Simplification of documentation and sanction procedures. Relaxation from pre-audit system. Emphasis on small and marginal farmers. Coverage of RYTHU BANDHU PATHAKAM - IMPROVEMENT diversified agriculture produce (from mere paddy to various other produce such as other cereals, millets, grams, oil seeds etc). During 2015-16 Rs. 33.42 Crores financed to 3414 farmers. During the current year, 1708 farmers assisted with financial involvement of Rs. 20.13 Crores (Upto October, 2016). 6

MARKET REFORMS Establishment of Private Market Yards: The AP (AP&LS) Markets Act, 1966 is amended for establishment of private markets (Sec 7(9) and Rule 53-A vide Go.Ms.No.38 A&C Dept. Dt. 10.05.2016). Tomato market at Ananthapur, Mango market at Damalacheruvu in Chittoor District are identified for development as private markets. Direct Purchasing from Producer: A new provision is made in AP (AP&LS) Markets Act, 1966 for establishment of Direct Purchase Center (Sec 7(7) and Rule 48-A vide Go.Ms.No.38 A&C Dept. Dt. 10.05.2016). Archer Daniels Midland Co., (ADM) Decatur, Illinois, USA with Head Quarters in Gurgoan, (Haryana) India Agro Industries, Latur & Vizag Pvt Ltd., is identified for grant of licence for establishment of Direct Purchase Center for procurement of maize. 7

Promotion of e-permit and e-trading: Hon ble Cheif Minister inaugurated e-trading in 10 markets on 13-10-2015 : Govt. of India sanctioned Rs. 3.00 Crores under scheme Promotion of National Agricultural Market ( NAM) through Agri-Tech Infrastructure Fund (ATIF) covering 12 markets. Infrastructure facilities including Hardware has been provided in 12 markets in Oct-2016. e-trading commenced in 12 markets w.e.f 5th Nov-2016 A Proposal is under consideration of Govt. for introduction of e-permit through NCDEX e-markets platform. 8

MARKET REFORMS Contd.. Contract Farming: The AP (AP&LS) Markets Act is amended by incorporating provisions on contract farming (Sec 11-A& Rule 73-A) on 10-05- 2016. Proposed to bring Subabul/Eucalyptus/Casuarina cultivation under contract farming initially. Single point levy of Market Fee: The AP (AP& LS) Markets Act is amended in 2015 (Sec-12) which provides enforcement of single point levy on notified Agriculture Produce to cover within and outside the State. Single Registration/License for Trade: The AP (AP& LS) Markets Act is amended in 2015 Sec-7(1-A) to issue State wide single licence for the trader. 9

MARKET INTERVENTION Contd.. Direct procurement of Agricultural Produce from the farmers during sudden fall of prices and arranging sales in Rythu Bazars and other outlets. Eg., Onions and Coconuts. Onion Storage facility at 3 places in Kurnool District with 1800 M.Ts. capacity with a cost of Rs.3.50 Crores has been developed. Another 3 storage units with 1500 MTs are under construction ( will be completed before December-2016). Onion Market Intervention during February to May 2016 - procured 2678 MTs of Onions in Kurnool District and arranged sales through Rythu Bazars in the State at no profit no loss basis. Onion Market Intervention taken-up in September month & 1 st week of October and procured 2747 MTs of onions in Kurnool District (about Rs.2,20 Crores ) and arranged sales through Rythu Bazars at no profit and no loss basis. Coconut Market Intervention from 3 rd April to end of May, 2016 - Procured about 3 lakh Nuts in E.G. District and arranged sales in Rythu Bazars of the State. 10

MARKET INTERVENTION / PRICE SUPPORT SCHEME FOR ONION Contd.. The Govt. vide G.O.Rt.No.703 A&C Dept, Dt. 08-10- 2016 issued orders for onion Market Intervention. Rs. 600/- per Qtl. for the onions is fixed as minimum price. The differential amount between the actual sale price and minimum price will be paid to the farmer through online. This scheme to cover the arrivals of onions from 01.09.2016 to 28.02.2017 or the date of price hike whichever is earlier. 11

MARKET INTERVENTION / PRICE SUPPORT SCHEME FOR ONION Contd.. The estimated cost of the scheme Rs.40.00 Crores to be met from Central Market Fund. District Committee will monitor, supervise and oversee the implementation of the scheme. The District Committee to take the measures to prevent misuse; bring inter departmental coordination; fix farmerwise quantity limits; regulate the arrivals; prevent recycling of produce etc., As on 07-11-2016, the total differential amount is Rs.4,84,27,815/- pertaining to 8540 farmers. 12

