FOR DRILLING LOCATIONS IN NELP-VI BLOCK (MZ-ONN-2004/1) IN THE STATE OF MIZORAM 1.0 INTRODUCTION : OIL INDIA LTD (OIL), a premier public sector undertaking of Govt. of India engaged in drilling, exploration & transportation of hydrocarbons invites Expression of Interests (EOI) from reputed and established Civil Engineering firms/ors meeting the pre-qualification criteria as mentioned below for empanelment/short listing for issue of tender documents from time to time to execute Civil Engineering work including supply of materials relating to Repairing and Maintenance jobs including minor construction works in the state of Mizoram in connection with Company s drilling campaign in the state. ors/vendors who have their offices in Mizoram and are in similar business shall only be eligible for short-listing against this invitation provided they establish their credential as per the pre-qualifying criteria set-out herein. 2.0 SCOPE OF WORK : As part of its committed exploration programme in the state of Mizoram, Company is planning to drill around five (5) exploratory wells, for which the approach roads and well plinths etc. are being constructed at designated locations in the districts of Aizawl, Serchip, Mamit & Lunglei in Mizoram. Company has also established a temporary Stores/Pipe Yard at Sairang near Aizawl and opened an Office premise in Aizawl. For the purpose of carrying out minor/miscellaneous Civil Engineering ancillary works from time to time at well sites, approach roads, stores/pipe yard, office-cum-transit house and/or any other place in Mizoram related to Company s operations, it is intended to empanel few Civil Engineering firms/ors operating in the state for an initial period of two (2) years, so that tenders can be finalised expeditiously to tide over the urgency as and when such jobs come up. The period of empanelment may be extended by one more year at the option of Company. Page 1 of 5

3.0 ESTIMATED COST: Depending on the requirement of works as and when envisaged by Company during the pendency of empanelment, bids will be invited from the parties (as to be shortlisted against this invitation) describing the exact requirements. Work-orders shall then be issued to the successful bidders at their quoted/agreed rates for job execution. The estimated cost of each such work-order shall not exceed Rs.10.00 lakhs. Upon allotment of jobs against such tendering, the successful bidder/ contractor shall be required to carry out these repairing & maintenance jobs including supply of materials. Notwithstanding the empanelment/short-listing as aforesaid, Company reserves the right to include the name of other such party (ies) whosoever is considered to be eligible in the opinion of Company to the list or resort to open tendering through press advertisement, while floating such tenders. The empanelment/short-listing of firms/vendors against this invitation shall not confer any right to the parties for award of contract/work-order. 4.0 PRE-QUALIFYING CRITERIA : Interested firms/contractors meeting the following requirements are requested to submit their applications alongwith the information & documents as mentioned below, based on which short-listing/empanelment will be done by Company. (a) Experience: The firm/vendor should have successfully completed similar works* as under for any Central/ State Govt. Departments or Public Sector Undertakings like CPWD, State PWD, MES, OIL & ONGCL etc. during the last five (5) years preceding to the date of submission of EOI/application. (ii) (iii) Three similar completed works each costing not less than 4.00 Lakh. or Two similar completed works each costing not less than 5.00 Lakh. or One similar completed work costing not less than 8.00 Lakh. *Similar works mean any of the following nature of jobs: i) Construction of new civil works in hilly/mountainous terrain. ii) Repairing, widening and improvement of existing hilly/mountainous road involving sufficient quantity of earth work. iii) Site development/site preparation work in hilly/mountainous terrain. iv) RCC Foundation/ Boundary wall/ RCC Building in hilly/mountainous terrain involving sufficient quantity of earth work. List of works already executed during last five (5) years should be furnished as per enclosed ANNEXURE-I alongwith the application/eoi, supported by copy of s/work-orders and certificates against each such work issued by the appropriate authority i.e., Executive Engineer or higher authority for Govt. organizations and Chief Engineer/Chief Manager or higher authority for Public Sector undertaking, showing: - Brief description of the work - No. / Work order No. - Gross value of work done - Completion time (duration) - Date of starting - Date of Page 2 of 5

(b) (c) (d) (e) (f) (g) (h) (j) Bank Account: The firm/vendor must have a bank account in any scheduled/ nationalised bank. Copy of Pass Book or a cancelled cheque must be submitted alongwith the application/eoi. Financial Standing: The average annual turnover of the firm/vendor for the last three (3) accounting years should not be less than Rs. 3.00 lakh. Balance Sheet or Profit & Loss Accounts for the last three years should be submitted alongwith the application/eoi. In lieu of above, a Banker s certificate from any nationalised bank or a certificate issued by a practicing Chartered Accountant certifying sound financial position of the vendor/firm as above must be submitted. VAT Registration: The firm/vendor is required to submit documentary evidence of their VAT registration. PAN: The firm/vendor must possess Pan (permanent Account Number) and submit a copy of PAN Card issued in their name. Service Tax: The firm/vendor is required to submit documentary evidence of their Service Tax registration. PF Code: The firm/vendor should furnish their PF Code number issued by appropriate authority. Plants & Equipment : The list of major items of construction plats & equipment owned by the vendor/firm must be furnished as per enclosed ANNEXURE-II alongwith Copies of necessary documents evidencing the ownership; like valid registration certificate, purchase document etc. of the said plants & equipment. The Vendor/firm/contractor to deploy at least one number each of Excavator, Tandem/Smooth Wheel Roller and Tipper/Dumper (Truck). The applicant may either own or lease or procure the above minimum requirement of Plants & equipment. Copy of original document defining the constitution or legal status of the firm, place of registration and principal place of business etc. must be furnished with the EOI/application. Local Address: The firm/vendor must have an office set up in Mizoram, preferably in Aizawl. Detailed address of the office with telephone number and name of contact person must be submitted alongwith the application/eoi. NOTE : To qualify for short-listing against this invitation, the firm/vendor/ contractor should have the statutory requirements as mentioned under Srl. No. (d) to (g) above. Company reserves the right to reject such applications/eois against which these documents are not received. However, Company may consider provisional empanelment of such parties, whose EOI/application is accompanied with an undertaking that the documentary proof with respect to these registrations shall be submitted within one month from the date of EOI/application. Provisional empanelment of any such party, if done, shall automatically stand cancelled in case the documentary proof for any of these registrations is not received by Company within one month as undertaken. 5.0 SUBMISSION OF EOI: 5.1 The EOI/Application together with the required information/documents as mentioned in para 4.0 above should be submitted in a sealed envelope super-scribing EOI No. for Civil Engineering work in NELP-VI block: MZ-ONN- 2004/1 in Mizoram should reach the following address latest by 15.00 hrs. (IST) on 3 rd October, 2013. However, Oil India Ltd will not be responsible for any delay in receipt or non-receipt of the same. 5.3 If however the above date happens to be a Holiday/Bandh at Duliajan, EOI shall be received up to the next working day till 15.00 hrs.(ist). 6.0 GENERAL NOTES: All the copies of documents submitted alongwith the EOI should be clear, legible and self-certified by the authorised representative of the Applicant. (ii) OIL INDIA LIMITED (OIL) reserves the right to physically check the original documents/certificates, copies of which are submitted alongwith the EOI. (iii) The EOI is liable to be ignored in case of submission of any misleading and false representation by the applicant in the form, statements and attachments. (iv) OIL INDIA LIMITED reserves the right to ignore any or all EOIs without assigning any reason thereof.
