Scope of Inventory The inventory examines the emission by sources and removal by sinks of Greenhouse Gases (GHGs) of the following five sectors: Energy Industrial process Agriculture Land use change and forestry Waste 3

NAMA Initiative study in Lao PDR Mitsubishi UFJ Morgan Stanley Securities Cooperation with MPWT for Feasibility study NAMA in transport sector in year 2010 Pursuant to Urban Transport Master Plan Phase 1 Study (2010) Issues identified in the study for Transportation NAMA conducted in Lack of historical traffic data in order to determine the reference scenario Lack of data for detailed estimation of GHG emission reductions Uncertainty of MRV method based on the Traffic Demand Forecast 7

Phase 2 Study (2011) To study the feasibility NAMAs or Bilateral Offset Credit Mechanism (BOCM/JCM) application to the project activities, the following tasks shall be completed: Set up a reference scenario to reflect the historical tend Reassess the GHG emission reduction estimates Reassess the MRV method by means of a simulation model

Institutional Arrangement for the Climate Change National Environmental Committee (NEC) National Technical Working Group on Climate Change Established on 11 February 2013 Chair: Director General Department of Disaster Management & Climate Change, MONRE Members: Ministry of Agriculture and Forestry Ministry of Energy and Mines Ministry of Public Works and Transport Ministry of Science and Technology Ministry of Industrial and Commerce Ministry of Public Health Ministry of Education and Sport Duties Be as Secretariat to the NEC Provide suggestions to the NEC and MONRE Be the focal point for coordination between the Authorities Propose recommendations for the policy, strategy and legal document Be responsible for creation of policy, strategy and Support and monitor the Climate Change activities 12

Challenges faced in developing and implementing mitigation actions Establishment of the country specific default value for fuel efficiency by vehicle types will be useful for GHG emissions quantification of NAMAs options in the transport sector Capacity building on transport data collection may be required. Development of the other the listed NAMAs options will be required, Limited of National Climate Change expertise Limited of data for detailed estimation of GHG emission reductions Lack of financial support from government to Climate Change Mitigation and Adaptation 13

Lessons learned and suggestion for INDC, as appropriate Now Laos has not much mitigation project at present, however, Laos consider all the possibility to cooperate with international organization for implementing mitigation policies to contribute to convention UNFCCC Government of Lao tried to Increase of households with electricity to 70 % of total by 2010 and to 90 % of the total by 2020; and Increase forest cover 65% in year 2015 and to 70% in the year 2020 Contribution for mitigation should be base on the conditional in the country (Capacity, Budget available ) 14
