Global Product Strategy Safety Summaries Function and Use in Europe «Responsible Care Contribution to Sustainable Chemical Industry in the Balkan Region» 10 11 October 2013, Sofia Adriana Jalba Ph.D. Manager ICM, Cefic

Summary Background Basics of GPS GPS Implementation: guidance and tools Performance review GPS implementation in Europe: particularities Cefic s Flagship Initiative Conclusions 2

ICCA Global Charter The International Council of Chemical Associations (ICCA) has launched in 2005 the Responsible Care Global Charter (RCGC) as an industry contribution to the SAICM: Industry commitment to improve EHS performance Meeting and going beyond legislative and regulatory compliance Adopting voluntary initiatives with governments and other stakeholders The RCGC has 9 strategic elements 3

RCGC strategic elements 1. Adopt RC core principles 2. Implement fundamental features of national RC programmes 3. Commit to advancing sustainable development 4. Continuously improve and report performance 5. Enhance the management of chemicals worldwide 6. Champion and facilitate the extension of RC along chemical industry supply chain 7. Actively support national and local RC governance processes 8. Address stakeholder expectations about chemical industry activities and products 9. Provide appropriate resources to effectively implement RC 4

ICCA vision - Global Product Strategy By 2020, through a combination of voluntary and regulatory initiatives, we will have: Established a base-set of hazard and exposure information adequate to conduct safety assessments for chemicals in commerce Provided global capacity to implement best assessment practices and management procedures, especially in developing countries Shared relevant product information with co-producers, governments and the public Worked across the value chain so suppliers and customers can effectively evaluate the risks and enhance their performance Made information on chemicals publicly available (GPS IT-portal via http://www.icca-chem.org/.) 5

Practical translation of the ICCA vision All chemicals in commerce will be assessed by 2020 and information on safe use made available in a transparent way The Safety Summary is the document for communication ICCA IT Portal for safety summaries For Europe, the REACH substances will have a safety summary published within 1 year after registration 6

Benefits of GPS implementation Why should companies participate? Recognition for all the work done by industry in regulatory programs Increase risk assessment expertise and occupational safety standards Strengthen relationships with customers, authorities, public Anticipate regulations and lower compliance costs Reduce liability issues Secure competitive advantage 7

GPS Guidance on Risk Assessment Section One: Preparation Step 1: Select chemicals for assessment Step 2: Gather information Step 3: Prioritize chemicals into Tiers Step 4: Develop Tier-relevant information ( Base Set of Information ) Section 2: Implementation Step 5: Characterize Hazard Step 6: Assess Exposure Step 7: Conduct Risk Characterization Step 8: Document outcome (GPS Safety Summary) Addendum 1: Assessing toxicity of mixtures Addendum 2: Workplace risk assessment 8

GPS Communication- Safety Summary The result of the risk assessment is communicated via Safety Summary The summary should be fairly basic and understood by a layman Compilation of relevant risk characterization and risk management information in an easily understandable format To be communicated to employees, downstream customers, the public and other interested parties Regional flexibility will apply in the content of the GPS Safety Summary, it is up to the company to define the relevant information and layout but should include some basic elements Currently more than 3400 GPS Safety Summaries are already available on company websites and ICCA Portal The GPS Safety Summary does not replace required technical communication documents such as the Material Safety Data Sheet (MSDS) ICCA IT portal is operational and Safety Summaries can be downloaded 9

Safety Summary target audience Downstream industry SME s and trade organizations in developing and emerging economies Technical Institutions in Developing Countries and Emerging Economies University Teachers / School Teachers / Students NGO s Governments Interested non-professional stakeholders SAICM stakeholders Healthcare professionals 10

Cefic conversion template 11 In EU countries the REACH registration dossier is the basis for the Safety Summary To help companies preparing Safety Summaries from REACH dossiers, Cefic developed and published the conversion template in 2011. An updated conversion template will be published soon

Cefic conversion template 12 What is new in the updated template: Additional guidance on what to include in the different headers Clearer information on what could be obsolete Focus on professional and consumer use and applications Additional guidance for low hazard / low volume substances

ICCA IT portal ICCA has created IT Portal to upload company Safety Summaries IT Portal was launched in 2010 After launch issues identified with uploading and database Working group formulated recommendations for improvement Revised IT Portal now operational 13

GPS performance review - uploads on the IT Portal (September 2013) GPS IT Portal performance constantly improving: more than 3600 GPS Safety Summaries uploaded to the GPS IT Portal Total Uploads per Region 249 4000 Upload Statistics per Year / Region Asia Europe 1127 3500 3000 2500 Asia Europe South America South America 2000 US US 2221 1500 Grand Total 1000 500 28 0 2010 2011 2012 2013

Why additional efforts to implement GPS? Chemical industry committed in 2006 to GPS as our main contribution to SAICM & Sustainable Development Raise level of chemicals management globally Big efforts to develop GPS Much attention - ICCA credibility & influence increased Non-delivery of GPS would mean an end to our ability to influence policy & regulations internationally 15

GPS Implementation in Europe GPS is a global commitment to improve: 1. Risk management of chemicals globally: Companies assess, take risk reduction measures, communicate safe use 2. Knowledge and Transparency of chemicals: ICCA IT Portal Safety Summaries serves the purpose for both 1 and 2 Special situation for GPS implementation in the EU: The Risk management is fulfilled by REACH obligations Knowledge and Transparency still needs to be done in EU 16

GPS Implementation vs REACH REACH registrations Jan 2013 ( from ECHA): Full registrations 3096 Total Safety Summary uploads: Distinct substances 2000 < 50% of potential substances have been uploaded ACOM and RCGC companies: 0% GPS summaries uploaded No of companies 0% - 50% uploaded 50% - 90% uploaded 90% uploaded 41 15 5 12 73 17

REACH registrations versus GPS uploads Commitment: within one year after REACH registration a safety summary will be published for that substance REACH registrations Jan 2013 ( from ECHA): Total Registered substances 8400 Full registrations 3096 Intermediates 2080 NONS 3224 Total Safety Summary uploads: 3429 Distinct substances 2000 18

Flagship initiative Cefic project to improve the reputation of the Chemical industry EU implementation of GPS is part of the Flagship initiative Renewal of commitment to GPS as part of ICCA contribution to SAICM By 2018 all Cefic members should have uploaded safety summaries for REACH registered substances placed on the market 19

Why a Flagship initiative? Cefic has made important efforts to work with associations & companies to implement GPS: still difficult to get companies to deliver safety summaries in parallell to REACH The project would: Renew commitment Raise the profile to get broader company buy-in Engage national associations The Project aims to: - Commitment to make safety summaries publically available for chemicals in commerce by 2018 - Sharing information throughout the value chain - Improving chemicals management globally (capacity building) 20

Global Product Strategy Flagship project Status: The European companies are not delivering as expected Communication Strategy : webpage (content and structure), logo, info materials Awareness campaign (SG, NA) Increase usefulness of the Safety Summaries Refine target audience Link GPS IT Portal to OECD echemportal Capacity building (especially Eastern Europe and neighboring countries) Poor understanding LOW PRIORITY Resources constraints User friendly GPS IT portal Reviewed Safety Summary template Champion system Automated solution for low volume substances WAY FORWARD Continue the activities on capacity building, communication, support Promote performers as positive example Automated solution to generate Safety Summaries Top-down message within the companies 21

Conclusions Industry has made important commitment in SAICM Significant progress over past years, resulting in > 3600 safety summaries uploads However 50% of the 2010 REACH registrations have now a summary upload Cefic Flagship initiative: new implementation strategy 22
