Structure Selection Report shall be sealed by a Professional Engineer registered in the State of Wyoming and submitted to the State Bridge Engineer for review and approval. The Consultant shall visit the project location to acclimate themselves to the proposed structure location and other items that will need to be considered in the Structure Selection Report. The report shall follow the format provided by the State. limited to, copies of road plans, example structure selection reports, Geology Report, Hydraulic Report, Engineer s Recommendations, Final Reconnaissance Report, existing structure plans, and bridge inspection reports and photographs. Option 13. Structure Rehabilitation Report Using the Bridge Rehabilitation Inspection Report as a basis, the Consultant shall write a Structure Rehabilitation Report which identifies existing structural deficiencies and the proposed work to address the deficiencies. The Consultant shall consider pertinent inspection and inventory data, hydraulic and geotechnical data, utility information, the Final Reconnaissance Report, bridge deck surveys, and Engineer s Recommendations that support the Consultant s proposed structural work. Emphasis shall be placed on work that addresses any item that causes a structure to be considered Structurally Deficient by FHWA criteria. Submit the Draft Structure Rehabilitation Report to the State Bridge Engineer for review. Upon final review and editing, the Final Structure Rehabilitation Report shall be sealed by a Professional Engineer registered in the State of Wyoming and submitted to the State Bridge Engineer for review and approval. limited to, copies of road plans, example structure rehabilitation reports, Geology Report, Hydraulic Report, Engineer s Recommendations, Final Reconnaissance Report, existing structure plans, bridge deck surveys, and bridge inspection and inventory reports and photographs. Option 14. Finite Element Model Development The Consultant shall develop and/or provide technical assistance, guidance, and peer review to the State in development of a Finite Element Model (FEM), a 3-D bridge model for skewed and/or curved bridges. The FEM developed by the Consultant shall be sealed by a Professional 10
