Phenomenon: Warming of global climate Key factors: Emission of Greenhouse gases (GHG) from human activities Climate Change 9
10
Why should we do a Carbon Management System? Global Warming is being caused by GHGs Carbon Dioxide (CO 2 ) accounts for 84% of all GHGs 11
12
HKQAA Carbon Management System Certification Scheme Certification program for managing climate change risks Provide independent assurance for organizations that have taken systematic and genuine actions against climate change with respect to its certification boundary Enables organization to communicate their climate change credential to their stakeholders in gaining reputation 13
Carbon Management System GROWTH INTEGRITY FAIRNESS TEAM WITH JOY SOCIAL RESPONSIBILITY Take systematic and genuine actions against greenhouse gas (GHG) emission Was developed based on ISO 14001 & ISO 14064 requirements 14
Which Are Greenhouse Gases? Greenhouse gases affect global climate Air pollutants affect regional air quality 15
Which Are Greenhouse Gases? 16
HKQAA Carbon Management System Same approach as ISO 14001: P-D-C-A Adopting ISO 14064 quantification & reporting methodology Align with EPD carbon audit guideline 17
Key Step Define organization boundary Define operational boundary Scope of emission: Scope 1 direct GHG emission Scope 2 purchased energy Scope 3 indirect GHG emission (optional) 18
Key step Calculating inventory Emission quantity Set base-year Define reduction objectives Deployment of reduction actions Incorporate ISO 14001 system elements 19
Reducing Emission Greening Facilities Updates Renewable Energy Changing Behavior 20
Structure Organizational Business Strategy and Policy Management Review & Improvement Action Establish / Maintain Carbon Management Policy Establish / Maintain GHG Inventory Establish / Maintain Carbon Management Strategy Establish / Maintain of GHG Reduction Targets Establish / Maintain Carbon Management Plan Operations Control - Structure, Authority & Responsibility - Training, Competence & Awareness - Documentation & Records Control - Maintenance / Calibration Change of Operations - Organizational Boundary - Geographical Boundary - Scope of Emissions - Operational Processes Monitoring and Measurement 21
Application ❿ Organization scope - all business functions and activities of an organization ❿ Partial organizational scope selected business functions and activities of an organization ❿ Product scope product life cycle GHG emission ❿ Partial Product scope selected stage of life cycle ❿ Projects ❿ Services 22
Certification Requirements There are 40 clauses of requirements 5 point scale scoring approach is adopted Classification of Non-conformity (NC) & Area for Improvement (AFI): NC - when specific requirement obtained score 2 or below AFI - when auditor considers there is potential risk in the system 23
Certification Criteria Recommend organization for certification when: No single requirement obtained score 1, and; The average score was equal or above 3. Partial re-audit: when there is individual requirements obtained score 1 Full Re-audit: when the average score is below 3 24
Scoring Approach 1 No implementation evidence is observed 2 Reacting to the problem High electricity bill, then remind staff to save energy such as switch off power when not in use No formal planning, action is taken in ad-hoc basis Unstable trend of result Inconsistent implementation Correction is done 3 General improvement orientation Establish carbon reduction procedures such as keeping room temperature between 22-25 o C Short term planning, action is taken to mitigate immediate risk Stable trend of result Consistent implementation, with individual mistake Corrective action is done 25
Scoring Approach 4 Systematic evaluation and improvement Identify and evaluate carbon reduction area regularly and establish carbon reduction programs to reduce carbon emission Advance planning, action is taken to control potential risk Improved result is observed Consistent implementation, no individual mistake Preventive action is done 26
Scoring Approach 5 Learning and Strategic Improvement Identify and implement strategic management improvement programs and achieve stable improvement trend of result Strategic planning, action is taken to achieve the organizational carbon reduction objective Stable improvement trend of result Consistent implementation, no individual mistake Innovative practice is initiated from learning of previous experience Strategic improvement action is done, having a well balance managing of risk, cost and performance 27
Certification Process Flow Typical ISO 14001 certification process is applied 2 stages of certification 6 months interval of surveillance visit Renewal audit in 3 years after initial certification audit 28
Benefits of Implementation Reduce GHG emissions by improving an environmental operation and adopting suitable offset program Implement systematic approach to identify and manage GHG inventory Enhance staff and supplier awareness of the importance for combating climate change Demonstrate organization s commitment in reducing GHG emissions Support the fulfillment of applicable legal and statutory requirements Provide benchmarks for measuring environmental performance of an organization 29
