Advances in integrating adaptation and mitigation climate policies in Latin America: key considerations M.Sc. María José Gutiérrez Technical Expert, Secretariat LEDS LAC Platform 12 May Adaptation Futures 2016 1

We empower transformational leaders by: Creating a meeting space for a regional network of governments, cooperation agencies, non-governmental organizations, academia and the private sector, which are working to develop and implement LEDS, in order Open opportunities for coordination, collaboration and synergies. Develop and strengthen capacities and competences, promoting learning and exchange of information and best practices Disseminate, tools, case studies, methodologies and other mechanisms for LEDS design and implementation Need to strengthen the link between mitigation and adaptation in climate policies Search for triple win strategies that result in lower emissions, build resilience and promote development simultaneously Development Strategies Mitigation Strategies Low Emission Development Climate Compatible Development Co-Benefits Climate Resilient Development Adaptation Strategies Source: Mitchell y Maxwell (2010) 2

2015 Thematic Process: Integration of Mitigation and Adaptation Mapping of key stakeholders and initiatives Experts Draft paper (systematization of results) Presentation, discussion and feedback in IV Regional Final Publication Dissemination Experts : Strengthening the integration of resilience into Low Emission Development Strategies in Latin America and the Caribbean 28 and 29 July, 2015 - Bogotá, Colombia 22 Participants: Colombia, Chile, Brazil, Costa Rica, CATIE, CCAFS, WB Objective: Facilitate the exchange and discussion of previous and current experiences of linkages between mitigation and adaptation in region countries, and derive lessons learned, good practices and recommendations for future work. 2015 Thematic Process: Integration of Mitigation and Adaptation Mapping of key stakeholders and initiatives Experts Draft paper (systematization of results) Presentation, discussion and feedback in IV Regional Final Publication Dissemination www.ledslac.org - Publications 3

(2007) Time and Scope 4

Paying attention to potential trade-offs The challenge and purpose is to develop synergies that avoid negative effects over mitigation and adaptation through a specific previous analysis of the existing trade-offs. Experiences in the Region COSTA RICA Ministry of Agriculture and Livestock Low Carbon Livestock Development Strategy (EDGBC) BRASIL Ministry of Agriculture, Fisheries and Supply Plan ABC: Plan of Low Carbon Agriculture CHILE Office of Agrarian Studies and Policies (ODEPA); Institute of Agrigucltural Development (INDAP) Climate change, initiatives in Chilean Agriculture COLOMBIA Ministry of Housing and Territory Sectorial Adaptation Plan that includes Adaptation and Mitigation in the Housing and Territorial Development Sector. 5

Discussion among participants Discussion Topics: Coherence of Policies and Interinstitutional coordination Enabling conditions. Finance, capacities and stakeholder articulation Discussion Questions: What are the lessons learned and best practices? What are the challenges faced? What are some strategies or guidelines recommended? REFRAMING THE SYSTEM KNOWLEDGE MANAGEMENT INCLUSIVE ACTION GOVERNANCE COMMON LANGUAGE INCENTIVES FRAMEWORK 6

REFRAMING THE SYSTEM KNOWLEDGE MANAGEMENT INCLUSIVE ACTION System initially focused on mitigation (adaptation considerations come further on) COMMON LENGUAJE INCENTIVES MARCO DE GOVERNANCE GOBERNANZA Adaptation and LANGUAGE COMÚN mitigation treated separately in strategies, FRAMEWORK INCENTIVOS institutions and even cooperation Need to rethink institutional or political frameworks Pass from a sectorial vision to a systematic one encouraging that adaptation and mitigation permeate all national development practices REFRAMING THE SYSTEM KNOWLEDGE MANAGEMENT INCLUSIVE ACTION Availability of appropriate and updated information COMMON LENGUAJE INCENTIVES MARCO DE GOVERNANCE GOBERNANZA Knowledge of the co-benefits LANGUAGE COMÚN FRAMEWORK INCENTIVOS Evaluation and monitoring of the impacts, positive and negative, of mitigation measures on adaptation and vice versa Creation of indicators for synergies between adaptation and mitigation Dissemination of existing efforts national, regional and global levels 7

REFRAMING THE SYSTEM KNOWLEDGE MANAGEMENT INCLUSIVE ACTION Acknowledgement and inclusion of all interested stakeholders: public and private, different levels, COMMON LENGUAJE INCENTIVES MARCO DE GOVERNANCE GOBERNANZA sectors and ages LANGUAGE COMÚN FRAMEWORK INCENTIVOS Encouragement of associativity and alliances amongst different parts (public private partnerships, etc.) Acknowledgement, encouragement and interconnection of bottom-up and topdown approaches --- scaling of local actions to permeate national policies Dialogue and participative processes across all levels, particularly with local stakeholders and at an intersectorial level REFRAMING THE SYSTEM KNOWLEDGE MANAGEMENT INCLUSIVE ACTION Awareness and strengthening of capacities of relevant stakeholders COMMON INCENTIVES Encouragement GOVERNANCE of further research LANGUAGE FRAMEWORK Document and disseminate previous experiences and cases 8

(http://www.oecd.org/dac/stats/climate-change.htm) Challenges in integrated mitigation and adaptation FINANCE Risk of marketing cases of complementarity in which mitigation is predominant as synergy, through which a real advance is not achieved. Important to make use of new instruments such as the Green Climate Fund (GCF) as opportunities to promote a real integration of both agendas. Activities that integrate resilience into LEDS can help consolidate support for mitigation efforts where adaptation is assigned the highest priority, and vice versa Governments, financing agencies, donors and the private sector could adjust existing financial mechanisms to demand results in both mitigation and adaptation, and use these metrics to measure performance. 11

THEMATIC PROCESS (2 priority subtopics) MANAGEMENT OF KNOWLEDGE AND EXCHANGE SUPPORT TO COUNTRIES 12/05/2016 Challenges in integrated mitigation and adaptation MRV Several experts highlight MRV as a critical element for a successful integration of mitigation and adaptation, with the objective to better communicate the opportunities, benefits and trade-offs. Limited current capacities of MRV of adaptation itself, adding complexity to MRV of the integration between mitigation and adaptation Development of capacities, methodologies and knowledge in this topic is essential to be able to determine and measure the benefits of acting on both objectives, as well as other co-benefits. The MRV challenge is complemented with the need to standardize information and create general indicators, as well as a database that allows recognition of advantages of this integration in each sector to facilitate convincing involved stakeholders Planned work for 2016 Mapping of Key Stakeholders and Initiatives : Financing and instruments that respond to the integration of mitigation and adaptation : MRV of the synergies between mitigation and adaptation, and the co-benefits Systematization of results from the workshops into draft publications or technical resources Discussion at V Regional Final Publication Encouragement, technical assistance and follow up with 2 countries to advance leader solutions National Training s on Considerations of Mitigation and Adaptation in the Implementation of the INDCs, using the study issued in 2015 as a basis Collaboration with EUROCLIMA s Pilot Cases initiative: verification of an integrated mitigation and adaptation focus in proposals Organization and facilitation of Virtual Exchange Activities among countries with diverse focus: bilateral or multilateral meetings for exchange of experiences, challenges and questions between stakeholders Time from LEDS LAC team for the organization and facilitation of discussion of integration between mitigation and adaptation in IADB s platform Adaptacción Dissemination Activities (Dissemination of resources related to the topic, results of workshops and materials produced by partners on the website, webinars, presentation at COP22) 12