COTTON PURCHASES BY CCI Cotton is grown in about 4.24 lakh Ha. during Kharief-2016 with estimated production of 13.29 Lakh MTs ( Source : Agriculture Department, A.P.) Previous years cotton procurement by CCI : 2015-16 : 2.15 Lakh Qtls and 2014-15: 89.17 Lakh Qtls. The Govt. vide G.O.Rt.No. 741 A&C Dept, Dt. 01-11-2016 issued orders for procurement of cotton by CCI in market yards for the season 2016-17. Cotton procurement operations under MSP take place in 43 identified markets. Out of 43 procurement centers, 19 centers are opened by the CCI on 01-11-2016 and remaining 24 centers will be opened before 15 th Nov-2016. 13

COTTON PURCHASES BY CCI ( Contd..) Aadhar card for identification of farmer. e-crop booking of Agrl. Dept. linked with Web-land portal will be used for the details of farmers and extent of cotton crop grown. If the details are not available in e-crop booking / web-land, cotton cultivation certificates issued by the competent authority will be insisted. Online payment of sale proceeds to the farmer bank account by the CCI. Software services of Tata Consultancy Services which was utilised during 2015-16 cotton season is continued for this season 2016-17. Constituted District Level Committee to monitor the Cotton MSP operations and take steps for proper conduct of operations. As the prevailing market price of cotton is higher than MSP, the farmers are not coming to procurement centers. 14

REGULATION OF PULPWOOD TRADE New system of Trading of Subabul, Eucalyptus and Casuarina in the state introduced as per the guidelines of the G.O.RT.No. 143, Dated:19-02-2016. Direct purchase by Paper Mills at identified Weigh Bridges only. Crop details taken from WEB LAND / e-crop Booking. Purchase by Paper Mills based on monthly Indents and permitting quantities within bank guarantee limits. Online payments to farmers. District Committees under the Chairmanship of Collectors to monitor the system. A software for transactions of Subabul/ Eucalyptus/Casuarina introduced. The District Collectors Nellore and Prakasam have requested to allow the AMC licenced traders in addition to paper mills to purchase pulpwood. A Proposal furnished on 24-08-2016 for a review on the Govt orders and to examine to allow the private traders in addition to paper mills in purchase of Pulpwood from farmers is under examination of the Government. 15

LINK ROADS Government have issued orders vide G.O.Ms. No. 17, Dt:29-02-2016 of Agril. & Coop. Dept 20% of market fee collected during 2014-15 to be utilised for developing link roads from agricultural fields to market yards in convergence with MGNREG Scheme. So far proposals of link roads pertaining to 128 AMCs (out of 191 AMCs) covering 2446 link roads with cost of Rs.13437.24 Lakhs (Rs.6718.62 Lakhs of AMC+ Rs.6718.62 Lakhs of MGNREGS) received and sanctioned as shown below: Sl. RYTHU BAZARS In addition to the existing 80 Rythu Bazars, the following is the progress : 4 New Rythu Bazars have been added: Mandapeta, S.Kota, Peddapuram and Ponnur 11 New Rythu Bazars are in progress: Tiruvuru,Kuchipudi, Payakapuram, Gannavaram, Velpur, Tekkali, Kotabommali, Kaikaluru, Koyyalagudem, Chinthalapudi and Kotarubilli New RythuBazars 9 Nos sanctioned : Tanuku Jangareddygudem, Tadepalligudem, Nidadavolu Lingapalem, Nallajerla, Buttaigudem, Gopalapuram and Pedapadu 19

RYTHU BAZARS Contd., Renovation, improvement and facelift works have been carried out in 51 Rythu Bazars. Action is taken to improve the functioning of Rythu Bazars with the interventions of 1) Rythu Seva (71 Nos.), 2) Sujala (RO Water supply-74 Nos), 3) Sulabha (Toilets 73 Nos.), 4) Suraksha (CCTV surveillance system 28 Nos), 5) Suswaram (Public Address System 48 Nos), 6) Electronic Price Display (17 Nos) etc. FARM 2 HOME program ïntroduced at Guntur and Rajahmundry where farmer groups are selling vegetables directly to consumers through Retail outlets and Mobile Rythu Bazars. 20
