Overview PRC-005 is the NERC Standard for Protection Systems Maintenance and Testing. The standard states minimum requirements for maintenance for protective relays, DC supplies, DC control circuits, current and voltage sensing devices and associated telecommunications equipment. NERC Standard PRC-005 continues to be one of the most violated reliability standard and numerous enforcement actions have been seen in every region. This course will provide an analysis of that standard, the compliance gaps that have led to violations, and the evolving regulatory landscape impacting registered entities as they struggle to comply. Leading experts will share lessons learned through the PRC-005 compliance and enforcement process and discuss how compliance programs and maintenance/testing programs can be structured for success. INSTRUCTORs John Hagen / Transmission Compliance / PG&E John Hagen has over 28 years utility experience with PG&E, primarily with engineering, construction and project management of major utility projects in both transmission and generation. Transmission projects include high voltage line and substation construction, protection system upgrades including RAS and PMU installations, and he was involved with interconnecting over 4400 MW of third party generation. Generation experience includes geothermal, fossil, hydro, and nuclear assignments. The last four years Mr. Hagen has been Manager, NERC Compliance with overall Company responsibility for internal compliance program responsibility, standards development, monitoring and oversight, and corrective action program. He is also currently a member of the Segment 3 ballot body. He is a member of the Transmission Forum Compliance Practices Group, Generator Forum and the NERC Standards Planning and Communications Subcommittee. John Pasierb / Senior Project Manager - Transmission Services / GDS Associates Mr. Pasierb has 24 years of experience as a transmission and distribution engineer. He has experience at large investor owned and municipal utilities within the operation, maintenance, and design of transmission and distribution systems. Mr. Pasierb performed coordination studies, developed testing and maintenance programs, managed complex testing and maintenance projects, installation of revenue metering with communications, generating plant acceptance testing, and transformer acceptance testing. Currently, Mr. Pasierb is a Senior Project Manager with GDS Associates, Inc. in Marietta, Georgia in the Transmission Services group. Mr. Pasierb has managed projects to assess clients compliance with the Reliability Standards set by NERC as the Electric Reliability Organization ( ERO ). He has coordinated the regional reliability compliance reporting for several clients, and review of various FERC, NERC, NAESB, and RUS requirements. Mr. Pasierb has performed compliance assessments and mock audits of Order 693 Standards and regional standards for the Generator Owner, Generator Operator, Load Serving Entity, and Distribution Provider functions, supported clients during on-site audits and spot checks, and representation during settlement negotiations. Mr. Pasierb assists clients with the large generation interconnections, per the policies set out in the Federal Energy Regulatory Commission s ( FERC ) Order 2003 and subsequent orders. Joe Stevenson / Director of Sales and Marketing / EnoServ LLC Joe Stevenson has 10+ years in the electric power industry dealing in specialized software and services during his tenure with ENOSERV, LLC based in Tulsa, OK. His experience is in providing ways for companies to standardize their protection system maintenance processes and consolidate all records into one database, from which interfacing to other business or engineering systems is possible. Ultimately, customers leverage the solutions to improve their workflow and reporting, having intelligence over their maintenance programs including the equipment and personnel involved. Joe has worked with protection engineers, relay technicians, management, compliance and IT from all market sectors including utilities, power producers and contracting firms. As National Sales Manager, Joe oversees US, Canada and overseas international sales (excluding Mexico and Latin America) and leads a team of 7 direct reports in developing not only business cases but also strategies for helping customers with their unique business needs. Because ENOSERV is vendor-neutral, Joe has relationships with many of the relevant hardware and software players in the industry, leveraging those relationships toward helping mutual customers overcome testing and data management problems. 4

Instructional Methods This program will use Power Point presentations, case studies and group discussions.
