CERNUSCO SUL NAVIGLIO Province of Milan Population: 32.500 inhabitants Total Area: 13,33 sq km Urbanized Area: 7,60 sq km

PAES Joined in Mayors Convenant : May 20th, 2009 SEAP approved: november 23th, 2011 CO 2 Emissions in 2005: 124.272 tons 40 actions to reach the following objectives: lowering consumption: 103.442 MWh CO 2 reduction 28.366 tons CO 2 reduction per capita 28,5%

PAES Municipal Energy Consumption

PAES Actions that involve public and private interaction: ED01B: Third Parties retrofit outsourced operations (ESCO), heat management included (heating system in public buildings) ENERGY SERVICE EE16A: photo voltaic solar systems on public building installations by Third Parties IL04B: public lighting system upgrading ED01C: inside building lighting upgrading

TWO-YEARS SEAP CHECK Two-years check 2012-2013: March 2014 Nowdays, the municipality has started 24 of the 40 actions planned: 22 ongoing actions 2 completed actions Emissions reduction achievment exstimation: 15% Town has saved CO 2 4.357,27 t till now.

TWO-YEARS SEAP CHECK Interaction between public and private sector. Started actions: ED01B: activation of retrofit operations outsourced to Third Parties (ESCO) including heat management (heating system in public buildings) ENERGY SERVICE EE16A: installation of photovoltaic solar systems on public buildings by Third Parties Still waiting actions: IL04B: Public lighting upgrading systems ED01C: Building inside lighting upgrading

ED01B: Energy Service Contract Number of public buildings involved: 16 Total volume heated: 216.252 cubic meters Total power of thermal plants: 10.313 KW Gas consumption (2404 DD): 725.676 cm 3 Estimated primary energy (from energy audit ): 6.959 MWh CO 2 emissions reduction exstimated (SEAP): 338.174 kg

ED01B: Energy Service Contract Agreement duration: 10 years from 01/10/2009 Contract amount: 9,000,000.00 (including IVA) Agreement subject: fuel supply management ordinary and extraordinary maintenance Scheduled plant upgrading establish by the same contract ( 1.560.000,00) ISPELS and VVF practices submission CSA goals required : 10% reduction in natural gas (254.775 kg CO 2 ) minimum 18% reduction of 'primary energy guaranteed

ED01B: Energy Service Contract Following actions are included in the upgrading planned plant by contract ( 1.560.000,00) : Number of boiler condensation installed : 12 Heat meters, thermostats, remote monitoring system Installation inside 13 buildings Roof and attic thermal insulation inside 4 buildings, 8.834 square meters in total Various facilities, sub-stations, distribution circuits upgrade Solar thermal system installation (total aperture area 28 mq)

ED01B: Energy Service Contract Environmental results: lower fuel consumption lower CO 2 emissions in atmosphere

ED01B: Energy Service Contract Economic results

ED01B: Energy service contract Other results: plants operation and waste reduction optimization service reliability (remote control, remote alarm) Timely operations ( extraordinary maintenance included by contract ) data collection (gas and MWh consumption data collection and systematic presentation for the period) technical support by the operator for extraordinary measures that need to take place on our systems Rate guaranteed

ED01B: Energy service contract Considerations: To satisfy the tender a primary energy reduction higher than the tender requests has been proposed but not achieved. This hasn t changed the accounting however. Apply to the total consumption Sharing Saving mechanism is important, since individual buildings can have very different behaviors amoung them Real primary energy consumption knowledge allows a better assessment of the efficiency measures on internal systems and on the casing.

EE16A Installation of photovoltaic solar systems on public buildings Public buildings plant numbers : 7 Total power installed: 248,51 kwp Expected production: 289,300 kwh / year CO 2 saved : 139,732 kg / year (National Emission Factor 0.483 t CO2 / MWh el.)
