Reform of regional government from 1.1.2019 The purpose of this regional government reform is to harmonise the State regional administration with county government administration and to rationalise the organisation of public-sector administration at State, regional and municipal levels As the primary solution, the Government Programme envisages the centralisation of functions into clear, autonomous regions counties in terms of tasks and authority. 18 COUNTIES Counties are public-law bodies that enjoy regional autonomy. The counties will have county councils to be elected by direct popular vote. The counties will serve as public authorities with a wide range of duties to be defined in the County Act. Over 215,000 employees will transfer to counties from municipalities, and joint municipal and state authorities following the principles applied in connection with transfers of business. The counties will be responsible for healthcare and social welfare rescues services environmental healthcare regional development duties and tasks related to the promotion of business enterprise planning and steering of use of regions promoting the identity and culture of the counties as well as other statutory regional services assigned to the counties. 3.7.2017 7

From Regional State Administration to Central Government The current six Regional State Administrative Agencies will be shaped into a single authority with nationwide responsibilities, operating in regional branches and units Overlap with the remit of the Regional State Administrative Agency and central state agencies will be eliminated.
